Club Trophies and Awards

Nora Munger Trophy

This award is made annually to the winner of the Labor Day Regatta. The trophy is awarded to the winner of a one-day regatta, open to all club members, and sailed on an open basis. The trophy will be suitably engraved with the winner’s name and shall remain in the future clubhouse. A keeper trophy may also be awarded.

McFadden Trophy

This award is made annually to the winner of the Memorial Day Club Regatta in memory of Joe and Marianne McFadden, former members of the Club, who loved racing and the DSC. The trophy is awarded to the winner of a one-day regatta, open to all club members, and sailed on an open basis. The award is presented by the Rear Commodore and a permanent trophy has been placed at the club for the winners’ names to be inscribed. The club will present a keeper trophy to the winner at the club’s discretion.

Robert Perry Trophy

This award is made annually to the outstanding Junior who shall not have reached their 17th birthday. Consideration for the award will be based on outstanding achievement in overall activities. The award will be presented at the Labor Day Regatta, if one or more Juniors have demonstrated satisfactory accomplishments during the preceding year. The trophy will remain in the future clubhouse and will be suitably engraved with the winner’s name.

C. Parker Smilie Trophy

This award is made annually to the winner of the largest one-design mono-hull class sailing in the Punch Bowl Regatta. The trophy will be suitably engraved with the winners’ name and shall remain in the future clubhouse. Keeper trophies may also be awarded at the discretion of the Race Committee.

Rene Leveque Participation Award

This award is presented to the “skipper” who sailed the most races over the racing season and will be presented at the Commodore’s Banquet.

Club Champion Award

A Club Champion Award is presented each year as described in this roster on page 12.

2021 DSC Sailing Program

1. Race Schedule Club racing will be scheduled in harmony with all our other activities. Races will be scheduled on Saturdays, but not in any weekend order. Be sure to keep a calendar handy with these dates so you don’t miss the race days starting in March and running thru November. A skippers’ meeting may be held to determine the details for that day’s racing. No races will be scheduled on Sunday.

2. Scheduled Race Starting Time and Format The scheduled Saturday races will begin at 11:00 A.M. as follows: A. The Spring series will be conducted without Race Committee due to the ongoing pandemic unless otherwise noted by an announcement to members. • The Start line will be between 2 permanently anchored orange buoys between the Pavilion & New Hope Church. • The start line will also serve as a gate in the event of a 2 lap race. • The start sequence will be the normal 5 minute start. 1 horn to indicate the Start sequence. There will be no horn at the Start. • One of the day's racers will be in charge of the start sequence each week. A horn will be provided and stored in the committee shed. • The racers should arrive no later than 10 a.m. to help set up the course. • There will be one course mark set by the racers prior to the start of the first race. • The number of laps will be determined by the racers. • The racers will keep up with their own finishing positions and/or time and report them to the race scorer at [email protected]. • Any racer not reporting his finishing position and/or time to the score keeper before the following Wednesday will not be scored. B. For the Fall Series, the Race Committee Chairman and Assistants will use the club boats to set the marks for the day’s racing. Skippers will launch their boats and meet on the water with the Race Committee Chairman (RCC) to determine the course for the day. Three races will be run back-to-back, weather permitting. Additional races MAY be held at the discretion of the race chair if the racers request more and time permits.

The RCC will use the five-minute start sequence with the normal sounds and signals. The race results for the day will be posted on the club web site and in the Doings as applicable.

3. Participation A minimum of three (3) boats must participate in order to hold a race under the Portsmouth Handicap Rating. For fleet races, a minimum of three (3) boats of that type must start that race.

4. Scoring – Club Series For scoring in club series racing only, a new high point scoring system will be used to reward participation as well as finishes.

• 1 point for putting your boat in the water at the dock for race day. • 2 points for participating in a race • 1 point for each scored boat that you beat. o Example: 3 boats race, you finish 1st – 2 points • High point total wins the series 10

If there is a series score tie between two or more boats, each boat’s race scores shall be listed in order of best to worst, and at the first point(s) where there is a difference the tie shall be broken in favor of the boat(s) with the best finish. No excluded finishes shall be used.

