1. I ntrodu cti on The Red Cross Society of Democratic People‟s Republic of Korea, founded on October 18, 1946 was admitted to the IFRC on May 11, 1956. The following figures reflect the human resource and the branch network of the society by the end of 2017. The total number of RC members is 1,079,934; among them adult members are 723,563; volunteers 105,609 and youth members 356,371. The headquarters is in with 17 permanent branches (of provincial/city level) and 192 non-permanent branches (of county level). The society has gon through two stages of institutional changes in 2000s and consistently building its capacity following the developing situation to complete its mission and the role as the leading humanitarian organization in the country. By the special attention to strengthen the legal basis of the society, the Law of the DPRK RCS was adopted in January 2007 and the revised statutes of the society was adopted in 2016 during the National Congress, the statutory gathering holding every four years. Upholding the organizational development and the capacity building as its most priority tasks, the society separated the roles and responsibilities of the governance from the management in 2004, revised the organizational structure into the one of specialization from the headquarters down to the branches, improved the specialization level by providing appropriate human resource and building their capacity in order to fulfill its role as the auxiliary to the government in the humanitarian field. The coordination and management role of the society on the main progarmme sectors like disaster preparedness and response, WASH, health care was strengthened to gain the significant progress in these fields, RC services for the community people especially the most vulnerables and the communication activities were widely extended and thus, raised the RC image and enhance the support from the governmental bodies and social organizations. One of the most important successes gained in 2017 by the vigorous activities of the branches and the volunteers was remarkable increase of public awareness on disaster risk reduction, positive changes in KAP (knowledge, attitude and practice) among the target population, and improved community resilience while the community vulnerability decreased. Thanks to the integrated programme of community based projects (IP) implemented by the society, the community capacity to achieve sustainable development by itself was built in the IP target areas. All the activities done in 2017 were aligned with the Strategic Plan 2016-2020 of the society and will contribute to achieve the ojectives of IFRC Strategy 2020, 1BC (1 billion coalition) for resilience and the SDG (sustainable development goals) by UN. 3

Disaster Risk Reduction The DPRK Red Cross Society has greatly contributed to changing 37 disaster prone communities across the country with the risk of flood, landslide, typhoon, tidal wave and mountain fire into safe and resilient ones by reducing disaster risks and improving people‟s livelihood.

The Red Cross branches of all levels mobilized Red Cross volunteers on occasions of land management month, tree planting month and safety first months and conducted activities to raise the awareness of community people and youth on disaster and to let them voluntarily participate in activities such as elimination of disaster risk factors, river and road improvement, tree planting and environment protection.

Phyongwon, Sunkchon, , Pukchang, Sinyang, Yangdok Counties of South Phyongan Province, Tongrim, Kwaksan, Unsan Counties and Jongju City of North Phyongan Province, Hamju, Kumya and Hongwon Counties of organized Youth Dissemination Teams with Red Cross youth volunteers and conducted dissemination activities through art performances and explanatory conversations targeting community people, youth and children on several occasions and this has led to their voluntary participation in the disaster prevention activities such as establishment of early warning and evacuation systems, tree planting and disaster mitigation structure construction. They also organized demonstration activities for the staff of other cities and counties with high disaster risk and actively encouraged them to introduce the successes and experiences of the above mentioned counties.

Through the dissemination rooms laid out in cooperative farms and tree nurseries of South and North Phyongan Provinces and South Hamgyong Province, Red Cross Society has disseminated knowledge and skills of various fields like introduction of agro-forestry method, tree seedling production, manuring and cultivation of planted trees, disaster risk reduction and mitigation and environmental protection. This has rendered active contribution to reforestation and disaster prevention activities.

Province, city and county Red Cross branches, in close cooperation with local government authorities and People’s Security bureaus, conducted activities to revitalize early warning and evacuation systems in disaster prone areas.

