The Project is located in the City of New York, Queens County, New York. This Project area includes the Kew Gardens Interchange with Grand Central Parkway (GCP), Jackie Robinson Parkway (JRP), Union Turnpike (UTP), and the Van Wyck Expressway (VWE). The purpose of the Project is to address the identified operational, geometric, and structural deficiencies of the existing roadways and bridges; improve pedestrian accommodations; and address the drainage deficiencies within the Project area. The following objectives have been established: • Address identified operational and geometric deficiencies in the Project area, including measures to eliminate stop conditions on existing ramps and adding or improving the length of acceleration and deceleration lanes; • Address identified structural and geometric bridge deficiencies within the Project area; • Improve pedestrian accommodations and connectivity within the Project area; and • Address the GCP, UTP and JRP stormwater drainage system by implementing drainage management practices. The Project scope of work consists of realigning and widening the mainline GCP, JRP, and UTP within the Project limits to address alignment deficiencies, and reconstructing the ramps connecting the GCP, UTP, JRP and VWE to provide operational improvements. The Project also includes drainage, utility, signage, roadway lighting, and traffic signal work. The removal and replacement of an Intelligent Transportation System within the Project limits is also anticipated. All work is anticipated to occur within the existing state and city right of way. The Project will address the existing non-standard travel lane widths, non-standard shoulder widths and non-standard stopping sight distances; eliminate three existing stop conditions; provide acceleration/deceleration lanes at merge or diverge locations; and provide Americans with Disabilities Act (ADA)-compliant facilities for pedestrians. The Project will include demolition and replacement of six existing structures with operational, geometric, and structural deficiencies. These structures are: - BIN 1-06503-0 WB Union Turnpike over Grand Central Parkway - BIN 1-07522-0 EB Grand Central Parkway over WB Connector - BIN 1-07603-9 Jackie Robinson Parkway over Grand Central Parkway Connectors - BIN 1-07523-9 Jackie Robinson Parkway over EB Grand Central Parkway - BIN 1-07588-0 EB Union Turnpike over Grand Central Parkway - BIN 1-05575-A Ramp from SB Van Wyck Expressway to WB Jackie Robinson Parkway In addition, five new structures are anticipated to be constructed. These new bridges are: - WB JRP over GCP Ramps & WB GCP Mainline - EB JRP Ramp to WB GCP & EB GCP Ramp to WB JRP over WB UTP to WB GCP and Mainline - WB GCP Ramp to WB UTP over the EB UTP Ramp to WB GCP KEW GARDENS INTERCHANGE RFQ Appendix A – Project Information (Amended) PIN X051.60, D900043 A-1 December 19, 2017 - Ramp to QB over GCP - EB GCP Ramp to WB JRP over the GCP Connectors from NB VWE The reconstructed GCP, JRP, UTP, and connector ramps within the Project limits will include widened lanes and shoulders and horizontal and vertical alignment improvements. The Project also anticipates the construction of cut and fill type earth retaining walls to tie into the new structures. 2.0 PROJECT LOCATION The Project is located in the Borough of Queens, New York City, at the Kew Gardens Interchange, adjacent to the Kew Gardens Hills, Briarwood and Forest Hills Communities. The Kew Gardens Interchange is composed of the interconnections of the following four highways: the GCP (State Route 907M), the JRP (State Route 908B), UTP, and the VWE (I-678). Using the reference markers along the GCP, the Project begins approximately at RM 907M-X5M1-3079 and ends approximately at RM 907M-X5M1-3086. KEW GARDENS INTERCHANGE RFQ Appendix A – Project Information (Amended) PIN X051.60, D900043 A-2 December 19, 2017 3.0 PROJECT WEB SITE Information regarding the Project will be posted at the following web address: https://www.dot.ny.gov/main/business-center/designbuildproject43 The following documents may be posted to the Project website prior to the issuance of the Draft RFP: • Final Design Report; • Existing ROW and/or Acquisition maps; • Survey Data; • As-Built or Record Plans of Roadways and Structures within the Project Limits; • Existing Utility Plans and Subsurface Utility Engineering (SUE) maps; • Bridge Inspection Reports; • Asbestos and Hazardous Material Screening Reports; • Geotechnical Investigations (i.e. Data and/or Reports); • Environmental Documentation; • Bridge Load Ratings; • CADD and or InRoads Files (to assist the Proposers in developing drawings to be included in Proposals) that include preliminary design plans; • Construction Schedules of adjacent on-going construction work; • Signal and or ITS Plans, Equipment and/or line diagram Information; • Permit Application letters/Documents • Third Party Agreements (i.e. utility, coast guard, canal authority Rail Road, Property Owners etc.); • Traffic Studies. Additional documents may be posted to the Project website when they become available. Proposers are advised to check the Project web site regularly. 4.0 PROJECT CONTRACT AMOUNT The Project Contract amount is anticipated to exceed $300 million. 5.0 PROJECT SCHEDULE The current anticipated date of Contract Award for the Project is August 2018 with Substantial Project Completion no later than December 2021. Interim milestones for the Project may also be established.
