Oswestry Rural Parish Council Draft Minutes of the Meeting of the Parish Council held on Tuesday 27 July 2016, in Trefonen Village Hall starting at 7pm Present: Councillors: R Milton (Chair), P Broomby, V Byrne, S Chalk, W Cheetham, P Davies, P May, A Milner and P Milner. Shropshire Councillor: J Barrow Clerk: Carole Warner Members of the Public: 7 100/16 Public Participation Period None 101/16 Police Report PCSO Charlie Iremonger gave his verbal report. Councillors requested feedback on the traffic enforcement currently being carried out at Trefonen and Maesbury by the Safer Roads Partnership. The PC wished its appreciation of the work carried out by Inspector Weaver who had left the Safer Neighbourhood Team be passed on. It was agreed to bring forward agenda item 10b 102/16 Accident and Emergency Services at The Royal Shrewsbury Hospital Mr Mark Cheetham, Scheduled Care Group Medical Director of The Shrewsbury and Telford Hospital NHS Trust was in attendance for this item. He explained the reasons behind the review of A&E and Critical Care provisions in the County which included duplication of services in Telford and Shrewsbury hospitals and problems with staff recruitment. Mr Cheetham stressed that no decision on the location of one Emergency Centre had been made although a recommendation would be included in the public consultation expected to commence later this year. Mr Cheetham responded to concerns raised by Councillors which covered: the services provided by proposed Urgent Care Centres, distances patients would have to travel for diagnosis, possible extension of local services eg x-ray, centring specialised services on one site and the impact on patients’ families to visit, that a decision had already been made, the importance of the ‘golden hour’ after major injuries and the lack of consistency of current service hours across the county. The Chair thanked Mr Cheetham for offering to attend the meeting and giving a comprehensive presentation. Mr Cheetham stressed that the proposals were about ensuring patients now and in the future havr the best access to the best medical staff in the best place when they needed it. 103/16 Apologies for absence: Cllrs J Barlow, M Lee, and E Roberts-Jones (accepted) 104/16 Minutes The minutes of the Meeting held on 28 June 2016 were approved and signed. Applications Received i. 16/01094/REM Proposed Residential Development Land At, Maesbury Marsh Reserved matters pursuant to Outline permission reference 14/02643/OUT for residential development to include access, appearance, landscaping, layout and scale It was resolved to defer discussion as formal re-consultation had not been received. The Clerk advised she had received an email from a resident in connection with this application which she would respond to in due course. She advised the item would be removed from the agenda until formal re-consultation was received. Minutes 26 July 2016 2 of 5 ii. 16/02296/FUL Manor Lodge, Crickheath, SY10 8BN Erection of a single mounted 4m high (pole mounted) CCTV camera and all associated works . It was resolved to support the application . The address of the application had been corrected to Manor Farm. iii. 16/02594/OUT Land To The North Of, Shrewsbury Road, Oswestry Outline application for residential development of up to 600 units with associated infrastructure including areas of public open space with all matters reserved except access. The lack of responses to date on this application was noted with surprise. iv. 16/02680/FUL Lilac House, Treflach, SY10 9HQ Erection of porch to front elevation It was resolved to support the application. v. 16/02631/FUL Top House , Middleton Road, Middleton, SY11 4LT Erection of agricultural building for housing livestock It was resolved to support the application. vi. 16/02665/VAR Llynclys Quarry, Llynclys, SY10 8LW Variation of Condition No.2 attached to permission MO94/8879/OS to allow for the provision for the amendment of the phasing drawings to facilitate the sustainable extraction of minerals that would otherwise be sterilised. It was resolved to support the application. vii. 16/02962/VAR Bryn Celyn, Old Post Office Lane, Trefonen, SY10 9DL Variation of Condition no. 2 (approved drawings) atttached to 11/04298/FUL to provide additional first floor accommodation within the roof space and to add dormers to front elevation. It was resolved to support the application. viii. 16/02829/FUL Proposed Nature Reserves At Aston Locks, Queens Head Creation of nature reserves including two ecology ponds. It was resolved to support the application c. Trefonen, Treflach and Nantmawr Village Design Statement. Following a review of the analysis prepared by the Clerk it was agreed the Clerk should meet with the Steering Group to gain a better understanding of the policies in order to report back to the Council. 107/16 Parish Clerk’s Report a. Transfer of assets and services to Town and Parish Council The Clerk advised that the deadline for Councils to submit proposals to Shropshire Council had been extended. The local Oswestry meeting regarding the transfers had been postponed. b. Trefarclawdd Cemetery – compliance with Rules and Regulations The Clerk advised there were several plots which did not comply with the Rules and Regulations. It was resolved that the Clerk should compose an appropriate letter to the owners of the graves concerned asking them to remove items. 108/16 Financial Matters a. Bank Reconciliation Cllr P May reported he had agreed and signed the bank reconciliation. 109/16 Councillor Reports a. Parish Councillors Cllr P Milner reported that the recent Morda Fete had been a great success and wished to thank the organisers. The Chair reported that Morda Village Hall had received a grant of £16,000 from Veolia. This would be used to refurbish the Social Club. Cllr May reported vandalised highway signs. b. Shropshire Councillor Cllr Barrow advised that Shropshire Council had discussed the future of A&E Services in the County and had voted that the clinicians should make any decisions. 110/16 Parish Matters a. SP Energy Networks - Development of the SPEN electrical infrastructure Oswestry to Wem. It was agreed to defer discussion to the August meeting. 111/16 Highways a. Outstanding issues The Clerk advised a meeting with the Police and Crime Commissioner to discuss the speeding along Weston Road had been set for the end of September. The following was requested: b. Safer Roads Partnership traffic enforcement The Clerk was requested to follow up with the Partnership. c. B4396 at Crickheath The Clerk was requested to follow up the reported issues. d. Vehicle parking in Morda Cllr Barrow offered to follow up incidents of parking outside Morda Shop and on the zig zag lines outside Morda Primary School. 112/16 Date of future meeting and to consider agenda items: 30 August 2016 (Rhydycroesau Village Hall) Agenda Items: Tree Protection Orders on the Jubilee Trees, Tree felling at the Old Racecourse and highways issues at Back Lane Racecourse. 113/16 Resolved: That under Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 the public and press be excluded from the meeting for the item of business numbered 15 as Minutes 26 July 2016 4 of 5 publicity would be prejudicial to the public interest by reason of the inclusion of personal nature in the business to be transacted. 114/16 To consider the Council’s responsibilities under the Pensions Act 2008.
