1 INTRODUCTION

1.1 The Scheme 1.1.1 Etive Ecology Ltd was commissioned by Caulmert Ltd, on behalf of Pennaf Housing Group, to undertake an ecological appraisal of a plot of land at Ponc y Rhedyn, Benllech. The application site is centred on National Grid References SH 5162 8269.

1.1.2 The proposed scheme is to develop the existing site for up to 27 residential units. There will also be a new access created in the northwest corner of the site and the provision of parking, gardens and landscaping associated with the residential nature of the scheme.

1.2 Scope of this Report 1.2.1 The ecological appraisal of the proposed scheme is broadly based upon the Guidelines for Preliminary Ecological Appraisal (Chartered Institute of Ecology and Environmental Management, 2017).

1.2.2 The aim of the assessment is to obtain information on the existing ecological composition and value of the site, and to conduct a preliminary assessment of the likely significance of ecological impacts. To achieve this, the following steps were taken:  The field survey area and the ‘zone of influence’ of the scheme, have been identified  A desk study has been undertaken, including the purchase of records from the local record centre; Cofnod.  Baseline information on the site and surrounding area has been recorded through an ‘extended Phase 1 survey’, including a Phase 1 habitat survey (JNCC 2010) and consideration of notable and/or protected habitats and species (IEA 1995)  The ecological features found to be present have been evaluated (CIEEM, 2016)  Invasive plant and animal species (such as those listed on Schedule 9 of the Wildlife & Countryside Act [WCA]) have been identified  Potential constraints to the proposed development and potentially significant ecological impacts have been identified  Recommendations for further survey have been made, where appropriate  Mitigation recommendations have been provided based on current information.

1.2.3 A Phase 1 Habitat Map of the survey area is presented in Appendix A. Target notes are marked on the Phase 1 Habitat Map and are used to describe habitats, features and protected species potential. Photographs taken during the survey are presented in Appendix B. The biological records obtained for the scheme are presented in Appendix C.

2 METHODOLOGY

2.1 Desk Study 2.1.1 A desk study was undertaken to identify any nature conservation sites within 1km of the site. The desk based exercise also considered the potential for protected and/or notable species of fauna to be found within 1km of the site.

2.1.2 The following sources of information were utilized:

2.1.3 A data request was made to the North Wales Environmental Information Service (COFNOD), for records of all legally protected and priority species within 1km of the site boundary. The enquiry also included a search for nationally or locally designated nature conservation sites.

2.2 Extended Phase 1 Habitat Survey 2.2.1 The site visit was made on 24th November 2018.

2.2.2 The survey comprised an extended Phase 1 Habitat Survey. This survey method follows the habitat assessment and classification procedure outlined by the Handbook for Phase 1 Habitat Survey (JNCC, 2010), whereby all habitats are identified, described and mapped using a standard classification.

2.2.3 The extended component of the survey is developed from the methodology described in Guidelines for Baseline Ecological Assessment (IEA, 1995). All habitats and features within the survey area are assessed for their potential to support legally protected or notable species (nationally or locally).

2.2.4 These species include:

 Amphibians: ponds within 250m of the site were considered for their suitability to support a range of amphibians, including great crested newts (GCN).  Reptiles: the site was assessed for suitable habitats including rough grassland, cloddiau, brownfield sites and habitat edges in general which would provide cover, basking and foraging habitat for reptile species.  Otters: watercourses within 100m of the site were checked for signs of otter and assessed for their suitability to support the species.  Water voles: watercourses on site were checked for signs of water vole presence and assessed for their potential to support the species.  Bats: all trees and structures on site were assessed as to their suitability to support roosting bats at any point during the year. Trees and structures were then categorised for their potential to support roosting bats as per the Bat Surveys for Professional Ecologists – Good Practice Guidelines (Collins, J., 2016).  Birds: the site was assessed for suitable habitats for nesting birds, including habitats suitable for ground-nesting species.  Badgers: all habitats within 30m of the site were surveyed where possible to identify the presence of any setts or signs of badger activity.  Invasive plant species: this assessment does not constitute a full Schedule 9 species survey. The potential for any Schedule 9 species was assessed and any species that were encountered were mapped and noted.

