    Political Campaigning in a developing country: A case study of the Cook Islands Thesis submitted in the fulfilment of the requirements for the degree of MASTER OF ARTS In the Department of Politics at the UNIVERSITY OF OTAGO FACULTY OF HUMANITIES Luke MacLean-McMahon Supervisor: Dr Chris Rudd Luke MacLean-McMahon, Department of Political Studies, University of Otago, Dunedin, New Zealand Abstract: Previous studies of political campaigning have focused on developed and industrialised nations. This research analysed the three phases of campaigning in a case study of a developing nation, the Cook Islands. The specific features of campaigning examined were the permanent nature of campaigns, the role of the media, the technological development of television and information communication technologies; professionalisation, presidentialisation, centralisation, face-to-face campaigning, Americanisation and hybridisation. The research found that premodern, face-to-face communications are the predominant form of political campaigning, although some elements of the modern campaign are evident also, notably the role of television. Unlike the situation in developed nations, there was very little evidence of the postmodern campaign, such as the use of the internet. There are several obstacles to the modernisation of political campaigning in the Cook Islands: the small population size and the dispersal of the islands across a huge geographic area mean that access to traditional media is fragmented and the cost of new media access is prohibitively high. Demographic trends suggest this situation is unlikely to change in the foreseeable future. These strategic outcomes are economic sustainability, social cohesion, good governance, infrastructure support, outer islands development and environmental management. These are all essential elements and pivotal in the long term stability and sustainability of any civil society. Fundamentally, the Cook Islands remains committed to achieving these national outcomes and maintain consistency and continuity by establishing a strong national framework for sustainable development. This includes the strengthening of stabilisation policies such as development of the next medium term (3-5 years) National Development Strategy guided by a 20 plus years vision. The Cook Islands, despite its limited resources and capacity, is happy to report that it has achieved some of its Millennium Development Goals (MDG) objectives. However, findings of this assessment report will also show that there remain numerous areas of difficulties, complicating national efforts to uphold environmental integrity, improve the advancement of infrastructure development, sustain economic growth and social cohesion as well as promote trade and investment.

    Maki Maro Tuberculosis in the Cook Islands A social history 1896 - 1975 Debbie Futter-Puati A thesis submitted in fulfilment of the requirements of the degree of Master of Arts in History The University of Auckland March 2010 Abstract Between 1955 and 1975 the Cook Islands medical service launched an all out campaign against tuberculosis (TB). The purpose of this study was to explore the anti-TB campaign in the Cook Islands from the time the planning began for a ‘full frontal attack’ on TB, just prior to World War Two; concluding in 1975 when TB rates had dropped dramatically. It investigates the complexities of working with high TB infection rates within a colonial setting beset by problems relating to physical isolation, communication and travel, political and economic issues, alongside a lack of human resources. In addition to eleven interviews with medical personnel or patients historically involved with TB this study also included an examination of TB-related files from the Cook Islands administration, the New Zealand Department of Island Territories and the New Zealand Department of Health, held in the Cook Islands Archives and Archives New Zealand in Wellington. The thesis adopts a chronological approach. The history of the Cook Islands administration and medical services from 1896 until 1945 are investigated to provide understanding and important background information pertinent to the eventual anti-TB campaign. The years of Dr Tom Davis’ influence from 1945-51 provide an insight into the influence of a motivated individual on the medical service. From 1952 until 1975 the planning, implementation and ongoing difficulties and modification of the anti-TB campaign are examined.

    10 March 2011 National Implementation Plan for the Stockholm Convention in the Cook Islands 10 March 2011 10 March 2011 EXECUTIVE SUMMARY This document presents the national plan for implementation of the Stockholm Convention on Persistent Organic Pollutants in the Cook Islands. It has been prepared in accordance with Article 7 of the Convention, which requires that each Party shall “ develop and endeavour to implement a plan for implementation of its obligations under the Convention”. The National Implementation Plan (NIP) was developed by the National Environment Service (NES) with financial assistance from the Global Environment Facility, with the United Nations Development Programme as the Implementing Agency. The work for the project was guided by a National Coordinating Committee (NCC), which included representation from central government and non-governmental organisations. Consultation with stakeholders was an important element in the preparation of the NIP. This was achieved through a combination of one-on-one consultations, national workshops and a public education and awareness programme. The objective of the Stockholm Convention is to protect human health and the environment from persistent organic pollutants (POPs). The convention currently covers fourteen pesticides, and five industrial chemicals. It also covers a class of complex organic chemicals known as dioxins and furans, which are formed as unintentional by-products in combustion processes, such as incineration and rubbish burning. The releases of POPs into the environment are to be controlled through various actions, including prohibiting future production and use of most of the pesticides and industrial chemicals, and the application of a range of measures for the reduction of releases of the dioxins and furans.
