New Foreign Policy Actors in China
Stockholm InternatIonal Peace reSearch InStItute SIPrI Policy Paper new ForeIgn PolIcy new Foreign Policy actors in china 26 actorS In chIna September 2010 The dynamic transformation of Chinese society that has paralleled linda jakobson and dean knox changes in the international environment has had a direct impact on both the making and shaping of Chinese foreign policy. To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme. -

ADB/OECD Anti-Corruption Initiative for Asia and the Pacific 5th regional anti-corruption conference Hotel Nikko New Century Beijing Beijing, People’s Republic of China Governments and private sector must do more to fight corruption in Asia-Pacific, finds ADB/OECD anti-corruption conference in Beijing BEIJING, THE PEOPLE’S REPUBLIC OF CHINA (30 September 2005) – Asia and Pacific governments and businesses need to tackle corruption more aggressively to reduce growing social inequality and sustain economic growth. That was the message of the 5th Regional Asian Development Bank (ADB)/Organisation for Economic Co- operation and Development (OECD) Anti-Corruption Conference for Asia and the Pacific, hosted by the People’s Republic of China (PRC) this week. Richard Hecklinger, OECD Deputy Secretary-General, underlined the success of the conference, especially in enabling participants to openly share experiences and challenges: “Government commitment to fighting corruption in the region has improved over the past two years and reforms are underway but much more still needs to be done.” The conference was convened in Beijing from 28-30 September 2005. Mr. Wu Guanzheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the CPC Central Commission for Discipline Inspection, met with the representatives of the delegations. Mr. He Yong, Secretary of the Secretariat of the CPC Central Committee and Vice Chairman of the CPC Central Commission for Discipline Inspection, Mr. Hua Jianmin, State Councilor and Secretary General of the State Council, and Mr. Jia Chunwang, Chief Procurator of the Supreme People’s Procuratorate presided over the opening ceremony. -

Cela dit, depuis la fin de 2015, nous avons pu remarquer un certain durcissement, voire même un « repli » de la part de Xi, tant dans son attitude face au pouvoir (p. ex. retour aux idiomes/symboles maoïstes, méfiance ouverte de l’Occident, attitude de plus en plus inflexible en matière de structures internationales, etc.), que dans son attitude envers certains patriarches du Parti, notamment Jiang Zemin (président de la République populaire entre 1993 et 2003) et Hu Jintao (président de 2003 à 2013), ainsi qu’envers les autres forces en présence sur la scène politique chinoise (par exemple la Ligue des jeunesses communistes [共青团]1, la « faction du pétrole » [石油帮]2, la bande Shanghai [ 上海帮], la bande du Jiangxi [江派], etc.). Ce dernier a également resserré son emprise non seulement sur Beijing – par le biais de son proche collaborateur Wang Xiaohong [王 小洪]3-, mais bien aussi sur le pays en entier. Tandis que le temps d’« abattre les tigres » [打虎] et que les déraillements de la jiwei sont encore perceptibles, en particulier dans la province du Hebei4, fort est de constater que l’impact n’est pas celui escompté, sauf dans les cas de Su Shulin [苏树林]5 et Jiang Jiemin [蒋洁敏]6, et qu’il ne sera pas vraiment possible d’évaluer les dégâts de cette campagne avant la formation du Comité central de 2022. -