2.3 Assessment of Ecological Value 2.3.1 The value and sensitivity of ecological features was determined based on the guidance given in Guidelines on Ecological Impact Assessment (CIEEM, 2018). Individual ecological receptors (habitats and species that could be affected by the development) were assigned levels of importance for nature conservation in one of the following categories:

• International • UK  National • County • District; • Local, or • within the immediate zone of influence or site only.

2.3.2 For a given receptor, determination of value includes consideration of the size, secondary or supporting value/function, conservation status and quality of the species or feature.

2.4 Limitations 2.4.1 The Phase 1 Habitat survey was undertaken outside of the recommended survey season. Therefore it was not possible to identify all species of flora. However, given the existing land use and management of the site no notable species are considered likely to be present and it was still possible to ascertain habitat types accurately.

2.4.2 Access was permitted to all land within the proposed development footprint. Access beyond the site boundary was restricted but much of the adjacent land was at least visible to the surveyor. Weather conditions during the habitat survey were overcast and damp.

2.4.3 There are considered to be no significant limitations to the undertaking or accuracy of the survey work.

3 RESULTS

3.1 Desk Study

Designated Sites 3.1.1 There are three statutory designated sites for nature conservation located within 2km of the site, as described below:  Menai Strait and Colwyn Bay Special Area of Conservation (SAC); located 650m to the northeast of the site, this SPA is designated as a result of its inter-tidal, and sub-tidal habitats, all of which qualify as Annex I habitats  Liverpool Bay Special Protection Area (SPA); located 650m to the northeast of the site and designated on the basis of the internationally important water-bird numbers that it supports, including wintering red-throated diver, little gull and common scoter.  Anglesey Terns Special Protection Area (SPA); located 550m to the east of the site, this SPA is designated as a result of the nationally important populations of breeding terns that it supports. 3.1.2 There are three Local Wildlife Sites (LWS) located within 1km of the site;

 Cors Efail Newydd; located 300m to the north and designated as an area of herb-rich, marshy grassland on limestone, with a number of streams, ditches and some encroaching scrub. The area supports nesting waders and locally uncommon vegetation communities and species of flora.  Breeze Hill; located 275m to the southwest of the site and designated as a limestone outcrop vegetated with hazel scrub and grassland, supporting locally uncommon vegetation communities and species of flora.  Cors y Bwlch; located 975m to the southwest of the site and is designated as an area comprising species-rich fen, marshy grassland, valley mire and basic dwarf-shrub heath together with a nearby quarry. Within the quarry is a pool supporting a good population of GCN. 3.1.3 The site also lies 100m to the south and 800m to the north of the Anglesey Area of Outstanding Natural Beauty (AONB). 3.1.4 There are three blocks of Ancient Woodland located within 1km of the site, the closest of which is 500m to the northwest.

Species Records 3.1.5 Full details of the data provided by Cofnod are given in Appendix C. Below is a summary of the key records by species group as provided by Cofnod:  Amphibian; common frog, common toad, great crested newt and palmate newt.  Bats; common pipistrelle, soprano pipistrelle and unknown species of bat.  Birds; numerous bird species including notable species such as barn owl, bullfinch, curlew, grasshopper warbler, hen harrier, lapwing, reed bunting, and yellowhammer.  Mammals; hedgehog, polecat and red squirrel  Reptiles; adder and common lizard.  NNIS; Indian balsam, montbretia and wireweed.

3.1.6 Section 7 of the Act replaced the ‘Biodiversity duty’ in Section 40 of the Natural Environment and Rural Communities (NERC) Act 2006, which requires all public bodies to have regard to biodiversity conservation when carrying out their functions. This is commonly referred to as the ‘Biodiversity duty’. 3.1.7 The Section 7 list is now used to identify those habitats and species of Principal Importance in Wales under the Environment (Wales) Act. 3.2 Extended Phase 1 Habitat Survey 3.2.1 The walkover survey was undertaken by Richard Castell (BSc, MCIEEM). The survey was undertaken on an overcast and damp day, with no constraints to the survey of any part of the red line application site.

3.2.2 The proposed development site is located on the western edge of the village of Benllech, on the eastern coastline of the Isle of Anglesey. The site covers an area of approximately 0.8ha and is comprised of rough grassland with encroaching scrub and bracken. The site is surrounded to the west and south by residential properties, to the north by pastural farmland and to the east by woodland.

