Informasi Terkini Isi Kandungan SIDANG PENGARANG Middle East respiratory syndrome coronavirus Bil Perkara Muka surat (MER-Cov) - Saudi Arabia 1.0 Informasi Terkini 1 Penasihat: Dr. Christina Rundi Di antara 15 Mei hingga 15 Jun 2016 National IHR 2.0 Kejadian Semasa Wabak / 1 Pengarah Kesihatan Negeri Sabah Focal Point for Kingdom of Arab Saudi telah kluster melaporkan kepada WHO, 6 kes jangkitan terbaru 3.0 e-Notifikasi 2 Dr. Hj. Asits Sanna MERS-CoV termasuk 1 kes kematian (16.7%). Secara Timbalan Pengarah Kesihatan Negeri Sabah global, semenjak bulan September 2012 WHO telah 4.0 Penyakit Bawaan Makanan 4 (Kesihatan Awam) menerima notifikasi sebanyak 1,739 kes jangkitan dan Air MERS-Cov yang telah disahkan oleh makmal termasuk 5.0 Penyakit Cegahan Vaksin 7 629 (36.2%) kematian. Pihak WHO meneruskan 6.0 Penyakit Zoonotik 10 Ketua Pengarang: aktiviti survelan epidemiologi serta penilaian risiko berdasarkan kepada maklumat yang ada dan situasi 7.0 Survelan 13 Dr. Maria Suleiman terkini. Penyakit-penyakit yang menunjukkan peningkatan kes berbanding dengan kes dalam tempoh yang sama pada tahun 2015 adalah measles, HFMD, demam denggi, keracunan makanan dan melioidosis. Sebanyak 6,718 kes diabai iaitu 42.2%.

Namun, era pasca Perang Dingin berlaku perubahan dalam memahami keselamatan di mana ancaman keselamatan nasional banyak disumbangkan oleh aktor-aktor bukan negara, misalnya kumpulan pengganas. Oleh itu, makalah ini membincangkan mengenai insiden pencerobohan oleh kumpulan yang dikenali sebagai Tentera Diraja Sulu (RSA) di Tanduo pada 2013. Pencerobohan ini memberikan gambaran bahawa aktor bukan negara juga mampu memberikan ancaman keselamatan yang sangat besar kepada keselamatan nasional. Malahan insiden ini menunjukkan bahawa ancaman yang ditimbulkan oleh kumpulan ini adalah lebih besar daripada ancaman yang ditimbulkan oleh elemen-elemen keselamatan tradisional yang menekankan kepentingan aktor negara dan penggunaan ketenteraan oleh negara lain seperti yang difahami dalam kajian keselamatan. Dalam menjelaskan bagaimana ancaman ini dilihat sebagai salah satu ancaman yang serius kepada keselamatan negara, beberapa indikator akan digunakan; pertama, cara kerajaan bertindak menangani ancaman ini; kedua, jumlah kematian yang disebabkan oleh RSA; ketiga, panik dan ketakutan dalam kalangan pasukan keselamatan dan masyarakat; dan keempat, jumlah wang yang diperuntukkan untuk menangani masalah ini. Artikel ini berhujah bahawa ancaman yang ditimbulkan oleh kumpulan ini menunjukkan dengan jelas bagaimana aktor bukan negara juga memberikan implikasi yang besar kepada keselamatan nasional di Malaysia.

Furthermore, security in these developing countries has always being perceived and defined from the state’s perspective.But, since the end of the Cold War, threats to security have affected the whole structure of the system, be it state, society, or individual. Security, therefore, needs to be looked at from comprehensive angle. Hence, by using the National security theory of developing countries and Securitization theory as the basis for discussion, the article explores and discusses how state and its society manage their threats. Furthermore, this paper analyses how Malaysia manages it security threat. Sabah, one of the states in the Federation of Malaysia, is used as a case study on how Malaysia has managed its security predicaments. Managing security threats in Sabah has been influenced by several variables such as local political influences, federal-state relations, and societal understanding of national identity. The article concludes that Sabah’s security threats have been securitized by local political and community leaders. But, the successes of securitizing the threats depend on how security actors at the federal level are convinced with the omnipresent threats.     PRESS RELEASE LAHAD DATU, Thurs. (Sept 19, 2013) -- Lahad Datu is back to normal due to enhanced security after a terrorist intrusion in a faraway village earlier this year, said a top government official. “Lahad Datu is safe and sound, and has been so for a while (since the intrusion) … in fact it is safer today because of enhanced presence of security personnel on shore and at sea,” said Datuk Mohammad Mentek, the Director- General of Eastern Sabah Security Command (ESSCOM). “The east coast of Sabah is very safe.” He gave the assurance during a briefing for about 50 businessmen, mainly investors in the Lahad Datu Palm Oil Industrial Cluster (POIC Lahad Datu) at a hotel here yesterday. The briefing was organized by POIC Sabah Sdn Bhd, the developer of POIC Lahad Datu. Present were POIC Sabah Chairman Datuk (Datu) Nasrun Bin Datu Mansur and the Company’s Chief Executive Officer Datuk Dr. Pang Teck Wai. ESSCOM was formed in April this year after terrorists from the southern Philippines attacked Kg Tanduo, a village about 150 km from here. It is a unit under the Prime Minister’s Department. It has its headquarters in Lahad Datu and its officers are divided into five divisions and comprise high-ranking officers from the police, navy, armed forces and coast guards. ESSCOM’s area covers 10 districts and more than 1,700 kilometres of coastline from Kudat to Semporna and some 480 islands. Mentek described the Kg Tanduo incident as a wake-up call insofar as strengthening security against armed intrusion was concerned.