5. Racing Series There will be two (2) series covering all the scheduled Saturday races. • The Spring Series will run from March 6th thru July 3rd. • The Fall Series will run from July 10 thru Nov 6th. • A racer's finishing position in each series will be based on their point total for their best 25 race scores for that series. • The individual fleets are free to establish their own rules for determining a Fleet Champion and for providing awards. • These awards are to be given out and the champions recognized at the Commodore’s Banquet following the end of the season.

6. Club Championship • On November 13th the Club will have a Club Championship race. • To qualify for the Club Championship races a racer must have recorded a finishing position as skipper in at least 50% of the total scored races for the calendar year in any boat they own. • A racer can only use a boat they own and skippered during the year used to qualify for the Club Championship. • All qualifiers are allowed to compete for the Club Championship. The race results for the day will decide the Champion. Scoring will be on a low point scoring system in accordance with Appendix A in the Racing Rules of Sailing. Appendix A: Rule A7 will be used to resolve any ties. • Last year’s Club Champion will be Race Committee Chair for the 2021 Club Championship races.

7. Open Regattas The Dixie Sailing Club will host the Punch Bowl Regatta the weekend of March 27th and 28th. Due to COVID pandemic restrictions, this will be a closed regatta.

8. Cruising Activities DSC will attempt to have one cruising activity each month. The “Cruising Committee Chairperson” will post the cruising schedule on the web site and announce the events by special emails.

9. Weekend Formats for the Sailors The format for the weekends this year will vary depending on the weekend of the month. For all first Saturdays that don’t already have some special event scheduled, (check the calendar!) the club will have a “potluck” dinner. That day will begin at 11:00 with racing and will conclude with a potluck dinner starting at 4:30. All potluck dinners will be coordinated via email the preceding week.

• 1st Saturday races 10:00 – 11:00 --- RCC and Assistants set up the course, racers launch boats 11:00 – 3:30 --- Three races, weather permitting 4:30 – until --- Racing “chalk talk,” potluck dinner & fellowship

• All other Saturday races 10:00 – 11:00 --- RCC and Assistant set up the course, racers launch boats 11:00 – 3:30 --- Three races, weather permitting 11

• Cruising and Social Sailing Cruising and social sailing will have varied start times that will be posted on the web site and in special emails to the membership. We will attempt to have one recreational day cruise activity in each month starting in March. We hope to enjoy the discovery of new winds, full moons, no motor boat waves and secret treasures in our new location on these sailing excursions. Put your adventure caps on!

Dixie Sailing Club Youth Program

The Dixie Sailing Club Youth Program (DSCYP) is a non-profit organization under Section 501 (c) (3) of the Internal Revenue Code of 1954, Tax ID – 47-4867989, with the sponsorship of the DSC. Our organization provides youth in the Central Alabama region with the opportunity for recreational sailing and instruction in boating, seamanship, water safety, marine science and navigation, and other marine educational opportunities, without regard to their economic, physical, and social circumstances.

We all certainly remember our earliest experiences with the magic of quietly moving through the water and reacting to puffs of wind as if flying. Of course, we also have fond memories of the friends we learned with way back then.

DSCYP presents the opportunity to satisfy varied sailing interests: cruising Lake Martin, racing with DSC, working behind the scenes to keep the boats operational. Whether you can show up once this year or once a month, DSCYP has a place for you to contribute. Please contact Stephanie Childers to sign up for our exciting, upcoming sailing season. You won't regret it.

The DSCYP is responsive to both the young sailors of the DSC along with potential sailors in the Lake Martin community. As you can see, our schedule is jammed full of youth sailing opportunities that can occur when the weather cooperates, and kids sign up.

General Club Policies and Rules Club Use Policy Club facilities are for the enjoyment of all members. Each member should use them without infringing on the rights of others. Guests are always welcome. If a member wishes to bring more than 10 guests at one time, they should do so on a non-race day and schedule the occasion with the Commodore to avoid conflicts.