Habitats 3.2.3 The habitat arrangement on site, as well as all notable features, are described below on a habitat by habitat basis.

3.2.4 Dense / continuous scrub is found around the northern, eastern and southern edges of the site. This habitat comprises a mix of semi-mature trees as well as scrub species, including ash (Target Note 1), blackthorn, bramble, elder, hawthorn, hazel and sycamore.

3.2.5 Scattered scrub is found within each of the main bracken areas and also in a small patch near the centre of the site. Scattered scrub species comprised blackthorn, bramble, dog rose, hazel and sycamore

3.2.6 Semi-improved neutral grassland makes up the central body of the site. The sward is comprised of cock's-foot, annual meadow-grass, common couch and red fescue, with frequent broadleaved dock, common knapweed, ribwort plantain and yarrow. There is also a good diversity of other flowering species present.

3.2.7 Marshy grassland is found within the northwest sector of the site, to the south of the existing field access point. horsetail and hard rush, with frequent creeping thistle, meadowsweet, water mint and greater willowherb.

3.2.8 Tall ruderal vegetation is found in a small patch along the north-eastern edge of the grassland and comprised entirely of greater willowherb.

3.2.9 Continuous bracken forms a large swathe through the southern sector of the site and a second smaller swathe in the northeast sector of the site. These swathes were comprised of only bracken.

3.2.10 The site boundaries comprise a combination of species-poor defunct hedgerows, walls and fence-lines. The hedgerow forms the northern site boundary and is comprised of hawthorn and blackthorn. The wall forms the southern site boundary and is colonised with hart’s-tongue fern, ivy and navelwort growing at the base of the wall where there are gaps in the adjacent scrub. Fence-lines mark the eastern and western boundaries.

Protected Species 3.2.11 The following text summarises the suitability of the survey area to support various legally protected species, based on the descriptions provided in the above target notes.

Amphibians

3.2.5 There are no ponds located within the site boundary. There is a single pond located immediately adjacent to the site’s northwest corner, but it was neither visible or accessible at the time of survey as it lies to the rear of a residential property. There are no further ponds shown on the OS map to be located within 250m of the site and the closet pond is 460m to the southwest.

3.2.6 From aerial imagery, the pond appears to be little more than an ephemeral wetland area, formed from the natural spring that is located there. On this basis, the pond scores 0.48 on the Habitat Suitability Index (HSI1) which equates to poor quality habitat for breeding GCN. This score is low primarily on the basis of the pond covering a very small surface area (<50m2) and drying annually.

3.2.7 The terrestrial habitats present within the site boundary are of high value to amphibians as they comprise primarily of semi-natural and well-established vegetation, forming a mix of sward heights and offering opportunities for foraging, dispersal and hibernation. The pond is directly connected to the site via semi-natural vegetation (scrub / hedgerow).

3.2.8 There are records for GCN, palmate newt, common frog and common toad within 1km of the site; the quarry pond at Cors y Bwlch LWS. It is also noted that the housing estate adjacent to the west of the site was built circa 2011/12, at which point the pond closest to the site was present but was not subject to survey, suggesting it was unsuitable for GCN at that time. The terrestrial habitat on site is generally of high value to amphibians and is relatively undisturbed. However, it is concluded that GCN are likely absent from the site due to the lack of suitable breeding habitat within 250m, but that the other more widespread amphibian species are potentially present on the site.

Badgers

3.2.9 The scrub and bracken vegetation found on site is potentially suitable to support badger setts. These habitats are also of foraging value, as are all the semi-natural habitats that are found on site. The land to the north of the site is open farmland, of low value to badgers, whilst the woodland to the east is also a suitable habitat for the species.

3.2.10 During the walkover survey, no evidence of any badger activity could be found within 30m of the site boundary. There are no records of badgers within 1km of the site. It is therefore considered that badgers are absent from the site and likely absent from the surrounding land.