Early warning and evacuation trainings targeted Red Cross branch staff, members, volunteers, disaster management staff of local government and community people of disaster prone areas (2000 in total) and it dealt with the identification of disaster risk factors, revision of disaster risk map, raising alarm, communication, revision of emergency communication network. It helped enhance their awareness on early warning system and knowledge for improvement of the system and let the early warning systems established in the communities function satisfactorily.

The Red Cross branches also organized early warning and evacuation simulation exercises twice annually and more than 100,000 people of communities concerned took part in the exercises.

3,350 copies of IEC materials related to disaster risk reduction such as “Community Based Early Warning and Evacuation”, “Rural Dwelling Houses Safe to Natural Disasters” have been printed and distributed and this has helped enhance knowledge and technology of Red Cross volunteers and disaster management staff and raise awareness of community people on disaster management.

In close cooperation with the Ministry of Land and Environment Protection and the Academy of Forestry, Red Cross Society contributed to the prevention of forest denundation which is the main factor of natural disasters like flood and landslide and to the protection of land by actively supporting tree seedling production in mother tree nurseries of cities and counties concerned and encouraging project communities and neighbouring ones to plant a lot of trees.

Embankment in Pulgunbyol ri, , South Under the support of experts and Hamgyong Province, November 2018 researchers of Ministry of Land and Environment Protection, technical trainings were conducted targeting more than 200 tree nursery staff and forest rangers and this has helped enhance their technical knowledge on the construction and operation of tree nurseries and production of tree seedlings and improve their technical skill to increase seedling production and raise rooting rate.

1000 copies of tree seedling production guidelines, which have been printed and distributed, contributed to the improvement of technical knowledge and skills of forest rangers and tree nursery staff and to the production of tree seedlings in the communities on their own according to their actual circumstances.

Materials and equipment necessary for tree seedling greenhouse construction and installation of irrigation system in open-air cultivation field were provided to mother tree nurseries of 6 cities and counties and this has contributed to increasing tree seedling production capacity by far which is a solid basis for long-term reforestation activity.

During the Spring and Autumn Tree Planting Campaign in 2017, more than 150,000 Red Cross volunteers and youth members planted approximately 530,000 trees on thousands of hectares of mountains and riverside and thus made a great contribution to the prevention of natural disasters like flood and landslide and protection of environment.

Under the active support of local government authorities and scientific research institues, 200,000 people and Red Cross volunteers built various kinds of disaster mitigation structures such as river bank revetment, stone masonry and conducted river improvement activities.

Health In the reporting period, various health activities took place to ensure safe and healthy living of the people.

Community Based Health and First Aid (CBHFA) RC local branches and volunteers conducted health promotion on communicable and non - 7 communicable diseases among population in close collaboration with health workers in the communities.

It was reported by local branches that 30,507 volunteers were involved in health promotion on different topics such as diarrhea, acute respiratory infection (ARI), first aid and nutrition. This year alone, more than 1, 925, 935 people were covered by RC health promotion. Simple health messages delivered by RC volunteers promoted behavior changes among population and contributed much to reducing health risks in the communities.

A national campaign of hygiene month aiming at cleaning their surroundings in a cultural and hygienic way took place in March, April, September and October with active participation of volunteers and community people. Volunteers were also engaged in promoting vaccination among population in the support of health workers for prevention of diseases.

First Aid (FA) FA program focusing on education and service was scaled up this year with mobilization of RC adult and youth volunteers.

In 2017, 5,025 volunteers were trained on FA by 335 RC trainers and in return, they trained 293, 626 population on basic FA including FA actions for bleeding, burns and fracture.

In DPRK, FA education is compulsory and is included in the secondary school curriculum. In the meantime, children learn faster at the early age of their life and are more vulnerable to risks and dangers. Keeping this in mind, DPRK RCS continued to give top priority to FA education for schoolchildren. As a part of it, RC, in close collaboration with the Ministry of Education, made constant efforts to improving the quality of FA education in the schools such as updating FA teaching manual, training of schoolteachers on FA and supply of FA educational materials. A total of 400 RC youth volunteers who were trained on basic FA by RC this year covered 1,800 schoolchildren through peer to peer education.