Alcohol Policy The Dixie Sailing Club does not serve alcoholic beverages. Members and guests may provide their own alcoholic beverages, but they are responsible for the conduct of themselves and their guests and assume liability for any situation that may arise as a result of their serving alcoholic beverages.

Club Duties Policy The Dixie Sailing Club by-laws, as shown in this document, require that each regular member shall, unless excused by the Board of Directors for health or other compelling reasons, participate in club work parties, maintenance programs, and serve race committee duty when and as assigned. Race Committee Policy Each member is responsible for performing race committee duty as scheduled OR, for finding their own replacement. No alcoholic beverages are to be consumed while serving race committee duty.

Classes of Membership/Payment of Dues Rules The detailed information on these topics is in the Dixie Sailing Club by-laws, provided in this document. Club members will be given a choice in their January bill of how they want to pay their dues in the coming year – one- time annual, quarterly, or monthly. • Members who elect to pay dues monthly are considered to be late if dues are not received by the end of the month. • Members who elect to pay dues quarterly or annually are considered to be late if dues are not received by the end of the first month of the quarter, or year, as appropriate.

Boats and Docks Rules The use of club power boats and equipment shall be confined strictly to club business and operated by authorized personnel.

All members, whether their boats are berthed on shore, at a wet slip, or on a mooring, are obliged to provide for the safety of their boats during period of rising and falling waters and other emergencies. The club does not assume responsibility for damages or loss of any boat under any circumstances.

No boat shall remain moored at a club dock while the owner is absent from club premises.

Boats shall be berthed only in a location specified by the Harbormaster.

Waterskiing is not permitted inside the club slough nor to or from any dock in the club area.

Fishing and swimming, including scuba diving, is prohibited in the area of the club docks during times of possible or actual boating activity. Swimming will be permitted in designated areas only. Members are expected to keep sail and powerboats free from this area for the safety of swimmers. Parents are to supervise children.

The maximum permissible speed of any power boat or personal watercraft inside the club slough and in waters near the club property shall be such as that no appreciable wake is created thereby. In no case will the speed exceed five miles per hour.

General Rules All members are expected to do their part in keeping the premises tidy. Any member or fleet sponsoring any group or party on club facilities shall be responsible for cleaning the premises afterwards.

Diners in the pavilion or future clubhouse are responsible for cleaning their own dishes and putting them away. Trash should be emptied at the end of the day in the containers outside the gate. Members are legally responsible for their actions and the actions of their children and guests while on club property.

Guests are permitted on club premises only when accompanied by a member or upon presentation of evidence of membership in another recognized yacht club. Members of other yacht clubs may be accorded privileges of the club for a maximum of two weeks after presenting evidence of their membership to a member of the Board of Directors.

Proper decorum is to be maintained at all times by members, children and guests.

Supplies and facilities are furnished for the support of club activities. Use them with care and consideration.

Animals are to be kept out of the future clubhouse and under control at all times to the extent that no other member shall have reason for complaint. Animals are not allowed to run loose while you are out sailing.

The club assumes no responsibility for personal property on club premises.

Any club property lost or damaged as a result of carelessness or misuse shall be replaced at the expense of the member responsible for the loss or damage.

Firearms (including BB and pellet guns) and explosives shall not be brought onto club property.

There shall be no fires lighted on the club grounds that could get out of control.

Campground Rules and Policy Camping facilities at DSC are provided for members and their guests in support of their efforts to better enjoy the sport of sailing. Camping at DSC is allowed for members, their families, and guests accompanied by a member or guests participating in a club sponsored regatta. Tents and campers will be allowed only on weekends or at such time as occupied by their owners.

Motor homes, camper trailers, and tent camping are allowed at the west campground near the ramp. Only tent camping is allowed at the east-point primitive campground.

All camping in the west camping area must be reserved with and approved by the Vice Commodore or his assigned committee.

