    Beaufort County 2020/21 Transportation Committee Plan (CTCP) Beaufort County 2020/21 Transportation Committee Plan (CTCP) Program Goal The goal of the Beaufort County Transportation Committee (CTC) is to provide the citizens of the county with the best and safest roads, bridges, and sidewalks possible with the funds for which the CTC are responsible for managing. Program Overview The CTC is composed of eleven (11) members that are appointed by the Beaufort County Council. The members of the CTC are appointed from and represent each of the counties eleven political districts. All members of the CTC are highly encouraged to work hand in hand with their Council members to assure an integrated approach and to provide at a minimum quarterly update of the voluntary service provided to the county. Beaufort County has an Engineering, Public Works, and Traffic Engineering Departments that are equipped to design and maintain county-maintained roadways. The county has levied an annual special motor vehicle fee (TAG) of $16.85 per registered vehicle in the county. These funds are intended to be used to pave, maintain and improve dirt and secondary paved roads within the County roadway system, in concert with the South Carolina Department of Transportation (SCDOT) “C” fund allocations as approved by County Council. The CTC intends to cooperate and work closely with the appropriate Beaufort County departments and the administrative staff to provide the necessary guidance for County Council to improve as many roads and other transportation-related facilities as possible with the funds allocated. The CTC also will cooperate and work with the Lowcountry Council of Governments (LCOG) and Metropolitan Planning Organziation (MPO) in the coordination of the Lowcountry Area Transportation Study (LATS) through involvement in the Transportation Improvement Program (2021-2027 TIP).

Though it is a stretch to call a former seven term US congressman, Speaker of the House, and governor unknown, many people were surprised by his nomination. Political campaigns were a lot different when Polk was alive. As a dark horse candidate, James Polk and the Democrats had to come up with a way to beat Henry Clay and the Whigs. In this lesson plan, your students will explore what the presidential campaign of 1844 looked and sounded like through the analysis of primary and secondary sources then plan, develop, and execute their own campaign. Objectives A. Research and analyze primary and secondary sources to explore how political conventions worked in 1844. B.     Captains Courageous: Gentlemen Riders in British Horseracing 1866-1914.1 Wray Vamplew & Joyce Kay University of Stirling I The first day of June 1904, a wet Wednesday at Epsom Downs, and leading professional jockey Kempton Cannon piloted St Amant home to win the Derby, the blue riband classic of the British turf. Three lengths behind was second favourite John o’Gaunt in the Cambridge blue and white colours of Sir John Thursby but under an amateur, his half-brother George. Behind George were six other professionals. ‘Mr’ Thursby had already ridden his sibling’s horse into second place in the Two Thousand Guineas that year, again beaten by St Amant. This was not the end of his riding achievements in the classics. Two years later he repeated his Derby feat on Picton and in 1908 was yet again second in the Two Thousand Guineas, this time on Sir Archibald. Four places in elite races says much about Thursby’s riding skills, but that was the sum of success by amateur riders at the highest level of British flat racing. Over fences the situation was very different. Between 1871 and 1885 gentlemen riders won 12 Grand Nationals, the premier event of the National Hunt calendar, five more between 1885 and 1897, and a further three by 1915. In their riding ‘careers’ Arthur Yates won 460 races, including 67 in season 1872/73 a record for an amateur, and Roddy Owen 254.2 Several amateurs actually won the National Hunt Riders championship including John Randolph ‘Jack’ Anthony, one of three Carmarthenshire brothers who all became racehorse trainers.
