Civilian Control and the Military in Policymaking
The Scholar EROSION BY DEFERENCE: CIVILIAN CONTROL AND THE MILITARY IN POLICYMAKING Polina Beliakova 55 Erosion by Deference: Civilian Control and the Military in Policymaking Delegating policymaking functions to members of the military profession can undermine civilian control in democracies, and yet democratic leaders continue to do just this. So why do leaders of democratic states delegate policymaking responsibilities to the military? Existing research does not provide a comprehensive answer to this question. To shed light on this understudied phenomenon, I advance a new concept of erosion of civilian control by deference. Using the Trump presidency as a case study, and considering additional evidence from the Clinton and Bush (43) administrations, I investigate three drivers of deference — boosting approval, avoiding responsibility, and cajoling the military. IJRDO - Journal of Social Science and Humanities Research ISSN: 2456-2971 Clap-Trap Tweets and Epideictic Episodes: Two Years of Evaluative Praise from President Trump Darrell L. Roe Eastern New Mexico University Abstract This two-part study content analyzed tweets sent by President Donald Trump during the first two years of his presidency. Part One analyzed the epideictic (praise and blame) nature of 7,290 tweets sent over 819 days (just over two years and two months) about administration and cabinet members who quit or were fired during this time period. Part Two analyzed the 6,291 praise tweets sent over 731 days (first two years exactly) used to manipulate various individuals and groups. The praise tweets were broken down into eleven subcategories and content analyzed according to their intended targets and how the tweet was designed to manipulate. The concept of “mass self- communication,” as used by Castells (2009), is utilized as the theoretical foundation for examining the prolific nature of the president’s dominant online rhetoric. The three papers that comprise this dissertation, each formatted as separate journal articles, are linked thematically and interrogate the impact of such variables. The First article, entitled “To Underpin or Undermine? Interbranch Relations and the Use of Military Force,” provides an overview of extant literature in the field. Interdisciplinary scholarship provides insight into the influence of interbranch politics on decisions to use military Force in the American context. To appreciate this influence, however, requires an understanding of the changing relationship between the executive and legislative branches of government and the impact of public opinion on both branches of government. This review Finds that our understanding of these Factors is incomplete and requires further study.