Camping will not be allowed for more than a period of two weeks, which will be honored by removal of the camper’s motor home, camper trailer, vehicle, tent, and belongings from the grounds of DSC at the end of that period for at least one week.

No camper may keep his/her motor home, trailer, or tent overnight if not occupying it. When not being utilized, equipment shall be removed.

No loud noise or music is allowed that is disturbing to other campers.

Each camper shall collect and dispose of their trash and disposed of off the club premises.

Dumping of grey or black water will not be allowed on club premises.

Generators are allowed at the west campground. Generators are not allowed at the east-point primitive campground.

Our landlord restricts open fires. NO campfires are allowed on the property when drought conditions cause state or local authorities to indicate open fire advisories.

Any campfires must be confined to existing fire pits, fire rings or raised fire apparatus. Each campfire must be continually maintained by an alert camper. If an alert camper cannot be present, the fire shall be completely extinguished with water, or smothered in a closed fire apparatus, prior to leaving the vicinity of the campfire.

Courtesy and respect for fellow campers must be observed at all times. Disputes between campers, whether verbal or physical will not be tolerated.

Requests or concerns about the campground or rules should be directed to the DSC Vice Commodore.

Breaking of the above rules is a serious matter and will be brought to the attention of the DSC Board of Directors for an official ruling or sanction.

Boat Lift Rules and Policy Lift access and usage is limited to club members. Lift usage is limited to two weeks. The Vice Commodore manages lift reservations and usage.

Any problems with the lift or lift equipment will be reported immediately to the Vice Commodore and the lift will be flagged as unusable until the issue is resolved.

A minimum of two people will actually operate the lift.

Only club straps, stands, and chains will be used with the lift.

Boat stands will be placed longitudinally (fore and aft) with the aft stands just forward of the aft straps and the forward stands just aft of the forward straps. 16

Chains will be snuggly fastened between each pair of stands in the stand chain slots before the boat weight is placed on the stands.

When not actually lifting or setting the boat, the lifting straps will be removed and returned to the storage building to minimize UV degradation of the strap fiber.

Each member is responsible for removing all their trash and debris from the club property on a daily basis.

Anyone using the lift assumes the risk and the club assumes no responsibility for injuries or damage.

Note: If you are unsure how to use the lift safely and correctly, please ask the Vice Commodore or Yard Master for assistance.

Club Security At Dixie Sailing Club we consider safety a very important aspect of our activities on the property. Having a secure club will also mean a safer club. There are rules that allow us as members, to all be responsible for that security. Russell Lands (the landlord) and DSC (the tenant) both need access to a secured parcel of land (our club). When locking the gate remember to put the DSC combination lock through Russell Land’s padlock before the lock is secured. Please remember to secure the gate if you are at the club but will be out of sight of the gate. There are some exceptions like during regattas, work parties or special events. If in doubt, simply lock the gate.

In the event of a 911 emergency, always ask for Alexander City assistance.

Wet Slip Rules and Policy Wet Slips are established for use by the DSC Wet Slip members.

Wet Slip membership category dues are due and payable in the same manner as regular dues. Wet Slip dues are defined as a percentage of the Regular membership dues level, as are all other membership categories. Wet Slip membership fees in excess of the Regular membership fee flow to the general fund.

Wet Slips are assigned by the Harbormaster and automatically renewed on an annual basis beginning the 1st of January. Partial years are prorated to end on the 31st of December.

Wet Slip members who intend to share their assigned slip with another Regular DSC member will advise the Harbormaster in advance.

Wet Slip members who no longer need their assigned wet slip will revert to regular membership upon notice to the Secretary. Upon request to the Harbormaster, the member will be placed on the wait list for another wet slip.

Wet Slip members may not store material or establish dock boxes on the dock, walkway, or wet-slip floats.

Wet Slip members shall make no modifications or repairs to the dock, walkway, or wet-slip floats without prior authorization by the Harbormaster.

Wet Slip members may not have grills or fires on the dock or wet-slip floats.