China-Russia Relations: One Year Later: Geopolitics or Geoeconomics? by Yu Bin Associate Professor, Wittenberg University Two one-year anniversaries – the Russia-China friendship treaty and the Sept. 11 attacks – were very much in the minds of Russian and Chinese leaders during the third quarter of 2002. Both China and Russia publicly expressed satisfaction with the historic treaty that “legalizes” bilateral interactions. Beyond that, Russian President Vladimir Putin’s Bismarckian diplomatic dexterity seemed to make Russia not only an eagerly sought member of the major power club, but also to position it in a crucial point between the West and the so-called “axis of evil” states (Iraq, Iran, and North Korea). Meanwhile, Beijing’s strategic and diplomatic constraints were somewhat alleviated by the country’s sustained economic growth. Between China and Russia, the much alluded to friendship treaty appeared only to offer another round of strategic maneuvering and mutual adjustment at the dawn of a new U.S. military doctrine of preemption that would displace deterrence. Premiers’ Tough Talk: Profit First, Friendship Second The quarter began with Russian Security Council Secretary Vladimir Rushailo’s visit to China on July 15-20 to celebrate the one-year anniversary of the friendship treaty. Rushailo met with almost all top Chinese leaders (President Jiang Zemin, Vice Premier Qian Qichen, Foreign Minister Tang Jiaxuan, Defense Minister Chi Haotian, acting State Security Minister Gen Huichang, and Public Security Minister Jia Chunwang). The seventh regular prime ministers’ meeting between Zhu Rongji and Mikhail Kasyanov in Shanghai on Aug. 21-23 was the most substantial high-level interaction for the third quarter. -

6 GOVERNANCE AND ORDER IN A NETWORKED WORLD Niall Ferguson “ s the world slouching toward a grave systemic crisis?” asked the his- Itorian Philip Zelikow at the annual gathering of the Aspen Strategy Group earlier this summer, the kind of “deep system- wide crisis . when people all over the world no longer think the old order work[s].” Among the reasons he gave for anticipating such a crisis was “the digital revolution and the rise of a networked world.” To grasp the scale and nature of this coming crisis, we must begin by recognizing how drasti- cally the balance of power has shift ed in our time from hierarchically ordered empires and superpowers (the euphemism for empire developed to suit American and Soviet sensibilities) to distributed networks. To be sure, the formal “org. chart” of global power is still dominated by the vertically structured super- polities that gradually evolved out of the republics and monarchies of early modern Europe, the colonies they established in the New World, and the older empires of Asia. Th ough not the most populous nation in the world, the United States is certainly the world’s most powerful state, despite—or perhaps because of—the peculiarities of its political system. Its nearest rival, the People’s Republic of China, is usually seen as a profoundly diff erent kind of state, for while the United States has two major parties, the People’s Republic has one, and only one. Alleged DPRK Nuclear Activities Forbes.com ("NORTH KOREA: ANOTHER OUTCROPPING OF TERRORISM," 09/18/01) reported that a former DPRK researcher at the nuclear facilities in Yongbyon is in hiding in the PRC and recently contacted Lee Young-hwa, a professor at Kansai University in Japan, and Japanese freelance 1 journalist Jiro Ishimaru. According to Lee and Ishimaru, she claims that the DPRK moved its entire nuclear development program to new underground bunkers before US inspections of its old facilities began and are continuing research there. She reportedly claimed that the underground facilities are made to appear from aerial photos to be a peasant's village. -

Sun is the mishu of Meng Jianzhu 孟建柱, Party secretary of the Central Political and Legal Affairs o Commission [zhengfa] from 2012 to 2017, and a close ally of Politburo member Han Zheng 韩正, who is also a full member of Jiang Zemin’s 江泽民 Shanghai Gang 上海帮 . His arrest, which happened only one day after 15 pro-democracy activists were arrested in Hong Kong1, almost coincided with his return from Wuhan – as part of the Covid-19 containment steering group 中央赴湖北指导组. To this effect, it is evident that Sun’s investigation and arrest have been in motion for quite a while now. With Sun out of play, the former public security “tsar” Zhou Yongkang 周永康 has effectively lost most of his tentacles on the public security system. That said, Sun’s arrest might not even be the most important news shaking up the public security apparatus ahead of the upcoming “Two Meetings” 两会. CUTTING THE ROOTS As it is customary with Cadres working for public security, State security and national Defence, Sun Lijun’s public profile is quite limited. Sun, who studied in Australia, majored in public health and urban management, a very interesting choice especially considering the current pandemic. Sun was primarily active in Shanghai, and held a number of notable posts in his career including: • Director of the Hong Kong affairs office of the Ministry of Public Security from 2016 until his arrest; • Deputy director of the infamous “610” unit 中央610办公室– also known as the Central Leading Group on Preventing and Dealing with Heretical Religions 中央防范 和处理邪教问题领导小组2; • Director of the No.
