Sustainable Development 1.1 The Carmarthenshire Well-being Assessment (March 2017) looked at the economic, social, environmental and cultural wellbeing in Carmarthenshire through different life stages and provides a summary of the key findings. The findings of this assessment form the basis of the objectives and actions identified in the Draft Well-being Plan for Carmarthenshire. The Assessment can be viewed via the following link: www.thecarmarthenshirewewant.wales 1.2 The Draft Carmarthenshire Well-being Plan represents an expression of the Public Service Board’s local objective for improving the economic, social, environmental and cultural well- being of the County and the steps it proposes to take to meet them. Although the first Well- being Plan is in draft and covers the period 2018-2023, the objectives and actions identified look at delivery on a longer term basis of up to 20-years. 1.3 The Draft Carmarthenshire Well-being Plan will focus on the delivery of four objectives: Healthy Habits People have a good quality of life, and make healthy choices about their lives and environment. Early Intervention To make sure that people have the right help at the right time; as and when they need it. Strong Connections Strongly connected people, places and organisations that are able to adapt to change. Prosperous People and Places To maximise opportunities for people and places in both urban and rural parts of our county. The Carmarthenshire PSB was formed in May 2016, bringing together senior representatives from a number of organisations providing public services to our residents. Our vision is to improve the economic, social, environmental and cultural well‐being of the county’s residents by working collaboratively to add value to each other’s services and also to develop innovative approaches to meet the needs of our communities. We have been working together over the last year to ensure we have the right structure in place and the right partners involved to deliver our Well‐being Plan. Our new Delivery Groups have identified key actions to focus the collaborative work to be progressed, looking at how we can do things differently together, and this will involve building on engagement with local communities. As PSB partners we are all committed to fulfilling our responsibilities to improving the social, economic, cultural and environmental well‐being of the people of Carmarthenshire whilst fully respecting the diverse nature of our bilingual communities. -

On the 26th June 2017, the Executive Board agreed the following: 1) That in order to promote the transfer process in the final year leading up to 31st March 2018 deadline, it was proposed that all interested parties were allowed a grant of 2x the annual maintenance irrespective of the reasons for any delay to date. It was also recommended that, to reflect the concession being made, and in order to incentivise early completion of the remaining transfers, the Maintenance Grant was to be reduced by 1/24th per month from 1st April 2017, up to the date of transfer. -

Carmarthenshire Revised Local Development Plan (LDP) 2018 – 2033 Open Space Assessment January 2020 1.0 Introduction Open spaces are vital for health, well-being, amenity and can contribute to an area’s green infrastructure. They can provide a place for play, sport, physical activity and a place to relax often in the presence of nature, and they contribute to our quality of life. Networks of high quality green and recreation spaces can also promote nature conservation and biodiversity and can also have a role in climate protection and adaptation. This includes flood management and helping to reduce the effect of urban heat islands. Planning Policy Wales (PPW) requires local planning authorities to provide a framework for well- located, good quality recreational and leisure facilities, and to develop clear policies for the provision, protection and enhancement of sport, recreation and leisure facilities. These policies should set standards of provision, so that local deficiencies can be identified and met through the planning process, and set out policies to avoid or resolve conflict between different activities. Both formal and informal open green spaces should be protected from development, especially in areas where they fulfil multiple purposes and functions. The objectives set out in PPW can best be achieved by undertaking local assessments of need and audits of existing provision. These assessments, taken together, form an Open Space Assessment which, among other things, should be used to inform the preparation, monitoring and review of LDP policies. Information from such assessments may also be useful for the preparation of corporate Open Space Strategies and Community Strategies in which broader environmental, social and health issues can be addressed. -

PLANED: Natural Capital Audit West Wales Biodiversity 2008 1 APPENDIX 1: Farmer Profiles Intensive farmers (dairy) Farmer 1 Farm 1 supports 3 sons as well as parents, and therefore on a farm of 430 acres (plus 170 acres of rented land), diversification has been necessary. They own an agri-contracting business and permit shooting walks on the farm. They are milking over 150 cows, and grow arable crops on their land: 46 acres of maize and 230 acres of corn. They are currently not in any agri-environment scheme other than a Catchment Sensitive Farming project: Deep Ford Brook project. However, he says that again, this brings with it more red tape: he can now not increase stock numbers, and believes this is just another way of getting information regarding fertiliser usage: “it is just NVC through the back door”. Farmer 1 adds that “a stocking rate of 1 cow per acre has been pushed by the government over the past 40 years” and therefore, due to financial reasons, they cannot justify any management regulations placed on their productive grazing land. -