When pool level allows, the fixed dock, and the shore side of the floats, may be used by any DSC members to moor their boat while they are at the club.

All other DSC dock policies and rules apply to the wet slip dock, walkway, and floats.

BYLAWS OF DIXIE SAILING CLUB, INCORPORATED AS AMENDED THROUGH NOVEMBER 21, 2015

ARTICLE I: MEMBERSHIP:

Section 1.

Membership in Dixie Sailing Club, Incorporated, (the "Club") shall be open to individuals interested in sailing; provided, however, that at all times at least 75 percent of the Regular membership shall be owners of . Members shall be classed as Regular, Wet-slip, Associate, Senior Associate, Honorary, Collegiate, Summer, Junior, and Military. All members shall be elected as provided in Section 2 of this Article I.

A. Regular members may be limited to a maximum number by the Board of Directors. A waiting list will be maintained with the potential member application acted upon when a vacancy exists. Refer to the Membership Category Matrix for a list of privileges and responsibilities.

B. Wet-slip members will be limited by the number of wet slips available. A waiting list will be maintained by the Harbor Master and the member will be notified when a wet slip is available. This membership category has the same privileges and responsibilities as a regular member. Refer to the Membership Category Matrix for specifics.

C. Associate members shall be those persons wishing to be involved in club activities and do not currently own or store a on club property. This status may change to a regular membership at any time by a request in writing to the Board of Directors and payment of the balance of the entrance fee, if applicable, in effect at the time of such request. This form of membership is only valid for a period of two years. Refer to the Membership Category Matrix for a list of privileges and responsibilities.

D. Senior Associate members shall be former regular members who are age 65 or older, who has been a regular member for ten or more years, and who have requested Senior Associate membership and have been approved by the Board of Directors. A Senior Associate may transfer back to a regular membership status upon written request and resumption of paying regular dues. Refer to the Membership Category Matrix for a list of privileges and responsibilities.

E. Honorary members shall be those persons elected by the Club Board of Directors in recognition of special service to the Club or for other reasons determined by the Board of Directors. Refer to the Membership Category Matrix for a list of privileges and responsibilities

F. Collegiate members shall be persons elected to membership, who shall have attained the age of 18, but who have not yet attained the age of 25, who are students in institutions of higher learning and not yet customarily gainfully employed. The number of collegiate memberships may be limited by the Board of Directors. Refer to the Membership Category Matrix for a list of privileges and responsibilities

G. Summer membership is open to individuals who own a sailboat at time of application. The period of a summer membership is from Memorial Day weekend through Labor Day weekend. The member may store a boat on club property during the membership period. The status may be changed to a regular membership at any time by a request in writing to the Board of Directors. Refer to the Membership Category Matrix for a list of privileges and responsibilities.

H. Military membership is available to anyone who is an active-duty member of the military on full-time status. Refer to the Membership Category Matrix for a list of privileges and responsibilities.

I. Junior membership shall be persons elected to membership who are between 7 and 18 years of age. Junior members of any sailing club that is approved by the Board of Directors can be considered for this category of membership up to the age of 21. When at the club they must be supervised by a responsible adult. They will be permitted to keep a sailboat at the club (under 18 feet). Refer to the Membership Category Matrix for a list of privileges and responsibilities

Members' spouses and children under 21 years of age shall be entitled and encouraged to use Club facilities and participate in Club activities, including meetings of the members. Persons, whose family privileges are terminated by age shall, upon applying for membership, be given preferential treatment as spelled out in Section lA. Children reaching the age of 21 shall have the option of applying for a collegiate membership, if they meet the requirements for this type of membership, or for regular membership. Failure to apply to the Board of Directors in writing for either of these options within 90 days after reaching age 21 will result in the forfeiture of preferential treatment.

Section 2.

Application for any class of membership shall be made in the manner prescribed by the Board of Directors. The membership application shall contain an agreement to abide by the by-laws and rules of the Club. If approved by the Board of Directors, the applicant shall then become a member upon payment of the required dues and initiation fees.

Section 3.