Bats

3.2.11 The ash tree at Target Note 1 is of a suitable age and stature to offer Potential Roosting Features (PRFs) for bats. No PRFs were seen when inspected from the ground but there is some ivy cover on the tree trunk and therefore the potential for any such features to be obscured. The Bat Roost Potential (BRP2) of this tree is therefore considered to be Low, due to the potential presence of low value PRFs beneath the ivy which could likely only be used by small numbers or individual bats on an occasional/infrequent basis. There are no buildings present on site.

3.2.12 The site as a whole is considered to be of low value as a foraging or commuting resource to bats. Although the site is comprised entirely of semi-natural habitats, these habitats are generally species-poor, lacking in maturity and are therefore likely to support relatively low volumes of insect prey. There are no high value linear features on site that could be important commuting corridors, although the north, east and south boundaries could still be used by occasional foraging/commuting bats.

3.2.13 There are records of common and soprano pipistrelle bats within 1km of the site, including a number of roosts. It is therefore concluded that roosting bats are absent from the main body of the site, but potentially present within close proximity to the site, and that the overall value of the site for bats is low.

Birds 3.2.14 There are good opportunities for nesting birds within the site boundary, most notably within the scrub habitat, but also associated with the ruderal vegetation, rough grassland, hedgerow and wall. Birds recorded whilst on site included bullfinch, goldfinch and house sparrow, whilst there is also good habitat for species such as grasshopper warbler, song thrush, dunnock and long-tailed tit.

3.2.15 Records for the area include a mix of breeding waders, passerines, migratory songbirds and raptors. Overall the site is considered to be of moderate value to nesting birds and to foraging and wintering birds.

Reptiles 3.2.16 The mosaic of habitats on site and the structural diversity that they offer means that they are of potential value to reptiles such as slow worm or common lizard. The grassland, scrub edges and tall ruderal provide foraging opportunities as well as sheltered/safe basking. The stone wall is also a favoured habitat for these species and the bracken and dense scrub provide opportunities for over-wintering and hibernating reptiles. However, land adjacent to the site is generally unsuitable for reptiles, with housing on three sides and farmland to the north, making it unlikely that reptiles would be present.

3.2.17 There are old records of adder and common lizard over 1km to the southwest of the site. In summary, reptiles are considered to be likely absent from the site.

Riparian Mammals 3.2.18 There are no main water-courses found within the site boundary. The closest water-course is the Afon y Marchogion located 180m to the southeast and on the opposite side of a housing estate and several roadways. The terrestrial habitats within the site boundary are of low value to any riparian mammals owing to their location within close proximity to existing residential properties and their poor connectivity with any water-courses or ditches.

3.2.19 There are no records of any riparian mammals within 1km of the site. It is therefore concluded that this group of species is absent from the site and from immediately surrounding areas.

3.3 Notable Species 3.3.1 There are records for hedgehog and polecat within 1km of the site, both of which are listed as species of Principal Importance under the Environment (Wales) Act 2016. The site is potentially suitable for both species, although the relatively poor connectivity with the wider landscape does detract from its suitability for polecat.

3.3.2 No notable or locally rare species of flora were recorded on site, and given the lack of any notable land management, no such species would be likely to be present. There are no records of any such species within 1km of the site.

3.4 Invasive Species 3.4.1 No non-native invasive species (NNIS) of flora listed on Schedule 9 of the Wildlife and Countryside Act 1981 (as amended) were identified during the walkover survey within the Circuit site.

3.5 Key Ecological Receptors 3.5.1 The findings of the extended Phase 1 Habitat Survey and desk study indicate that there are a number of key ecological receptors for the survey area;

 Amphibian – GCN are considered to be likely absent, but the more common/widespread species such as common frog or smooth newt may be present in low numbers on site. Local Value.  Bats – Low BRP associated with one ash tree within the southern boundary. Low overall value of the site to foraging/commuting bats. Local Value.

 Birds – moderate value for nesting birds with lots of nesting opportunities present on site and low to medium value for foraging and wintering birds. Overall, the site is of Local Value to birds.  Reptiles – low potential for the site to support reptiles, as although the habitat on site is good, the surrounding habitat is poor and it is unlikely that the site itself could sustain a reptile population. Local Value if present.  Notable Species – site has the potential to support hedgehog and polecat; Local Value.

3.5.2 The protected species / ecological receptors not bullet-pointed above are considered to be of less than local value.

