I gyflwyno rhybudd o’r cwestiwn canlynol gan y Cynghorydd Robert Ll Jones i Arweinydd y Cyngor:- “Rydym bellach yn gweld gostyngiad sylweddol yn y traffig nwyddau sy’n mynd a dod i Ddulyn drwy Borthladd Caergybi. Mae nifer o wahanol resymau yn cael eu rhoi am hyn ac mae’n rhaid i ni fel Cyngor Sir fod yn bryderus a chael ein gweld i fod yn gwneud popeth y gallwn er mwyn cefnogi’r ddau gwmni llongau a’u gweithlu. Allwch chi hysbysu’r Llongwyr lleol a thrigolion Caergybi ac Ynys Môn beth yn union yr ydym ni fel Cyngor wedi ei wneud er mwyn ymgysylltu â’n Haelod Cynulliad a’n Aelod Seneddol er mwyn sicrhau eu bod yn gwneud popeth posibl er mwyn helpu ein porthladd i gynyddu’r llif traffig drwy Gaergybi. Mae hon yn sefyllfa ddifrifol iawn a does dim amheuaeth bod Gweithredwyr Porthladdoedd eraill yn y DU a Ffrainc yn gwneud popeth o fewn eu gallu i sicrhau bod ein traffig yn mynd trwy eu porthladdoedd nhw a bydd eu hawdurdodau lleol nhw yn gwneud popeth o fewn eu gallu i’w hannog nhw i wneud hynny.” 5. CYFLWYNO DEISEBAU Derbyn unrhyw ddeiseb yn unol â pharagraff 4.1.11 o’r Cyfansoddiad. 6. RHYBUDD O GYNNIG YN UNOL Â RHEOL 4.1.13 .1 Y CYFANSODDIAD I dderbyn y Rhybudd o Gynnig isod gan y Cynghorydd Robert Ll Jones:- “Mae dyletswydd ar ein Cyngor i gadw at Ddatganiad Dulyn ar Ddinasoedd a Chymunedau Oedran Gyfeillgar yn Ewrop 2013 er mwyn hyrwyddo ymwybyddiaeth y cyhoedd o bobl hŷn yn y gymuned ac i sicrhau bod eu pryderon yn cael eu gweithredu arnynt a’u bod yn cael cyfle i rywun wrando arnynt. Mae gan Ynys Môn un o’r poblogaethau hŷn mwyaf yng Nghymru ac mae eu cyfraniad i economi Ynys Môn yn bwysig iawn. Mae gennym Fforwm Pobl Hŷn ar Ynys Môn ac nid ydynt erioed wedi derbyn cyflwyniad gan yr Adran Economaidd na’r Adran Gynllunio ar ddatblygiadau mawr megis Wylfa, Coedwig Penrhos, y datblygiad mawr ym Marina Caergybi na datblygiad Tŷ Mawr yn Llanfair PG. Rwy’n gofyn bod hyn yn cael ei wneud yn rhywbeth gorfodol a bod cyflwyniad yn cael ei roi ar bob datblygiad mawr er mwyn sicrhau bod eu llais yn cael ei glywed pan ddaw hi at benderfyniadau am fannau agored a’r posibilrwydd o ddinistr amgylcheddol. Mae mannau agored a mannau cerdded yn ein trefi a chefn gwlad mor bwysig i ni gyd ond yn enwedig i’n trigolion oedrannus ac anabl”. 7. STRATEGAETH GYFALAF A RHAGLEN GYFALAF 2021/22 I 2023/24 Cyflwyno adroddiad gan y Cyfarwyddwr Swyddogaeth (Adnoddau)/Swyddog Adran 151, fel y’i cyflwynwyd i’r Pwyllgor Gwaith ar 1 Mawrth 2021. 10. CYLLIDEB 2021/22 (a) Y Strategaeth Ariannol Tymor Canol a Chyllideb 2021/22 Cyflwyno adroddiad gan y Cyfarwyddwr Swyddogaeth (Adnoddau)/Swyddog Adran 151, fel y’i cyflwynwyd i’r Pwyllgor Gwaith ar 1 Mawrth 2021. (d) Diwygio’r Gyllideb Derbyn y diwygiadau canlynol i'r Gyllideb, y mae rhybudd ohonynt wedi ei dderbyn o dan Baragraff 4.3.2.2.11 o'r Cyfansoddiad. Y Cynghorydd Bryan Owen, ar ran Plaid Annibynwyr Ynys Môn, i gynnig bod y cynnydd yn y Dreth Gyngor yn cael ei bennu ar 2% gyda'r diwygiadau a ganlyn i'r Gyllideb: £150,000 i ddod allan o'r Parc Eco (Parc Adfer) sydd ag oddeutu £911,000 yn y cyfrif ar hyn o bryd. £75,000 o'r cyllid ar gyfer Wylfa, sydd yn oddeutu £675,000 rhwng 3 chyfrif. £75,000 o'r gronfa wrth gefn sydd ag oddeutu £365,000 yn y cyfrif. Byddai hyn, gyda'r Cynllun Gostyngiadau'r Dreth Gyngor, yn darparu'r £308,000 y byddai ei angen fel y gellir pennu’r cynnydd yn y Dreth Gyngor ar 2% am y flwyddyn 2021/22. (Nodyn: Mae angen ystyried yr holl bapurau uchod fel un pecyn). 