PROM (P) 1P: APPENDIX A-39 EDINBURGH AIRPORT RAIL LINK BILL COMMITTEE PROMOTER's RESPONSE to COMMITTEE QUESTIONS the Referenc PROM (P) 1P: APPENDIX A-39 EDINBURGH AIRPORT RAIL LINK BILL COMMITTEE PROMOTER’S RESPONSE TO COMMITTEE QUESTIONS The Reference Case consists of the 2001 Base Year networks from the LUTI model1, updated to reflect recently-completed schemes plus schemes which are assumed to have sufficient merit and political/financial backing to be safely assumed to appear at some point in the future. The following list summarises the Reference Case changes made to the 2001 base-year networks from the CEC LUTI models and the assumed opening year (shown in brackets). Road Schemes • A1 Haddington-Dunbar dualling (completed 2004); • M80 Auchenkilns Roundabout; • M9 Spur Extension/A90 Upgrade (aka A8000), as per preferred option presented at the PLI (i.e. with no junction between the M9 and the B800/A8000 at Humbie) (2006); and • Rosyth Port link road (2006). Bus Schemes • all current ‘on the ground’ bus priority schemes in Edinburgh, as per information provided by CEC in November 2003 - York Place/ London Road/ A90/ A702 / etc (implemented 2003); • November/December 2003 inter-urban bus services entering Edinburgh, including accurate modelling of Ferrytoll services; • improvements to CEC orbital bus services and services to growth areas, based on November 2003 service patterns; • “Fastlink” – formerly WEBS (implemented 2004); • Straiton to Leith Quality Bus Corridor (implemented 2004); • new bus priority (all assumed in 2004), as specified by CEC during the SITCoS project69 as follows: - Lindsay Road / Commercial Street; - Inverleith Row/Granton Road; - Lindsay Road / Lower Granton Road; - Maybury Road; - Lanark Road /Inglis Green Road Signals, from roundabout (bus priority has been added but the junction is not currently modelled in detail); - Farmilehead Junction; - Drum Brae North; - Drum Street /Ferniehill Drive; 1 For more information on the LUTI model see CEC LUTI Functional Specification Report, MVA/DSC, August 2003 - Howden Hall Road / Captains Road; - Milton Link Signals, from roundabout (bus priority added but the junction is not currently modelled in detail); - Duddingston Park Roundabout; - Ferry Road (east); - Ferry Road (west); - West Granton Road / Silverknowes Parkway / Granton Midway; and - Crewe Toll / Pennywell Road. • New bus-based P&R at Ingliston, Straiton, Todhills and Hermiston (2006); • City Bypass bus service Airport - Ingliston - NRI, 1/2 hourly (2006); • City Bypass hard-shoulder bus priority (2006); • SESTRAN bus priority: Dalkeith-Little France (2006); • SESTRAN bus priority: additional on Maybury Road (2006); and • 540 additional parking spaces at Ferrytoll, (achieved by decking the existing car park) (2006). Rail Schemes • 15 minutes Edinburgh - Glasgow service (implemented 1999); • Edinburgh Crossrail/ Brunstane station/Newcraighall P&R (implemented 2003); • Edinburgh Park Station, served by all passing trains except the Edinburgh-Glasgow services (implemented 2003); • Waverley Station Redevelopment Phase 1 (2007); • Stirling-Alloa-Kincardine Rail Reopening and diversion of all coal freight from the Forth Rail Bridge (2007); • car park expansion at Dalgety Bay rail station (additional 107 spaces, to give total of 203 spaces, including 9 disabled) (2006); • car park expansion at Dunfermline railway station (additional 93 spaces to give a total of 192 spaces (including 6 disabled bays) (2006); • car park expansion at Kirkcaldy railway station (additional 395 spaces to give a total of 540 spaces (including 10 disabled bays) (2006); • car park expansion at Markinch railway station (additional 149 spaces to give a total of 177 spaces (including 9 disabled bays) (2006); • car park expansion at Rosyth railway station (additional 112 spaces to give a total of 152 spaces (including 9 disabled bays) – 2006; and • Platform-lengthening (to 6-car) on Fife Circle and Bathgate line (2006). Other Schemes • Edinburgh Tramline 2 (2011); • Edinburgh PT Interchange investment (Haymarket, Cameron Toll etc) (2006); • Electronic tolling on the Forth Road Bridge (2006); and • Central Edinburgh Traffic Management (CETM) measures (2006). .

Executive Summary 2.1 The Edinburgh Local Development Plan was adopted in November 2016. Planning authorities are required to prepare an Action Programme setting out how their Local Development Plan (LDP) will be implemented. 2.2 The Action Programme should be updated at least every two years. A new Action Programme has been prepared to align with financial planning and is now ready to be formally adopted and submitted to Scottish Ministers. 3. Background 3.1 Councils are required to publish an updated Action Programme at least every two years. It is intended that Edinburgh’s Action Programme is reviewed, reported and submitted to Scottish Ministers on an annual basis. To help to align with financial planning and keep track of changing circumstances. The first Edinburgh LDP Action Programme was adopted on 8 December 2016. The second was adopted in January 2018, and the third in January 2019. 4. Main report 4.1 The challenge for the adopted Edinburgh LDP is to help make the city of Edinburgh the best place it can be, for everyone, now and in the future.

