As required under Rule 9A.2.3(d) of the Scottish Parliament’s Standing Orders, this Promoter’s Statement has been prepared by Shepherd and Wedderburn LLP (Solicitors) on behalf of the promoters, the Trustees of the Widows’ Scheme of the Incorporation of Bakers of the City of Edinburgh. It is published by the Parliament to accompany the Edinburgh Bakers’ Widows’ Fund Bill introduced in the Parliament on 20 March 2017. 2. The following other accompanying documents are published separately by the Parliament: statements on legislative competence by the Presiding Officer and the promoter (SP Bill 10–LC); Explanatory Notes (SP Bill 10–EN); a Promoter’s Memorandum (SP Bill 10–PM). 3. GENERAL REGISTER HOUSE NATIONAL RECORDS OF SCOTLAND GENERAL REGISTER HOUSE ‘A PROPER REPOSITORY’ General Register House was begun in 1774 to the designs of Robert Adam (1728-1792), a Scot who was one of Britain’s greatest architects. It is not only one of his finest public buildings, but also the first purpose-built public record repository in the British Isles. In fact it may be the oldest archive building in the world that is still being used for its original function. A proper home for Scotland’s public records was first proposed in 1722, after the Treaty of Union of 1707 guaranteed that the national records would remain in Scotland. However, for much of the eighteenth century Scotland’s national archives were housed in unsuitable accommodation in Parliament House and other nearby buildings. Eventually, in 1765 a government grant of £12,000 was made available from the forfeited Jacobite estates for the building of ‘a proper repository’. The Register House Trustees only reached agreement on a site when the City gifted the necessary land at the north end of the new North Bridge in 1769. NATIONAL RECORDS OF SCOTLAND ADAM’S DESIGN Largely through the influence of Lord Frederick Campbell, the Lord Clerk Register, Robert Adam and his younger brother James, were appointed architects of Register House in 1772. The Adam brothers believed that you could judge a society by the quality and grandeur of its public buildings, and this commission provided an opportunity to put their beliefs into practice. While the building’s design went through several stages, the main elements of the principal façade and the centralised plan, consisting of a domed rotunda within a quadrangle, were present from the beginning. -

Executive Summary 2.1 The Edinburgh Local Development Plan was adopted in November 2016. Planning authorities are required to prepare an Action Programme setting out how their Local Development Plan (LDP) will be implemented. 2.2 The Action Programme should be updated at least every two years. A new Action Programme has been prepared to align with financial planning and is now ready to be formally adopted and submitted to Scottish Ministers. 3. Background 3.1 Councils are required to publish an updated Action Programme at least every two years. It is intended that Edinburgh’s Action Programme is reviewed, reported and submitted to Scottish Ministers on an annual basis. To help to align with financial planning and keep track of changing circumstances. The first Edinburgh LDP Action Programme was adopted on 8 December 2016. The second was adopted in January 2018, and the third in January 2019. 4. GROUP 12 – OBJECTION NO: 197 EDINBURGH AND LOTHIAN BADGER GROUP PROMOTER WITNESS STATEMENT BARRY CROSS ROSEBURN CORRIDOR/WESTERN GENERAL HOSPITAL 1.0 INTRODUCTION 1.1 I am Barry Cross. Until April 2005 I was the Transport Planning Manager with the City of Edinburgh Council. Since April 2005 I have been the Project Development Director with tie ltd, an “arms’ length” company wholly owned by the City of Edinburgh Council. tie has been commissioned by the Council to develop and implement the Edinburgh Tram Project. 1.2 I have a BSc in Civil Engineering from the University of Salford and an MSc in Transportation Engineering from the University of Leeds. 1.3 I have been closely involved with the development of the Tram Project in Edinburgh since its inception. 2.0 BACKGROUND 2.1 The railway route from Roseburn to Crewe Toll was closed to passenger services in 1962 and to goods services in 1967/8. The land was bought as part of a package of routes by the City of Edinburgh Council’s predecessor, Lothian Regional Council. It has been safeguarded, first for a new road, and then for light rapid transit, since 1978. 2.2 In the 1980s Lothian Regional Council developed a two line Light Rapid Transit proposal, branded as ‘Edinburgh Metro’. It was proposed that the East-West Metro line should run off-street from Haymarket to Crewe Toll along the disused railway route from Roseburn through Ravelston, Craigleith and Drylaw. The Metro proposals failed to progress beyond the design and public consultation stages because of the high capital cost and affordability consequent upon the extensive tunnelling elsewhere on the project. -

Whilst these will contribute to delivering a sustainable city, the contributions are small in comparison to the benefits offered by renewable energy developments (including solar). The National Planning Framework 3 (NPF3) sets out the vision for Scotland which includes being a successful, sustainable place, a low carbon place and a natural, resilient place. In relation to the vision to achieve a low carbon Scotland, NPF3 recognises that, for Edinburgh, “energy will be an increasingly important sector, centred on the city and at sites around the Forth”. -

Transcript of recorded conversation with Laurence Demarco and Dr Gillian Murray (Abercorn on Friday 5th December 2014) Laurence trained as a community worker and worked in Wester Hailes, Edinburgh from 1976 until 1990. He Then worked as a consultant from 1990 to 1999, before founding Senscot in 1999. Senscot continues to be an important support organisation for social enterprise in Scotland today. How and at what point in your life did you become involved in social enterprise? Well I was involved in social enterprise long before it was called social enterprise. From memory I would say the mid-1990s but to trade I am a community worker. I think social enterprise the ideal model of it is when the social enterprise is a community enterprise. I think the model is perfectly suited for serving a particular community, owned by the people who live there. So I was involved in that activity for many years. I went to Wester Hailes in particular in 1976. I worked there for fourteen years setting up community enterprises of various kinds so I was no stranger to them. When I was in Wester Hailes we set up lots of trading businesses which the community owned. We set up the Wester Hailes Land and Property Trust which still trades and owns a lot of property. I was without of employment in 1999 and with a few other people I set up Senscot and that was explicitly to connect-up social entrepreneurs. We realised that across Scotland there were any number of people like myself setting things up in communities and that their work would be more effective if they were joined-up and told each other what they doing.