On the occasion of the WFAD 2017(World First Aid Day), a number of RC FA events under the theme „domestic accidents‟ took place across the country drawing the attention of the public. FA trainings, art performance combined with delivery of FA messages and FA competition with sport games were conducted in different parts of the country and many of these activities were covered by mass media. Almost 6,000 youth and adult volunteers were mobilized in these events and every single event made substantial contributions to raising public awareness on the importance of FA.

Likewise, RC youth volunteers, agent of behavior change, played an important role in delivering FA messages to a wider population.

One of the big FA events was FA competition of schoolchildren aged from 14 to 17 took place on 11 September, 2017 in Pyongyang. A total of 250 schoolchildren including teachers participated in this exciting competition. To meet taste and sentiment of the children, FA competition was conducted in combination of sport games. In the wake of the FA competition, art performance of RC youth members took place delivering FA and health messages through songs, poems and dialogue. The main topics for the competition was a quiz about risks at home, first aid skills, burns, bleeding, CPR, recovery position, call for help and transport of patient. Every schoolboy and girl fully demonstrated their FA knolwedge and skills with passion and enthusiasm. And by doing so, they updated their FA skills and had more confidence to provide FA in any emergencies. This specific event was widely covered by mass media including central TV, main newspaper and radio and thus reached wider population to recognize the importance of FA, particularly at home.

Maternal, Newborn and Child Health(MNCH) This particular program aimed at improving the quality of health care service for the population, particularly women and children. In order to achieve the aim, focus was given to strengthening material and technical foundations of health institutions of primary health care.

With good support from the Ministry of Public Health and the IFRC, RC provided Il Cha medicine kits to 436 health institutions in the South, North Phyongan and the South Hamgyong provinces. Along with the supply of medicine, RC also provided household doctors‟ training(HHD) and midwife training for 200 HHDs and 100 midwives respectively.

10 health institutions in the communities of integrated program enjoyed good support from the RC such as supply of medical equipment and basic medical kits such as delivery bed, solar heating system, solar vaccine refrigerator, Ri hospital kits and Midwife kits.

Based on these foundations, the quality of medical service in the community based health institutions was improved to great extent and witnessed reduction in morbidity and the number of referral cases.

Reproductive, maternal, newborn, child health and nutrition(RMNCH & Nutrition) In line with its strategy 2020, DPRK RCS made hard efforts to materialize RMNCH & Nutrition program, one of the new areas for the organization.

Under the joint facilitation of the RC and the Academy of Medical Science, Reserach Institute of Child Nutrition, 30 local trainers and 200 volunteers were trained on RMNCH & nutrition and gained specific knowledge on nutrition, particularly for women and children under five. With new learnings from the RC training such as the importance of the first 1,000 days of life, they continued to promote nutrition on the local population as well as FA. RC volunteers were confident that their simple nutrition messages were highly appreciated by local people and proved to be great value in behavior changes.

ToV on RMNCH and Nutrition DPRK RCS will continue to work more closely with the Academy training, Sambong ri, , South Phyongan Province, of Medical Science to develop this program according to the December 2017 actual need. 10

WASH In all Red Cross branches at municipal and county-levels, they made sure that the volunteers are actively engaged in keeping the households, villages and streets in a hygienic and cultural way on the occasions of nationwide hygiene campaigns in March, April, September and October. The local branches worked in close cooperation with health institutions and anti-epidemic institutions in encouraging the population to be mobilized to keep their surroundings clean in a masterly manner and made sure that the RC volunteers take leading roles in these activities during the spring and autumn hygiene campaign seasons.