11. RHYBUDD O GYNIGIAD Cyflwynwyd - y Rhybudd o Gynigiad canlynol gan y Cynghorydd Bryan Owen ac a gymeradwywyd gan y Cynghorydd Aled Morris Jones: - ‘Rydym ni, Grŵp Annibynwyr Môn, yn gwneud cais bod Ynys Môn yn cymryd yr holl fesurau i sicrhau llesiant economaidd Ynys Môn yn yr hinsawdd economaidd yn dilyn Brexit ar ôl 1 Ionawr 2021. Dywedodd y Cynghorydd Bryan Owen fod Ynys Môn, fel llawer o awdurdodau lleol eraill, wedi elwa o arian gan yr UE dros y blynyddoedd. Holodd pa gamau y mae'r Awdurdod yn eu cymryd i sicrhau'r cyllid ffyniant y mae Llywodraeth Cymru a Llywodraeth y DU yn ei ragweld yn dilyn Brexit. Dywedodd y Cynghorydd Owen fod angen i Ynys Môn sicrhau cefnogaeth ariannol fel yr oedd yn ei dderbyn cyn gadael yr UE yn y cyfnod ar ôl Brexit. Eiliodd y Cynghorydd Aled M Jones y Cynigiad a rhoddodd drosolwg o brosiectau sydd wedi cael cefnogaeth ar yr Ynys. Dywedodd ymhellach: - Bod angen cynnal adolygiad o'r Cynllun Datblygu Lleol ar y cyd, a hynny ar fyrder, gan nad yw'r Cynllun yn gynaliadwy i ddatblygu cymunedau lleol Ynys Môn; Rhagwelir canlyniad y Gorchymyn Caniatâd Datblygu ar gyfer Wylfa Newydd erbyn diwedd eleni; Mae statws Porthladd Rhydd o'r pwys mwyaf i ddyfodol Caergybi; Mae angen cryfhau'r cysylltiadau rhwng yr Awdurdod hwn a Sir Benfro a Dun Laoghaire. Dywedodd yr Arweinydd y byddai'n ymateb i'r Cynigiad sydd wedi'i gyflwyno gerbron y Cyngor. Ychwanegodd fod yn rhaid cydnabod bod yr Awdurdod wedi dangos gwytnwch wrth wynebu pandemig Covid-19 sydd hefyd wedi bod yn digwydd ar yr un pryd â Brexit.

The consequences of this long history provide us with a spectacular coastline of cliffs and sandy beaches together with lakes, marshes and fens of considerable conservation importance. The island is greatly valued by it's inhabitants but also an increasing number of visitors who exploit the extensive opportunities for recreational activities.

'Department of Zoology, University of Aberdeen, Tillydrone Avenue, Aberdeen, AB9 2TN Marked genetic differentiation in the intertidal isopod, faera albifrons (Crustacea: Isopoda) has been shown to occur on a scale of just a few metres on British shores. Allozyme electrophoresis at 21 enzyme-coding loci has been employed to examine genetic structure in other UK members of the complex (Jaera forsmani, J. ischiosetosa, ]. praehirsuta), and explore the relationship between genetic diversity and perceived niche-width. Comparisons were made with the nonsibling species /. nordmanni. Three subpopulations of each species taken from each of two shores on Anglesey, UK (subpopulations N=30) were assayed for electrophoretic variability. Data from 11 polymorphic loci (P095) demonstrated marked genetic differentiation in all populations of /. albifrons and /. praehirsuta, and on one shore for each of /. ischiosetosa and /. nordmanni, with /. praehirsuta (GST=0-207) and /. albifrons (GST=0-121) showing the highest genetic differentiation. In contrast, /. forsmani exhibited population homogeneity on both shores studied. Genetic diversity ranged markedly across species (H0=O 165-0'040), with the two most widely distributed species, J. albifrons (H0~0-135) and /. ischiosetosa (fi„=0-165) exhibiting the highest genetic variability, providing support for the niche-width variation hypothesis.
