Appendix A - Interventions taken forward from the Sifting Process National STPR Interventions 50 National Report 3 Page A1 of A168 Appendix A - Interventions taken forward from the Sifting Process National Intervention 301 Expansion of Trunk Road Intelligent Transport System Description Introduction of a toolkit of measures on the motorway and the trunk road network in Central Scotland, covering priority vehicle lanes, ramp metering and intelligent signing. Justification This intervention will contribute to several national objectives, including 'journey time reductions on the trunk road network for prioritised vehicles' and (improved) journey time reliability for all users while 'maximising the labour catchment area in city regions'. This will have a significant impact on road users through efficient management of the trunk road network and by providing journey time information. There are unlikely to be any deliverability issues with this intervention as it would be implemented in line with emerging best practice experience from across Scotland and the UK. National objectives addressed: Objective Addressed Promote 'competitive' inter-urban journey times. Objective Addressed Reduce inter-urban journey time on public transport. Objective Addressed Promote journey time reduction on the trunk road network for prioritised vehicles and users (e.g. high occupancy vehicles, freight, bus) where STAG appraisal demonstrates that a strong economic case can be balanced with environmental objectives. Elsewhere on the trunk road network provide improvements to journey time reliability. Objective Addressed Promote journey time reductions between the central belt and Aberdeen/Inverness primarily to allow business to achieve an effective working day when travelling between these centres. Objective Addressed Maximise the labour catchment area in city regions where economic evidence demonstrates that this is required (favouring public transport and high occupancy vehicles and balancing with other policy measures that promote reduction in need to travel i.e. -

The Glasgow Airport Rail Link (Scotland) Bill Memorandum by the Minister for Transport in response to the Glasgow Airport Rail Link Committee’s Preliminary Stage Report September 2006 Introduction 1. This memorandum is in response to the Glasgow Airport Rail Link Bill Committee’s Preliminary Stage Report of 8th June 2006 which requested further information and analysis on: • Glasgow Crossrail and its integration with the Glasgow Airport Rail Link (GARL) and on rail connections more generally; • the business case for investment in new infrastructure between Glasgow Central and Paisley Gilmour Street compared to the project as a whole; • the projected outturn costs for GARL; and • the impact Edinburgh Airport Rail Link (EARL) could have on the GARL project. GLASGOW CROSSRAIL AND RAIL CONNECTIONS Background 2. The Executive made a Partnership Agreement to support feasibility work on the Glasgow Crossrail “We will ensure that our transport system meets the needs of business, transport users and the environment by continuing to support feasibility studies into the Glasgow Crossrail project, and other public transport initiatives in Glasgow” 3. In October 2005, SPT completed a £600,000 feasibility study, funded by the Executive, which brought the Crossrail project to a more detailed stage of development and has shown how engineering problems can be addressed. Glasgow Crossrail proposals in summary 4. The Glasgow Crossrail proposal put forward by SPT includes proposals for: 1 • Construction of the High Street Curve • Construction of the Strathbungo Link • Upgrade of the City Union line from freight only to include passenger services. • Turnback facility at Kelvinhaugh • New stations at Glasgow Cross, West Street and Gorbals and re-siting High Street Station. -

A CROSSROADS FOR GLASGOW’S RAIL SERVICES Tony Hughes Glasgow City Council 1. INTRODUCTION I had given no thought to the presentation of a paper at this year’s STAR Conference until the closing day for the submission of abstracts. On that day, Tuesday 24th January 2012, I presented two reports to Glasgow City Council’s Regeneration and the Economy Policy Development Committee on the Scottish Government’s emerging proposals for rail services in Scotland and their implications for Glasgow. The first report outlined the City Council’s proposed response to Network Rail’s first stage consultation on its Edinburgh Glasgow Improvement Programme (EGIP) and the second sought to elicit elected members’ views on Transport Scotland’s Rail 2014 Consultation1. Many delegates will be aware of the issues raised in these consultations for local rail services and stations. The debate which followed the presentation of my reports revealed strong support among members of all political persuasions for the retention and enhancement of Glasgow’s rail services and stations. Members resolved that, while improvements to inter-urban services were most welcome, any reduction in local rail service levels was too high a price to pay for faster and more frequent inter-urban train services. I left the meeting convinced that, rather than prioritising inter- urban over local services or vice versa, the rail network should be developed to meet the demands for both. While this may not be possible across the UK network as a whole, I believe it is currently possible in and around Glasgow. The challenge is convincing those responsible for Scotland’s railways that such development is both desirable and achievable. -

INTRODUCTION 1.1 John Finnie MSP commissioned Deltix Transport Consulting to produce a report which sets out an inspiring, credible and costed vision for the expansion and upgrade of the railway network in Scotland during the 2020-30 period, in response to the Climate Emergency – informing the discussion on the ongoing Strategic Transport Projects Review 2, and catalysing a modal shift from road to rail. 1.2 This is not an exhaustive study, and in the case of, for example, recommended station and route re-openings, detailed analysis will be needed on a case-by-case basis to establish feasibility and definitive costs. However the study argues strongly (see Section 3.4) that the Climate Emergency demands a significant move away from road-based transport to rail-based, to reduce both emissions and energy needs – so a streamlining of the currently complex and time-consuming appraisal process for rail projects is required. -