In the schools of Tongrim Up town and Unhung ri, of North Phyongan Province, they organized RCY dissemination teams that makes performance tours to the communities delivering hygiene promotion messages including demolishing of unhygienic and uncultured attitudes and behaviours in their daily lives. The RC volunteers were also actively engaged in public campaign to establish cultured ways in work and life thus contributing to making their own communities socialist fairylands. In the local branches of Sinyang County, , Kumya County and Hamju County, they mobilized some 430 volunteers to clean up the dumping grounds and ditches and tidying up the drainage and sewerage systems in close collaboration with local Hygiene promotion activity, Yomju administration committees in up towns. County, North Phyongan Province, August 2017 In the local branches of City, Pihyon County of North Phyongan Province, Kaesong City of North Hwanghae Province and Haeju City of South Hwanghae Province, they mobilized some 250 volunteers daily to maintain the water sources including the wells and ditches, and to clean up the

11 ditches and rehabilitation of old latrines. As a result, they have cleaned up and sterilized 300 water sources and water tanks, 200 km long ditches and rehabilitated 15,000 public and household latrines in one week only during the hygiene campaign months. The local branches also made sure that the volunteers helped local anti-epidemic institutes in conducting surveillance visits to individual households and to help those in need in manpower. In the branches of and Paechon County of South Hwanghae Province, Anbyon County and Chonnae County of Kangwon Province, City and Hongwon County of South Hamgyong Province, Myonggan County and of , they organized inter-community surveillance visits together with the local anti-epidemic institutes. After the visits, they came up with the concrete Mornitoring on construction of water plans to overcome the shortcomings found during supply system, Kwaksan County, North the surveillance visits to some 5,000 individual Phyongan province, March 2017 households, and supported 1,300 vulnerable households in keeping tidy and clean. In the local branches of Phyongwon County and Tokchon County of South Phyongan Province, and of South Hwanghae Province, they mobilized volunteers to raise awareness among the population on the importance of protecting the water sources and reservoirs by promoting the rules and regulations around such places. As a result, in the communities where IFRC supported with watsan schemes, they conduct water quality monitors on a quarterly basis and the test results remain standard level as before. In all the local branches, they have contributed to the decrease of water-borne diseases among population by strengthening the hygiene promotion and education activities for different seasons to help establish proper hygienic and cultural behaviours in close collaboration with local health institutions.

First, the volunteers made sure that all community people are engaged in the hygiene promotion done by local health workers in spring and autumn. During the rainy seasons, they payed attention to vector-control prevention activities as instructed by DPRK RCS headquarters. As this year experienced unprecedented severe drought in many of the places of South and North Hwanghae and Phyongan Provinces, the population had no other choice but to use the contaminated rivers and lakes as drinking water. Under these circumstances, the Beneficiary of safe water supply, Anak County, South headquarters gave clear instructions to local branches to mobilize Hwanghae Province, December volunteers to conduct hygiene promotion activities on the 2017 treatment and storage of water at household level, personal and environmental hygiene. On the occasions of World Water Day, Global Handwashing Day and World Toilet Day, the local branches organized various events to raise the awareness among the population on water, sanitation and hygiene. Particularly in the local branches of Sinyang County, , Sinuiju City, 12

Kumya County, Yangdok County and Anak County, they enhanced the roles of RCY dissemination teams to deliver hygiene promotion messages for 100,000 target audience during these occasions.

The DPRK RCS, with support from IFRC, contributed to providing safe and clean water and hygiene living conditions and environments to the population by constructing or rehabilitating the water supply and sanitation facilities in the most vulnerable communities. In 2017, DPRK RCS made WASH interventions in 5 ICDP communities of South and North Phyongan and Hamgyong Provinces with the support from IFRC. Detailed benficiaries are as below; Water supply beneficiaries; 3547 households/ 13,791 people Soakpits; 1,900 Household and public latrines; 912 WASH technical workshop on the construction, operation and maintenance of water supply and sanitation facilities were conducted 5 times targeting 110 branch staff and local technicians to improve their technical standards thus contributing to the successful construction of the systems in the respective communities. WASH technical manuals and IEC materials on hygiene promotion were published and distributed to enhancing the technical standards and knowledge on hygiene promotion of the people concerned.

Livelihood

In the close collaboration with the local authorities and technical institutions under the State Academy of Sciences, RC branches of all levels have conducted various activities to improve the livelihood of the vulnerable people.

DPRK RCS contributed to food security and livelihood of vulnerable people and environment protection by introducing agro-forestry approach in communities.