Until April 2005 I was the Transport Planning Manager with the City of Edinburgh Council. Since April 2005 I have been the Project Development Director with tie ltd, an “arms’ length” company wholly owned by the City of Edinburgh Council. tie has been commissioned by the Council to develop and implement the Edinburgh Tram Project. 1.2 I have a BSc in Civil Engineering from the University of Salford and an MSc in Transportation Engineering from the University of Leeds. 1.3 I have been closely involved with the development of the Tram Project in Edinburgh since its inception. 2.0 BACKGROUND 2.1 The railway route from Roseburn to Crewe Toll was closed to passenger services in 1962 and to goods services in 1967/8. The land was bought as part of a package of routes by the City of Edinburgh Council’s predecessor, Lothian Regional Council. It has been safeguarded, first for a new road, and then for light rapid transit, since 1978. 2.2 In the 1980s Lothian Regional Council developed a two line Light Rapid Transit proposal, branded as ‘Edinburgh Metro’. It was proposed that the East-West Metro line should run off-street from Haymarket to Crewe Toll along the disused railway route from Roseburn through Ravelston, Craigleith and Drylaw. The Metro proposals failed to progress beyond the design and public consultation stages because of the high capital cost and affordability consequent upon the extensive tunnelling elsewhere on the project.

    North West Locality Open Space Action Plan March 2017 North West Edinburgh Open Space Action Plan (March 2017) Introduction This is one of four Open Space Action Plans to support delivery of Open Space 2021, Edinburgh’s Open Space Strategy. Open Space is a key element of Edinburgh’s physical, social and environmental fabric and Open Space 2021 sets guiding standards for existing and new open space provision as the city grows. Through standards based on open space quality, size and distance from homes, the Strategy aims to increase the number of people that can benefit from greenspaces that are sustainably managed, biologically diverse and contribute to health and wellbeing. The Open Space Profile shows how the Locality compares to the overall picture of open space across the city, highlighting changes to provision. It is a working plan, to be reviewed periodically to capture collective efforts which lead to the improvement and extension of Edinburgh’s green network. Actions, including estimated costs, may be subject to review, further feasibility studies and change. The Action Plan sets out proposals to help reduce inequalities in access to good quality open space and play provision. In time, it will reflect local environment priorities emerging through co-production of Locality Improvement Plans by Community Planning partners. The first version shows citywide priorities identified by Edinburgh’s annual parks quality assessment and actions carried forward from the existing Play Area Action Plan (2011-16) and previous Open Space Strategy (2010). The Action Plan will co-ordinate ongoing open space management actions with those relating to development, including changes arising from individual planning decisions and the delivery of new parks and play areas through the adopted Edinburgh Local Development Plan (LDP).

    Response on behalf of West Craigs Limited 1 INTRODUCTION 1.1 We act for West Craigs Limited, and have been instructed by them to submit a response to Scottish Government following the City of Edinburgh Council’s response dated 5 April 2019 to the Scottish Government’s letter of 7 March 2019. 1.2 The Council has produced four different draft versions of its Supplementary Guidance (SG) following the adoption of the Edinburgh Local Development Plan in November 2016. Our clients have submitted responses to these drafts, and copies of those should already have been made available to you. For completeness, we enclose copies of our clients’ submissions. 1.3 The Council’s response is 39 pages and accompanied by a significant amount of supporting material. The response contains new explanations from the Council as to its approach, as well as new submissions of policy and fact. These submissions were not provided by the Council when responding to third party representations on the various different versions of the draft SG. 1.4 Our clients previously raised concerns regarding the Council’s failure to undertake proper and meaningful consultation on its draft SG, constituting a failure to comply with the requirements of Section 22 of the Town and Country Planning (Scotland) Act 1997 and Regulation 27 of the Town and Country Planning (Development Planning) (Scotland) Regulations 2008.     REPORT West Edinburgh (Maybury) General Medical Services Provision Edinburgh Integration Joint Board 24 August 2020 Executive Summary The purpose of this report is to provide the Edinburgh Integration Joint Board with the Initial Agreement for the Provision of General Medical Services in West Edinburgh (Maybury). The proposal seeks capital funding from NHS Lothian and the Initial Agreement has been prepared in line with the guidance contained in the Scottish Capital Investments Manual. Recommendations It is recommended that the Edinburgh Integration Joint Board 1. Agree the proposal to provide General Medical Services in West Edinburgh 2. Note that NHS Lothian invited Edinburgh Health and Social Care Partnership (EHSCP) to submit an Initial Agreement for this proposal following the conclusion of the 2020-21 Capital Prioritisation Process. 3. Approve the proposal and agree the presentation of the Initial Agreement to NHS Lothian’s Finance and Resources Committee.
