QUESTIONS: 139 SHRI ALEIXO REGINALDO LOURENCO AMPHIBIOUS VEHICLE (DUCK BOAT) 1. WILL the Minister for Tourism be pleased to state: (a) the present status of the amphibious vehicle (popularly known as Duck Boat) that the Government had purchased few years back; (b) number of amphibious vehicles which are operational and number of vehicles lying unused; (c) furnish the details of cost involved in purchasing of the above vehicles; (d) furnish the cost involved for maintenance of the vehicle for the last five years (detailed breakup bill wise); (e) whether the vehicles were sent for maintenance, servicing in Goa or out of Goa and the name of the Authorized Servicing Agency; give details; (f) challenges faced in commercial operations of these buses; and (g) whether Department has any plans to utilize this vehicle in future for commercial use or tourist entertainment use? SHRI ALEIXO REGINALDO LOURENCO SUGGESTIONS AND OBJECTIONS IN DRAFT GOA CZMP 2. WILL the Minister for Environment be pleased to state: (a) furnish details of all suggestions/objections towards the draft CZMP 2019 submitted by public and local bodies in 2019 along with the observations by GCZMA and NCSCM thereon; (b) furnish copies of draft CZMP submitted by local bodies with respect to the Municipal or Panchayat area; (c) whether the suggestions/Objections were incorporated in draft CZMP submitted by NCSCM in 2021; 5 (d) if so, furnish list of all changes done by NCSCM to the draft CZMP 2019 and list of differences between draft CZMP 2021 plan and draft CZMP 2019 plan; (e) furnish details of all secondary data submitted by Government to NCSCM for inclusion in draft CZMP; and (f) furnish copies of all suggestions and objections received to draft Goa CZMP 2021 on or after 30/01/2021? SHRI ALEIXO REGINALDO LOURENCO FLAWS IN PREPARATION OF DRAFT GOA CZMP BASE MAPS 3. WILL the Minister for Environment be pleased to state: (a) whether it is true that, NCSCM used Survey of India OSM maps for preparation of base map for draft Goa CZMP 2021; (b) whether CRZ notifications 2011 mandates preparation of CZMP base maps based on survey of India topographic maps; (c) if so, whether it is true that, the base maps for draft Goa CZMP 2021 were not prepared in accordance with CRZ notifications 2011; and (d) whether government will consider discarding the draft Goa CZMP maps submitted by NCSCM and direct preparation of fresh maps in accordance with CRZ notifications 2011? SHRI ALEIXO REGINALDO LOURENCO ILLEGAL CONSTRUCTIONS 4. WILL the Minister for Urban Development be pleased to state: (a) number of cases related to illegal constructions in which CCP Commissioner has issued final order/notice since 1st April, 2021 till date; (b) give details of the cases such as name of concerned parties and nature of the illegal construction as per Transgression Report drawn by the CCP; (c) give details of the cases in which demolition orders/final notices were issued by the CCP, but no demolition is/are carried out and the reasons therefor; and (d) the measures CCP intends to take to carry out the demolition of such pending cases? 6 SHRI ALEIXO REGINALDO LOURENCO DETAILS OF SALARIES OF CEO 5. WILL the Minister for Urban Development be pleased to state: (a) give month-wise details of the salaries of 31,83, 700/- paid to the then Chief Executive Officer of Imagine Panaji Smart City Development Ltd., after expiry of fixed term period of his appointment & reasons for expulsion of said CEO from the services; (b) whether the government is intending to recover the said amount; (c) if so, details of the procedure followed & cutoff date for recovery of entire amount; (d) if not, specify in detail the reasons for the same; (e) whether the Chief Executive Officer on IPSCDL can be appointed without obtaining the approval from Ministry of Urban Development, Government of India; and (f) furnish copies of such approval obtained in respect of the Chief Executive Officer appointed since October, 2020? SHRI ALEIXO REGINALDO LOURENCO HIGH MAST LAMPS AND SOLAR STREET LIGHTS ON BEACHES 6. WILL the Minister for Tourism be pleased to state: (a) whether Tourism Department has installed/constructed High Mast Lamp at Vagator beach, give details of month and year of installation and amount spend on its maintenance if any; (b) whether High mast lamp is working or not, if not, steps taken by the Department to repair the same; (c) whether there is any AMC with the Contractor who has installed the High Mast Lamp at Vagator Beach; (d) whether any complaints/correspondence has been lodged by interested parties requesting to repair the said High Mast with the Department, if so, furnish all the details; (e) whether Tourism Department has installed Solar Street lights at Anjuna beach, give details month and year of installations; amount spend on its maintenance; (f) whether Solar Street Lights are working; if not, steps taken by the Department to repair the same; (g) whether there is any proposal in the pipeline to install/erect Solar Street lights at Anjuna and Vagator beach, if so, give details; (h) whether there is any proposal is there to construct toilets facilities at Anjuna and Vagator beach, if so, the time frame by which it will be ready for use; and 7 (i) whether any money was spent on installation of Solar Street lights at Anjuna, Vagator and other beaches of Goa, give details from 2012 till date, date-wise and