DPRK RCS conducted technical trainings on agro-forestry for more than 200 community engineers and slope land users and printed 900 copies of guideline on agro-forestry to improve their knowledge and practice on agro-forestry according to the local context.

In cooperation with MoLEP (Ministry of Land and Environment Protection) and IFRC, DPRK RCS applied agro-forestry approach to hundreds of hectares of sloping lands in 15 communities with the seedlings of fruit trees and firewood trees, thus contributing to soil conservation and flood prevention as well as provision of additional food and firewood to the vulnerable people.

DPRK RCS has conducted activities to improve the livelihood and food security of the vulnerable people like the disabled, the elderly and the children by providing vegetable, mushroom and processed food.

With the technical support from Natural Energy Research Institution and Vegetable Research Institution, DPRK RCS has conducted technical trainings targeting 200 community vegetable growers to improve their technical knowledge and skills concerning the construction and management of vegetable greenhouse, crop rotation, irrigation, nutrition management and insecticide.

15 sets of vegetable greenhouses with 7,500 m2 of total production space were constructed in the communities of Sinyang and Pyongwon counties in South Phyongan Province, Kumya, Hamju and Hongwon counties in South Hamgyong Province and Tongrim, Unsan and Jongju counties in North Phyongan Province. The communities produced high nutrition vegetable in greenhouse and distributed to 35,000 vulnerable people such as the elderly, pregnant women, children, the disabled and families with food insecurity.

1,500 copies of guidelines on vegetable greenhouse construction and management have been printed and distributed to community engineers and vegetable growers, which contributed to improving their technical skills and increasing the vegetable and meat production, thus helping the improvement of food security and nutrition of the vulnerable people. The food processing machines such as rice husker and polisher, oil press, noodle maker and corn meal maker have been installed in project communities in Tongrim County and Jongju City in North Phyongan Province, Kumya and Hamju counties in South Hamgyong Province, Sinyang County in South Phyongan Province so that 29,000 community people could have access to safe and processed food.

220 tons of mushroom produced at the mushroom production facilities built in project communities of Sinyang County in South Phyonan Province, Jongju and Tongrim counties in North Phyongan Province, Kumya and Hamju counties in South Hamgyong Province, which contributed to nutrition improvement of the vulnerable people such as the children, elderly, pregnant, disabled people and others with food insecurity. With the technical support from the Mushroom Research Centre, DPRK RCS has conducted the technical trainings targeting 150 mushroom growers to improve their theoretical and practical skills concerning the construction and management of mushroom production facilities, mushroom spore production, insecticide, reuse of medium and etc. 1,500 copies of mushroom production guideline have been printed and distributed to mushroom technicians and growers to improve their technical skills and the increase in the mushroom production by industrial method, thus contributing to the improvement of food security of the vulnerable people.

Septembet, 2017 Incomes generated from vegetable greenhouses, mushroom production facilities and food processing machines has enabled the communities to conduct disaster risk reduction activities such as establishment of early warning and evacuation system, tree planting, and construction of structures in target communities and to improve the awareness of community people on disaster risk reduction by dissemination activities.

Social inclusion

The DPRK RCS disseminated the Fundamental Principles of RCRC Movement and humanitarian value to the governmental bodies, Women‟s league, Youth league and other organizations through different levels of branches on the Red Cross-related occasions. It also encouraged the volunteer leaders to clearly define the volunteers‟ responsibility of taking care of the vulnerable households and to identify and address the needs of the vulnerable people through regular household visits. It deeply concerned for encouraging fine morals of taking care of ophans, single elderly people,

15 physically disabled people across the country. Various publications, trainings, workshops, events and other occasions were used to disseminate the Fundamental Principles of RCRC Movement and humanitarian value. Women and physical disabled people participated in need assessment, planning, decision-making processes and their needs and demands were prioritized in planning and implementation. The number of women in 17 permament branches increased by 10 % comparing with the one in 2016, and 32 women are working as the full-time staff out of 117 staff in the different branches.