4 DISCUSSION

4.1 Proposed Scheme

The Development 4.1.1 The proposed scheme is illustrated on Figure 2, detailed within the planning application and is summarised in the following bullet points:

 Develop the site for residential use.  Create a formal access point via the existing gateway in the northwest corner, extending Pant y Briallu.  Construct 27no. residential properties with associated gardens, driveways and landscaping.  Retain and enhance the existing site boundaries.

4.2 Likely Impacts

Amphibians 4.2.1 It is possible that a small number of amphibians will be present within terrestrial habitats found on site. These would be at risk of harm/injury during site clearance and construction works. The development of the site would also result in the permanent loss of most of the existing habitat of value to amphibians. However, as these species are not legally protected or listed as being of conservation concern, these impacts are considered to be minor and can be mitigated through the careful clearance of the site and a suitably designed and implemented landscape scheme.

Bats 4.2.2 The scheme has the potential to impact on the ash tree located within the southern boundary of the site. Any direct impacts on this tree would pose a risk of affecting roosting bats, as the tree is found to be of Low BRP. The scale of these impacts on bats would depend on whether the tree is found to support bats, the species present and the roost type/size.

4.2.3 The development of the site will result in the permanent loss of low value semi-natural habitat for foraging/commuting bats. The change of use to residential would also come with additional levels of artificial lighting, which could also impact on bat foraging and commuting. The scale of these impact is likely to be minor and could be partially offset by suitable landscaping and lighting schemes that provide replacement foraging/commuting features and allow for bats to continue to use the site under suitably dark conditions.

Birds 4.2.4 The clearance of the site would pose a risk of harm and disturbance to nesting birds if undertaken during the nesting season (March to August inclusive). All nesting birds (with few exceptions) are legally protected during the nesting season.

4.2.5 The proposed scheme will result in the permanent loss of semi-natural habitat on site which is of moderate value to a wide variety of nesting, foraging and wintering birds. The scale of this impact is uncertain without full details of the breeding species that the site supports but

is likely to be a minor/moderate adverse impact at the local scale. This impact could be partially mitigated through a landscaping scheme and nest box provisions.

Reptiles 4.2.6 It is considered unlikely that reptiles are present on site. However, if present, site clearance would risk harm/injury to reptiles and the development itself would result in the permanent loss of habitat that supports reptiles. These impacts would be significant at the local scale if reptiles are present on site and could be partially mitigated through a scheme of reasonable avoidance measures and habitat retention within a suitable landscaping scheme.

Notable Species 4.2.7 The clearance of the site would risk harm/injury to hedgehogs and potentially to polecat (if present) and the development itself would result in the permanent loss of habitat that supports these notable species. These impacts would be significant at the local scale if these species are present on site and could be partially mitigated through a scheme of reasonable avoidance measures and habitat retention within a suitable landscaping scheme.

4.3 Recommendations

Amphibians 4.3.1 It is recommended that a scheme of Reasonable Avoidance Measures (RAMs) is produced and implemented for both the site clearance and the construction phases of the development. These RAMs should specify the appropriate timing and the methods to be used for the various elements of the scheme to minimise potential impacts on amphibians. 4.3.2 It is recommended that the detailed site layout and landscaping scheme for the scheme is carefully designed with input from an ecologist to ensure that there are adequate provisions made for the continued use of the site by amphibian. These measures may include retained, enhanced and managed boundary corridors which would ensure amphibians had a safe place of shelter and the ability to move around the site and utilise garden habitats where suitable.

Bats 4.3.3 It is recommended that the ash tree within the southern boundary is retained as part of the scheme, to avoid any potential impacts on roosting bats using this tree. If it is retained, the root protection zone for the tree should be identified and demarcated prior to the commencement of any site works, to ensure that no impacts on roots are caused. If it is not possible to retain the tree as part of the scheme, then one dusk or dawn bat detector survey will need to be undertaken to establish presence/absence of roosting bats prior to the approval of any planning consent for the scheme. Bat detector surveys can be undertaken within the period May – August inclusive and must be undertaken by a licensed bat surveyor.