Malaysia adalah sebuah negara demokrasi semenjak mencapai kemerdekaan pada tahun 1957. Seperti kebanyakan negara baharu yang sedang membangun, perjalanan Malaysia menuju demokrasi penuh dengan cabaran memelihara keselamatan negara. Pasca pilhanraya ketiga, 1969, menyaksikan peristiwa berdarah 13 Mei, sementara pra pilihanraya ke-13 pula telah mengejutkan negara apabila sekumpulan angkatan bersenjata menceroboh Lahad Datu, Sabah, pada 9 Februari 2013. Lebih kurang sembilan orang dari pihak berkuasa dan enam rakyat awam yang terkorban dalam kejadian berdarah tersebut. Objektif kajian ini adalah untuk menganalisa bagaimanakah peristiwa Lahad Datu memberi impak terhadap keselamatan negara Malaysia. Kajian ini menghujahkan lokasi geostrategik dan geofizikal Sabah, ketidakcukupan anggota keselamatan dan juga ancaman dari Jamalul Kiram III Sultan Sulu berketurunan Suluk yang tidak diiktiraf, adalah antara faktor peristiwa Lahad Datu. Ekoran dari kejadian tersebut, Kawasan Keselamatan Khas Pantai Timur Sabah (ESSCOM) telah diwjudkan untuk memelihara keselamatan sempadan Malaysia Timur. Begitu juga isu domestik seperti pendatang asing, ancaman maritim dan tuntutan bertindih, masih menjadi isu. Peristiwa dan isu ini menunjukkan kajian ke atas Sabah semakin penting dan memerlukan perhatian kerana kepelbagaian isu domestik yang belum selesai.

[email protected] Date Received: 16 July 2020 / Date Accepted: 10 October 2020 ABSTRACT The Bajau Laut or Sea Bajau or also often referred to with the derogatory label Palauh by other communities, are known to be living within their ancestral domain of the Sulu and the Celebes Seas or the Sulu- Semporna-South Sulawesi Triangle. During the pre-British period, their mobility around this region was well established as part of their civilization and was not an issue with other peoples in the land-based territories. However, the legal status of the Bajau Laut became problematic when citizenship and territories were formalized by the emergence of the nation- states of the Philippines, Malaysia and Indonesia. In the case of the Bajau Laut population located on the Malaysian side of Sabah, the dynamics of their own internal development has become more complicated. In Sabah, there are three groups of Bajau: The West Coast Bajau, the various groups of East Coast Bajau and the Bajau Laut who can be found along Sabah’s east coast, and around the islands off of Semporna. These three groups can be differentiated by their language and dialects, as well as livelihood, status in life, education, community structure and their general worldviews. The West Coast Bajau and the East Coast Bajau have slowly integrated themselves into the Malaysian society, while the Bajau Laut continues their semi- nomadic life at sea and are generally regarded as stateless by the Malaysian Government.

The emergence of the claims issue of each party that resulted in the action of the Sulu who tried to infiltrate by entering the territory of Sabah with the intention of wanting to regain the territory of their ancestors who they believe the territory belongs to them, the territory of the Sultanate of Sulu. The infiltration act received a negative response from the Malaysian Government and reacted against the group with military attacks. Qualitative research through semi-structured interviews were used to collect data from ten inbound tour operators registered with the Sabah Tourism Board and ten tourists who visited Sabah from January to March 2017. The findings indicated that most of the respondents perceived Sabah as a safe tourist destination and would not hesitate to revisit. The perception of safe destination was attributed to beautiful, friendly, haven and peaceful. A significant number of tourists perceived Sabah as a safe tourist destination due to the natural and pristine coastlines and natural environmental habitats.

The claim declared by a group of armed men led by Datu Raju Muda Agbimuddin Kiram who name themself “The Army of the Sultanate of Sulu (Royal Sulu Army) who landed in the coastal village of Lahad Datu, Sabah, Malaysia. Their goal was to claim the entire region as their own, as well as sued the MalaysiaN Government to increase the rent of their land. Meanwhile, this claiming cannot be accepted by The Malaysian Government and they tried to come with a powerful army (Polis Diraja Malaysia) against Royal Sulu Army who is coming to Sabah. A number of people was die because of the conflict between Polis Diraja Malaysia with Royal Sulu Army. This situation has led the diplomatic relations between Malaysia and Philipine to the worst point in decades. This Research used Concilct Theory. The Concept is National Interest. The author also defines the scope of this study which is from 2011-2013.