Volunteering In 2017 the headquarters revised the volunteer training criteria and delivered it to the branches to improve the quality of the volunteer rank, reinforced the DRR part in the volunteer training curriculum of the branches and trained or refreshed 48,500 volunteers across the country. Under the support and the coordination of the State Committee for Emergency and Disaster Management and the science research institutes 125 experts on disaster management cooperated in training of volunteers.

12 county branches were newly equipped with volunteer training rooms to improve the training structure of the society.

In order to improve the monitoring and Volunteer management training, city, North evaluation on volunteering in communities, the Hamgyong province, April 2017 technical trainings were organize for 200 volunteer leaders in North Hamgyong, South Hamgyong, North Phyongan and South Phyongan provinces and training materials were procured and distributed to 17 permanent branches to support the regular trainings for volunteers.

The society made efforts to revise the code of conducts for volunteers and staff, and the volunteering policy.

Disaster Response

After the emergency relief operation in the flood affected areas of North Hamgyong Province, the DPRK RCS has conducted recovery operation in 2017 and achieved successes in the stabilization of people‟s life, disaster risk reduction and disaster preparedness activities. The Red Cross Society paid special attention to the awareness raising campaigns and capacity building for effective response to future disasters among the Red Cross branch staff, volunteers and community people of A joint donor delegation monitoring on pre-positioned NFIs City, Musan County and Yonsa in Chongjin DP warehouse with the fund support of County, North Hamgyong Province through Emergency Appeal. March 2017 emergency relief skill trainings, early warning and evacuation trainings and simulation exercises. Together with this, the NFIs (7000 households) distributed during the emergency relief operation were replenished.

The Red Cross Society contributed to the revision of the “Law on Disaster Prevention, Relief and Recovery of the Democratic People‟s Republic of Korea” and regulations for its enforcement based on the successes and experiences acquired during the emergency relief and recovery operation in the North Hamgyong Province.

Through various trainings, workshops and practical exercises, it let NDRT and PDRT members, Red Cross members and volunteers, and disaster management staff (more than 800 in total) to possess capability to satisfactorily conduct emergency relief, WASH, Health and rescue activities during disasters.

In close cooperation with IFRC, it developed drought contingency plan and let the provincial branches develop drought contingency plans.

The Red Cross Society strengthened the coordination with stakeholders like SCEDM, CSB, SHMA and Ministry of People‟s Security during emergency and enhanced rapidness and efficiency of emergency relief operation by organizing pre-disaster meeting and discussing the issues on strengthening relationship and cooperation with government stakeholders during emergencies and allotment of responsibility of government stakeholders and National Red Cross Society in disaster prevention and emergency relief operations.

The Red Cross DP warehouses in Pyongyang, Phyongsong, Pukchang and Hamhung have been

repaired and it contributed to safe storage of NFIs.

Emergency Health response DPRK RCS made constant efforts to build up its capacity on health in emergency (HiE). As a part of it, RC organized regular meetings with the Ministry of Public Health (MoPH) to

17 discuss about different roles and responsibilities and how to cooperate better in times of emergency. Through these meetings, both organizations had a through study on the lessons learned from the emergency operation in the North Hamgyong Province and discussed about solutions for the future.

In this particular area, focus was placed upon building up human resources. In the reporting period, 500 RC volunteers were trained on HiE with focus on FA and epidemic control. With the training, community volunteers resident in the disaster prone areas enhanced their knowledge and skills on health in emergency and were better prepared for future disasters. The increased number of RC volunteers qualified for HiE will undoubtly contribute to building up response capacity of the Society.

Emergency WASH response DPRK RCS contributed to building its capacity in emergency WASH response to make timely and active responses when any disasters occur in the country preventing possible water-borne diseases and stabilizing the lives of the affected population. DPRK RCS trained 70 volunteers on hygiene promotion in the IFRC intervention communities and the trained staff contributed to decreasing the water-borne and related diseases during the drought and flood seasons. DPRK RCS was provided with one unit of mobile water treatment equipment EMWAT and prepositioned 7,000 family hygiene kits in regional DP warehouses and trained 50 staff on emergency WASH response with support from IFRC for later emergency WASH response.