4.3.4 The detailed design of the site layout, landscaping scheme and lighting plan for the development should be designed carefully and with input from an ecologist to ensure that there are adequate provisions made for the continued use of the site by bats. These measures are likely to include the retention of boundary corridors of a minimum 2m width, which would be stocked with mixed native species and subject to full protection measures

and long-term conservation management. Artificial roosting should be provided within a number of the newly built properties and the lighting plan would need to adhere with BCT/ILP’s Bats and Artificial Lighting in the UK guidance

Birds 4.3.5 It is recommended that all vegetation clearance is undertaken outside of the nesting bird season, which runs from March to August inclusive, to avoid any direct impacts to any nests, eggs or young birds. Where this is not possible, a thorough nest survey must be undertaken by an experienced ecologist prior to the commencement of any site works. Only when the ecologist has confirmed the absence of nesting birds from any given area of the site can clearance works commence there.

4.3.6 It is recommended that habitat retention, enhancement and management works are incorporated into the scheme to mitigate the loss of semi-natural habitat to the footprint of the development. These measures should include species-rich boundary corridors and the provision of artificial nest sites within newly built properties.

Reptiles 4.3.7 It is recommended that a scheme of RAMs is produced and implemented in full to protect reptiles from harm during the site clearance and construction phases of the development. These RAMs should be consistent with those relating to amphibians.

4.3.8 Suitable habitats for reptiles should be incorporated into the detailed design of the site layout and landscape plans, to ensure that there is retained value on site for reptiles to use.

Notable Species 4.3.9 The RAMs produced in relation to amphibians and reptiles should be adapted to consider the risks posed to hedgehogs and polecat during the clearance and construction phases. In addition, habitat measures incorporated into the scheme for other fauna should also provide suitable features for notable species.

5 CONCLUSION 5.1 Etive Ecology Ltd was commissioned by Caulmert Ltd, to undertake an ecological appraisal of a plot of land at Lon Panty y Cudyn, Benllech, Anglesey.

5.2 The assessment comprised an Extended Phase 1 Habitat survey, a desk study, an assessment of the likely impacts on the ecological value of the site and recommendations for further survey and/or mitigation measures to be implemented.

5.3 A desktop data search identified three statutory nature conservation sites within 1km of the site, and three Local Wildlife Site within the same area. The site lies outwith but in close proximity to the Anglesey AONB. Protected species records for the search area include four species of amphibian, two species of bat, numerous bird species, mammals and reptiles.

5.4 The site is located on the western edge of the village of Benllech, on the eastern coastline of the Isle of Anglesey. The site covers an area of approximately 0.8ha and is comprised of rough grassland with encroaching scrub and bracken. The site is surrounded to the west and south by residential properties, to the north by pastural farmland and to the east by woodland. There are no water-bodies on site and just one located within 250m of the site.

5.5 The habitats within the development area are generally considered to be of low ecological value at the local scale. The mosaic of semi-natural habitats is not uncommon in the local area but does provide suitable habitat for a range of protected and notable species of fauna including amphibians, foraging/commuting bats, nesting birds, reptiles, hedgehog and polecat. There is a single tree with the potential to support roosting bats; an ash tree located in the southern boundary of the site with ivy cover on its main trunk.

5.6 The proposed scheme is to develop the site for residential use, constructing up to 27 no. residential units, creating a new site access and providing associated car parking and landscaping. These proposals risk harm to the more common/widespread species of amphibian, nesting birds, reptiles and notable species such as hedgehog during the site clearance phase. The development will also see a permanent net loss in habitat for protected and notable species. Depending on whether the ash tree can be retained, the scheme also poses the risk of impacting a potential bat roost.

5.7 Recommendations are made to prepare a scheme of Reasonable Avoidance Measures (RAMs) which would be implemented during the site clearance phase. These measures would aim to reduce the risk of harm posed to amphibians, reptiles, nesting birds and terrestrial mammals. It is recommended that the ash tree within the southern boundary is retained and if this is not possible, that a bat detector survey is undertaken to determine presence/absence. Further ecological input is recommended to incorporate semi-natural habitats and features into the site layout and landscape scheme for the site, as well as in the design of lighting proposals.

5.8 In conclusion, the application site has been found to be of relatively low ecological value, but with the potential to support protected and notable species. The proposed scheme poses the risk of harm during site clearance and net loss of biodiversity value. Recommendations for further ecological input are given to retain as much ecological value as possible.