All resignations must be in writing and addressed to the Board of Directors. No member may resign in good standing until all financial obligations to the Club have been satisfied. Resignations are effective from the first day of the month following receipt.

Section 4.

Membership in the Club shall be terminated for non-payment of dues as provided in Article II, Section 2. Termination of membership shall not release the member from the obligation to pay all sums owing to the end of the period of membership. Membership may also be terminated for any reason whatever by a three-quarters vote of all members voting at any meeting of the members.

Section 5.

Upon the death of a Regular member, the Club shall transfer his or her membership into the spouse's name and the spouse shall become a Regular member subject to all rights, privileges and obligations of same. Dues and fees shall be waived for 90 days from the death of the Regular member, during which time the spouse may continue to enjoy all rights, privileges and other obligations of a Regular member.

Section 6.

All boats stored by members must be registered in member’s name and display a current registration for the state that they reside in. This includes boats stored in either the boat yard, in a wet slip, or on a mooring. Short-term exceptions may be allowed on a case-by-case basis, but must be approved by the Board of Directors.

ARTICLE II: DUES AND OTHER CHARGES:

Section 1.

The specific amount of dues, assessments, fines or penalties, and initiation fees of each class of members shall be determined at any meeting of the members, upon 30 days' notice of such purpose; provided that

A. The initiation fee for a child of a Regular member reaching age 21 who wishes to become a Regular member shall be one-half (50%) of the initiation fee for a Regular membership.

B. The initiation fee for a Collegiate member shall be one-fourth (25%) of the initiation fee for a Regular membership.

C. Collegiate members upgrading to Regular membership shall pay one-fourth (25%) of the initiation fee for Regular membership.

Section 2.

A member failing to pay his dues, bills, or assessments within 30 days of the due date shall be considered delinquent and subject to a fine of 10% and shall be suspended from all rights and privileges of membership pending payment. A member failing to pay such within 60 days of the due date shall cease to be a member of the Club and shall be notified of membership termination.

Section 3.

The Board of Directors may determine the schedule of payments and rebate, if any, of the initiation fees to military or transient members residing in the area for less than one year.

ARTICLE III: MEETINGS:

Section 1.

The regular annual meeting of the members of the club shall be in November of each year at a time and location to be announced by the Board of Directors.

Section 2.

Quarterly meetings of the members may be held at a time and location as specified by the Board of Directors.

Section 3.

A special meeting may be called by the Commodore, by a majority of the Board of Directors, or by written petition of 51% or more of the Regular members. Within 15 days of receipt of any such petition the Commodore shall hold such meeting, giving the membership at least 10 days' written notice. Electronic mail shall be considered written notice.

Section 4.

Written and/or electronic mail notice of the place, date, and hour of each meeting of the members shall be prepared and distributed by the Secretary to the membership at least 10 and not more than 30 days in advance, except as provided in Article II, Section 1, and in Article X, Section 1.

Section 5.

At all meetings of the members voting shall be in person, by electronic mail, or by written proxy signed by the member; provided, that any such proxy or electronic mail shall not be effective for more than 60 days from date of execution, as reflected thereon.

Section 6.

All meetings of members shall be held at the place, date and hour designated in the notice, but within the State of Alabama. Notice of any special meeting shall specify the purposes thereof.

ARTICLE IV: QUORUM:

Section 1.

One-tenth of the enrolled Regular members shall constitute a quorum for the conduct of the business of the Club. Any action taken at a regular or special meeting shall require a majority vote of those present unless otherwise specified by these by-laws for the transaction of specific business affairs.

ARTICLE V: BOARD OF DIRECTORS:

Section 1.

A Board of Directors shall manage the business, property, and affairs of the Club. They shall have the power to initiate and approve plans and programs for the Club; have custody and management of land, buildings and equipment, securities and all other properties of the Club; borrow money, raise and disburse funds, invest and reinvest funds of the Club; sell, buy and exchange properties and securities of the Club, make contracts, appoint an executive director, and appoint, or delegate the power to appoint, other employees of the Club, fix the compensation of all employees of the Club; and perform such other duties and have such other powers as may be necessary to carry out the purpose of the Club. The Board of Directors shall have, and may delegate, authority to adopt rules and regulations regarding use of Club facilities, conduct and decorum.