contractor-wise? SHRI ALEIXO REGINALDO LOURENCO HAZARDOUS WASTES 7. WILL the Minister for Environment be pleased to state: (a) furnish details of the report audited by TUV SUD South Asia Pvt. Ltd. which has highlighted that Casino vessels anchored in Mandovi River have stored hazardous chemicals in its deck; (b) give names of all casino vessels which have been identified by the audited report of TUV SUD South Asia Pvt. Ltd.; (c) whether the Goa Pollution Control Board and other agencies of the Government have the facilities to check the flouting of norms of hazardous and other wastes by offshore casinos, if so, give details, if not, the reason therefor; (d) whether the Government has taken precautionary measures on the above report; if so, give details, if not, the reasons therefor; and (e) action taken by the Government till date on these offshore casinos for the violation of hazardous and other wastes (Management and Trans boundary Movement) Amendment Rules 2019? Yeddyurappa, the Legislature Party Leader of the Bharatiya Janata Party in Karnataka Legislative Assembly, who is also the Chief Minister of the State of Karnataka, on 6th October, 2010, under Rule 6 of the Karnataka Legislative Assembly (Disqualification of Members on Ground of Defection) Rules, 1986, against Shri M.P. Renukacharya and 12 others, claiming that the said respondents, who were all Members of the Karnataka Legislative Assembly, would have to be disqualified from the membership of the House under the Tenth Schedule of the Constitution of India. In order to understand the circumstances in which the Disqualification Application came to be filed by Shri Yeddyurappa for disqualification of the 13 named persons from the membership of the Karnakata 3 Legislature, it is necessary to briefly set out in sequence the events preceding the said application. 3.     District Disaster Management Plan (North Goa) Final Report ,October 2012 Rev.1, November 2012 Goa Institute of Management Ribandar, Goa District Disaster management Plan, 2012-13,North Goa FOREWORD Goa though blessed by not being affected by any major disaster till date is still vulnerable to the natural calamities like Flood, Cyclonic Storms, Earthquake, Landslide, Mining hazards and Sea Erosion. Apart from these natural hazards there are chances of man-made disasters like major fire, industrial accidents, terrorist attacks etc. Goa being a small state has 2 Districts namely North Goa and South Goa and it comprises of 11 Talukas. The total area of the state is 3700 Sq. km having a population 13, 43,998 with 50.23% living in rural areas and 49.7% of the population residing in urban areas. The aim of this project is to formulate the District Disaster Management Plan, North Goa, in the context of Preparedness/ Mitigation, Incident Response System & Rehabilitation from natural disasters. This Plan should be useful to tackle the multi-hazard vulnerabilities to population buildings livestock crop area, industries, civil facilities and infrastructure and should be based on the factors like ever-growing population, the vast disparities of income, rapid urbanization, increasing industrialization, development within high risk zones, environmental degradation, climate change, state and national security, economy and sustainable development. The objective of the District Disaster Management Plan, Goa is to facilitate execution of activities for prevention and preparedness, response operations, coordination, rehabilitation and community awareness and involvement. In preparing the Plan, the existing manual has been studied; the prevailing documents and various stakeholders were consulted.

    ISSN (Online) - 2349-8846 Mopa Airport Woes Debating the Proposed Airport in North Goa KENNETH BO NIELSEN Vol. 50, Issue No. 25, 20 Jun, 2015 Kenneth Bo Nielsen ([email protected]) is a postdoctoral research fellow, University of Bregen, Norway. A proposed new airport in North Goa has brought to the fore the old North Goa–South Goa feud. With the current Bharatiya Janata Party government determined to make the project a success, they could ride roughshod over concerns, environmental as well as political. If the Bharatiya Janata Party (BJP)-led state government has its way, Goa will have a new operational international airport in five years from now. The proposed airport will be located on the Mopa plateau in Pernem taluka in North Goa, near the Maharashtra border. But although the project is backed by strong political and commercial interests, it has encountered stiff opposition from other quarters. This commentary examines how the proposed Mopa airport has polarised public opinion in India’s smallest state. From Dabolim to Mopa The only airport in Goa today is the centrally-located Dabolim international airport. Dabolim was built by the Portuguese as a civilian airport in 1955—the Portuguese military air force never had a presence in Goa—but only months after the Indian Army had liberated Goa in December 1961, the airport was taken over by the Indian Navy’s air wing (Pais 2014: 217). Dabolim airport today is thus in effect a civilian enclave within a military airbase. The Indian Navy has shown no interest in relocating its base in Dabolim elsewhere, and has generally proven reluctant to relinquish more land for the expansion of civilian operations, even when a new, integrated terminal building was inaugurated in 2013.