Organizational Development and Capacity Building In the headquarters, the Communication and Resource Mobilization department was reinforced by additional provision of human resource and it started working on a full scale.

In 2017 three non-permant branches upgraded into the permanent ones; they are Kumya county branch of South Hamgyong, Hamju county branch of South Hamgyong and Sinyang county branch of South Phyongan province.

Real discussion on volunteer management with RC Finally, comparing with 2016, the number of branch staff. July 2017 permanent branches increased from 14 to 17, and the number of the staff from 158 to 173. During 2016-2017 Flood Emergency Appeal operation, the branches of North Hamgyong province, Hoeryong city, Musan, Yonsa and Kyonghung counties got valuable experiences of disaster relief operation, and thus improved their capacity through trainings.

30 RC Youth dissemination teams were organized in the middle schools in Hoeryong city, Musan and Yonsa counties in North Hamgyong province, and they were provided with dissemination materials and necessary trainings.

Also 5 youth dissemination teams were organized in senior middle schools in IP target communities of South and North Phyongan and South Hamgyong provinces.

Out of 9 provinces, 1 non-permanent branch was selected and prepared as the model branch based on the BOCA criteria, and exchange visits and workshops were organized to learn its experience, which contributed to improving capacity building of 125 RC branch staff.

International Cooperation The DPRK RC has enjoyed the further strengthened cooperation with IFRC, ICRC and the other national societies, thus contirbuting to the unity and consolidation of the RC movement.

The DPRK RC headed by Mr Paek Yong Ho, the executive vice-chairman participated in the 21st General Assembly of IFRC and the Council of Delegates in Antalya, Turkey in November 2017.

There were other occasions to develop the partnerships with other national societies. The DPRK RC visited Italy in February and Spain in June to have inclusive discussions on common interests and sign the Memorandom of Understanding for the bilateral cooperations.

It has continued the positive cooperation with the traditional partners lincluding the Red Cross societies of Britian, Denmark, Germany, Norwey, Sweden and ect. The CAS meeting in Denmark hosted by the Danish RC in October has played an important role to consolidate the partnership with the CAS partners.

CAS meeting : The CAS meeting was heald with the participations of partner national societies of Britain, Denmark, Finland, Germany, Iran, Italy, Norway, Sweden, South Korea and the IFRC in Copenhagen, Denmark from 5th to 8th April 2017. This was attended by the ICRC as well. The CAS reviewed the implementation of the DPRK RCS Strategic Plan 2020, IFRC annual plan 2017 and the emergency appeal and provided the plenary sessions and group discussions to share and understand the experiences and lessons in 2017. It also facilitated some other discussions in detail on the resilience enhancement at the communities, NS capacity building, communication and resource mobilization. The CAS participants expressed their willingness to continue the solidarity and support to the DPRK RC even in the unfavourable circumstances extremed by the sanctions on the DPRK. The “Memorandum on Partnership Framework”was endorsed between the DPRK RC and ICRC in November, thus giving more positive chances to enhance the mutual cooperation on a more stable legal base.

The rehabilitation of infrastructures in both and Rakrang physical rebahilibation centers were almost at the stage and the disables were provided with better- qualified rehabilitation service, thus the thousands were benefited. The ICRC provided the support to modernize the medical equipment and conditions of Kaesong city hospital and the provincial hospitals in the South Phyongan and South Hamgyong provinces. It also provided the medical items and consumables for the treatment of the patients to improve the medical service. 20 prject for 3,500 households in Unhak dong was almost finalized.

The successful training on IHL, physical rehabilitation, weapon contamination, both at home and abroad including the study tour supported by ICRC did much for the capacity building of the NS staff and the relevant specialists. The DPRK RC had contacts and cooperations with other individual donors including the GO Medical of Australia and Koryo Tour of Britain. Various supplies including medical items, nutrition supplies and clothings were provided to the health institutions, orphanages and Taedong school for blind children and also to the kindergartens and Koryo Tour (British) suppoted the Kang’an Kindergarten with baby clothes in nurseries in the North Hamgyong the flood-affected area, Hoeryong city, North Hamgyong province, Feburary 2017 province, the flood affected areas.

