I ntrodu cti on The Red Cross Society of Democratic People‟s Republic of Korea, founded on October 18, 1946 was admitted to the IFRC on May 11, 1956. The following figures reflect the human resource and the branch network of the society by the end of 2017. The total number of RC members is 1,079,934; among them adult members are 723,563; volunteers 105,609 and youth members 356,371. The headquarters is in Pyongyang with 17 permanent branches (of provincial/city level) and 192 non-permanent branches (of county level). The society has gon through two stages of institutional changes in 2000s and consistently building its capacity following the developing situation to complete its mission and the role as the leading humanitarian organization in the country. By the special attention to strengthen the legal basis of the society, the Law of the DPRK RCS was adopted in January 2007 and the revised statutes of the society was adopted in 2016 during the National Congress, the statutory gathering holding every four years. Upholding the organizational development and the capacity building as its most priority tasks, the society separated the roles and responsibilities of the governance from the management in 2004, revised the organizational structure into the one of specialization from the headquarters down to the branches, improved the specialization level by providing appropriate human resource and building their capacity in order to fulfill its role as the auxiliary to the government in the humanitarian field. The coordination and management role of the society on the main progarmme sectors like disaster preparedness and response, WASH, health care was strengthened to gain the significant progress in these fields, RC services for the community people especially the most vulnerables and the communication activities were widely extended and thus, raised the RC image and enhance the support from the governmental bodies and social organizations. One of the most important successes gained in 2017 by the vigorous activities of the branches and the volunteers was remarkable increase of public awareness on disaster risk reduction, positive changes in KAP (knowledge, attitude and practice) among the target population, and improved community resilience while the community vulnerability decreased. Thanks to the integrated programme of community based projects (IP) implemented by the society, the community capacity to achieve sustainable development by itself was built in the IP target areas. All the activities done in 2017 were aligned with the Strategic Plan 2016-2020 of the society and will contribute to achieve the ojectives of IFRC Strategy 2020, 1BC (1 billion coalition) for resilience and the SDG (sustainable development goals) by UN. 3 2. Province, city and county Red Cross branches, in close collaboration with local government authorities, conducted knowledge dissemination activities to the community people regarding the aftereffect of natural disasters, importance of disaster prevention and activities for disaster prevention and risk reduction. This has helped the community people acquire knowledge on disaster and let them actively participate in disaster Spring RC Youth tree planting campaign, April 2017 prevention activities. 5 The Red Cross branches of all levels mobilized Red Cross volunteers on occasions of land management month, tree planting month and safety first months and conducted activities to raise the awareness of community people and youth on disaster and to let them voluntarily participate in activities such as elimination of disaster risk factors, river and road improvement, tree planting and environment protection. Phyongwon, Sunkchon, Unsan, Pukchang, Sinyang, Yangdok Counties of South Phyongan Province, Tongrim, Kwaksan, Unsan Counties and Jongju City of North Phyongan Province, Hamju, Kumya and Hongwon Counties of South Hamgyong Province organized Youth Dissemination Teams with Red Cross youth volunteers and conducted dissemination activities through art performances and explanatory conversations targeting community people, youth and children on several occasions and this has led to their voluntary participation in the disaster prevention activities such as establishment of early warning and evacuation systems, tree planting and disaster mitigation structure construction. They also organized demonstration activities for the staff of other cities and counties with high disaster risk and actively encouraged them to introduce the successes and experiences of the above mentioned counties. Through the dissemination rooms laid out in cooperative farms and tree nurseries of South and North Phyongan Provinces and South Hamgyong Province, Red Cross Society has disseminated knowledge and skills of various fields like introduction of agro-forestry method, tree seedling production, manuring and cultivation of planted trees, disaster risk reduction and mitigation and environmental protection. This has rendered active contribution to reforestation and disaster prevention activities. Province, city and county Red Cross branches, in close cooperation with local government authorities and People’s Security bureaus, conducted activities to revitalize early warning and evacuation systems in disaster prone areas. Early warning and evacuation trainings targeted Red Cross branch staff, members, volunteers, disaster management staff of local government and community people of disaster prone areas (2000 in total) and it dealt with the identification of disaster risk factors, revision of disaster risk map, raising alarm, communication, revision of emergency communication network. It helped enhance their awareness on early warning system and knowledge for improvement of the system and let the early warning systems established in the communities function satisfactorily. The Red Cross branches also organized early warning and evacuation simulation exercises twice annually and more than 100,000 people of communities concerned took part in the exercises. 3,350 copies of IEC materials related to disaster risk reduction such as “Community Based Early Warning and Evacuation”, “Rural Dwelling Houses Safe to Natural Disasters” have been printed and distributed