Section 2.

The number of members of the Board of Directors, who shall be Regular members or spouses of Regular Members of the Club, shall be nine; provided, however, that if not otherwise a director, the last past Commodore shall automatically be an additional member.

Section 3.

At each annual meeting of the members one-third the number of directors shall be elected for THREE-YEAR terms; provided, however, that no director can serve over two consecutive three-year terms. If the number of the members of the Board of Directors is increased, the additional directors shall be elected in equal number for one, two, and three-year terms, and if the number of members is reduced, the terms of the remaining members shall be adjusted as necessary to provide an equal number serving one, two and three-year terms. Board of Directors’ terms of office will run December 1st to November 30th.

Section 4.

All officers of the Club, if not elected directors, shall be ex-officio voting members of the Board of Directors during their terms of office.

Section 5.

The Board of Directors shall have power to fill vacancies in its own membership. Such directors shall hold office until the next annual meeting of the members of the Club. If more that 33% of the Board of directors are vacant a club election will be held within 30 days to fill the vacancies.

Section 6.

Fifty-one (51%) percent of the members of the Board of Directors shall constitute a quorum at any meeting of the Board of Directors.

Section 7.

The annual meeting of the Board of Directors shall be held upon call of the Commodore within two weeks following the annual meeting of the members. Additional meetings may be called by the Commodore or by any three directors at any time. Any meeting of the Board of Directors may be held anywhere within the State of Alabama on one week written, electronic mail, or oral notice, given by the Commodore or Secretary.

Section 8.

The Commodore shall appoint and publish to the membership, at least two months prior to the annual meeting of the members, two nominating committees each composed of at least three Regular members of the Club, whose duties shall be to present to the annual meeting of the members those names nominated for membership on the Board of Directors, and to publish the names of the nominees to the membership at least 30 days in advance of the annual meeting.

At the same time, the Secretary shall furnish the nominating committees with the names of the Directors whose terms will expire at such annual meeting.

Section 9.

Any Regular member may nominate candidates for the Board of Directors at the annual meeting.

ARTICLE VI: OFFICERS:

Section 1.

The officers of the Club shall be Commodore (or President), a Vice-Commodore and a Rear-Commodore (or Vice-Presidents), a Treasurer, and a Secretary, each elected by the Board of Directors. All officers shall serve at the pleasure of the Board of Directors.

Section 2.

The Commodore shall be chief executive officer of the Club. He shall preside at all of the meetings of the members and of the Board of Directors, shall appoint all committees, shall be a member ex-officio of all committees and shall carry on those other responsibilities assigned to him by the Articles of Incorporation, by these by-laws and by the Board of Directors. He shall be responsible for the publication of the Club newsletter.

Section 3.

The Vice-Commodore shall have primary responsibility for all Club land activities and Club facilities other than ramps and docks. He shall be an ex officio member of the House and Grounds Committee. During the absence or temporary incapacity of the Commodore, the Vice-Commodore shall perform the duties and have the powers of the Commodore.

Section 4.

The Rear Commodore shall have primary responsibility for all Club boating activities and facilities. He shall be an ex officio member of the Race Committee, Ramps and Docks Committee, and the Race Policy Committee.

Section 5.

The Secretary shall keep the non-financial records of the Club. The Secretary shall be responsible for keeping a current membership roster, disseminating the minutes of all meetings, and shall keep records of any changes in these by-laws and Club rules and regulations.

Section 6.

The Treasurer will keep all financial accounts of the Club and have charge of its funds and shall provide to the Board of Directors at their regular meetings a Financial Report in writing in a manner acceptable to the Board of Directors. He shall keep all funds in a bank approved by the Board of Directors in the name of the Club, subject to withdrawals by checks signed in such manner as may be approved from time to time by the Board of Directors. An annual accounting shall be prepared by the Treasurer and submitted to the members, who may have an independent audit thereof.