3.1 To further strengthen NS’s legal base. In June 2017, DPRK RCS organized working group to update „the DPRK law on the Red Cross Society” adapted in January 2007 for the purpose of improving the capacity of national society and conducted preliminary discussion with relavant stakeholders of the Standing Committee of the Supream People‟s Assembly in November 2017. 3.2 To improve NS Communication capacities. NS Communication & Resource Mobilization Dept. was reestablished. Communication Strategy is ongoing process. 3.3 To launch a domestic intranet RC web-site. NS Communication & Resource Mobilization Dept. conducted 2 rounds of real discussion on 21 domestic intranet RC website with relavant stakeholders and the establishment of it is currently in pipeline.

Human resource development The Society updated the recruiting criteria for volunteers and improved the quality of volunteer recruitement in the different branches and the communities.

To raise and respect the voice of volunteers in the Society‟s decision-making process, provincial branches conducted the meetings to disscuss on how to improve the feedback collection system in the society.

The Society conducted the workshops for the branch staffs to improve the staff recruitment and evaluation system and discussed on the measures to fill the vacant positions of the branches with capable staff in time. The ODPC department reviewed the human resource situation in the branches and replenished the vacancies with 37 branch staffs during the year.

Long-term committement to improve RM capacity A detailed assessment of real state of RC Rehabilitation Centers in Sinuiju and Hamhung cities for their activation was taken by HQ and Privincial branch.

To mobilize all kinds of potentialities that differents levels of branches have, NS has made branches develop more than one RM item and this was included in the coming NS RM Strategy. Actually 22 three branches are running RM bases as follows:  Hongwon County branch, South Hamkyong Province  Kumya County branch, South Hamkyong Province  Unsan County branch, The Society improved the capacity of the financial staffs in the branches on management of finance and in-kind donations during disaster relief operations, the fund-raising campaignes and others through technical trainings.

An enlarged meeting of Central Committee, governance body of NS, was held in April and discussed how to amplify supply and benefits granted by the state to NS as auxiliary entity in humanitarian field.

Distribution of RC publications and intensive advocacy activities during the occasions of RC events helped to increase the attention of authorities and social organizations to the RC. They gave priorities to support all RC activities, reinforced the supply of human and material resources for disaster preparedness and offered office buildings for 15 RC branches.

The Communication and Resource Mobilization department was filled with staffs and provided with the equipment and materials necessary for NS communication activities.

One round of technical meeting was organized between the NS and the Ministry of Finance to discuss on systematic provision of financial status of the cental bank accounts of the headquarters and the permanent branches.

Cross –cutting issues in 2017 The Society identified climate change, resource mobilization, communication and other sustainable development as the cross-cutting issues during 2017 activities.

Major stakeholders in 2017 The number of stakeholders increased by three stakeholders in 2017 as compared with 2016 reaching 13 minstries, governmental bodies and social organizaitons and provided more favorable condition and atmosphere for expanding community based RC services.

The main stakeholders in 2017 were;

State committee for emergency and disaster management, Ministry of public health, Education commission, Ministry of people‟s security, Ministry for land and environment protection, Ministry of city management, Hydrometeorological Bureau, Central Bureau of Statistics, Ministry of Finance, Youth League and Women‟s League.

The Fundamental Principles of the International Red Cross and Red Crescent Movement

Humanity The International Red Cross and Red Crescent Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavours, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples.

Impartiality It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavours to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress.

Neutrality In order to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature.

Independence The Movement is independent. The National Societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement.

Voluntary service It is a voluntary relief movement not prompted in any manner by desire for gain.

Unity There can be only one Red Cross or Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory.

Universality The International Red Cross and Red Crescent Movement, in which all societies have equal status and share equal responsibilities and duties in helping each other, is worldwide.