Section 7.

The Board of Directors may appoint an executive director (or Club manager), fix his compensation, prescribe his duties, and the terms of his employment.

ARTICLE VII: BUDGET:

Section 1.

A budget submitted by the Treasurer shall be considered and approved, with or without revisions therein, by the Board of Directors and then published to the membership, no later than December 31 of each year. The budget 29 may be reviewed from time to time by the membership and shall be subject to revisions at any time at any meeting of the members or of the Board of Directors.

ARTICLE VIII: STANDING COMMITTEES:

Section 1.

The following shall be six standing committees: Race Committee; House and Ground Committee; Ramps and Docks Committee; Long Range Planning Committee; Race Policy Committee; and Publicity Committee.

Section 2.

Race Committee: The Race Committee shall consist of various members performing the duties outlined below under the supervision of the Race Chairman. It will be responsible for assuring race committee personnel for regular and regatta races. It will be responsible for securing permission from the state for each event. It will make sure that adequate marks and auxiliary equipment are available at all times and that committee boats and other pertinent equipment are adequate. It will be responsible for the keeping of racing records and the reporting of these to the Club. It should provide protest committees for each event, particularly regattas. It will be responsible for purchasing and having trophies to be awarded at regattas and for intra-club events. The Rear Commodore shall be ex officio chairman of the Race Committee.

Section 3.

House and Grounds Committee: The House and Grounds Committee shall be responsible for the maintenance, beautification and expansion of the physical plant (excluding the ramps and docks), and the development of the camping area.

Section 4.

Ramps and Docks Committee: The Ramps and Docks Committee shall be responsible for maintenance and expansion of Club ramps and docks. It should make sure that all preventative maintenance is performed. The Chairman of the Ramps and Docks Committee shall be known as the Harbormaster.

Section 5.

Long Range Planning: The Long Range Planning Committee shall be responsible for the continual revision of a written long range plan for the Club, including projects, both short term and long term, on the size of the Club, the adequacy of facilities, and the sufficiency of Club programs in promoting sailing and racing.

Section 6.

Race Policy Committee: The Race Policy Committee shall consist of the Rear Commodore, as ex officio chairman, and the respective captains of recognized Club fleets; provided, that the Commodore shall designate a fleet representative for any fleet having no captain. The Committee shall review Club race procedures and rules, scoring systems, handicap systems, awards, and like matters of race policy and recommend to the Board of Directors such changes and revisions as it may deem appropriate. 30

Section 7.

Publicity Committee: This committee is chaired by the Publicity Chairman, and shall develop and coordinate all club publicity, such as newspaper articles, magazine stories, and television and radio announcements.

ARTICLE IX: BOATS AND TRAILERS:

Section 1.

No member regardless of class shall be allowed to permanently store any boat on club property other than a sailboat.

Section 2.

All sailboats stored on Club property shall meet the following minimum requirements. a. Boats shall have a current registration sticker affixed as required by law. b. Boats shall be maintained so as to be seaworthy and kept reasonably clean. c. Trailers shall be maintained with good tires and must be considered roadworthy at all times. d. Covers, including boat covers and sail covers shall be maintained in good condition at all times. e. No structures, storage buildings or storage boxes shall be allowed on club property without approval of the Board of Directors.

Section 3.

Should any deficiencies listed under Article IX arise, the Board of Directors shall give the member 30 days written notice to correct said deficiencies. Failure of the member to correct said deficiencies shall result in appropriate sanctions to be determined by the Board including, but not limited to, termination of membership and/or the club paying the cost of correcting said deficiencies and billing the member for same.

Section 4.

The Board of Directors shall have the power to make additional rules as required.

ARTICLE X: AMENDMENTS:

Section 1.

These by-laws may be amended at any meeting of the members by a majority vote of the members attending; provided that 30 days notice of such proposed amendment or amendments shall be given with notice of the meeting.
