The Pacific Approach requires a high level of understanding of the political economy of each DMC. For its assistance to be most effective, ADB should have a good appreciation of how economics, politics, and culture interact within each country. This publication, prepared as background for the Pacific Approach, comprises a set of studies by researchers who examine the political economy of the Pacific DMCs within different disciplinary frameworks. Some studies look at why economic reform attempts are, or are not, successful. Others investigate how politics, economics, and culture interact to discourage change, lead to poor governance and growth, or encourage corruption. The project is set within the context of the recent global interest in understanding the political economy of economic reform in developing countries. It confirms many of the conclusions that have been drawn from that research and provides additional insights on the political economy challenges of economic reform. The report points to ways in which ADB and other development partners can use this knowledge to provide more effective assistance to the Pacific DMCs. It incorporates historical and ethnographic analyses to provide the broad context of drinking by people aged from their teens to late thirties. The historical component of this study describes specific accounts of alcohol consumption, and situates these with regard to changes that occurred in Rarotonga from the early 19th century. Prior to contact with Papa’a (Europeans), people of Rarotonga neither produced nor consumed alcoholic beverages. Thus, the use of alcohol was a phenomenon intimately bound up with global exploration, proselytisation and trade. I trace historical changes in the distribution of power, resources, religious practice, and social discourse, and show how alcohol practice, distribution, and trade was linked to these changes from missionary contact onward. This history informs the ethnography of contemporary drinking practices. Individual and group practices and understandings of alcohol are described. I also describe the contribution of state policy, commercial interests, government institutions, and religious organisations to the place of alcohol in Rarotonga.

We all know that Tura was a former Resident Agent on the island of Enuamanu and he was also one of the crew members on our Cook Islands Vaka which sailed around the Pacific. Tura also served our country in many ways. Tura will be buried at 2:00pm this afternoon on his home island of Atiu. Therefore, on behalf of all Honourable Members of the House, I would like to convey our condolences to the bereaved family in Enuamanu, on Rarotonga and all over. I am sure that our two Honourable Members from the island of Enuamanu will also convey their condolences to the bereaved family when they speak later on.

    CHAPTER 2 ECONOMIC AND SOCIAL DEVELOPMENT The East Timor economy1 2.1 The Indonesian withdrawal from East Timor in September 1999, accompanied by a campaign of violence, killings, massive looting and destruction of property and infrastructure, forced transportation of large numbers of people to West Timor and the flight of most of the rest of the population from their homes, left the East Timor economy in ruin. This section, therefore, largely describes the economy as it was prior to the Indonesian withdrawal, the remains of which must serve as the foundations for the economy of an independent East Timor. 2.2 DFAT submitted that East Timor has always been principally a subsistence economy. Much economic activity occurred through barter, which was not captured in GDP figures. Economic statistics for East Timor were scarce and unreliable, as was detailed information about economic activity. DFAT stated that: Preliminary figures from the Indonesian Government Bureau of Statistics (BPS) indicate that East Timor’s 1998 GDP was Rp1405 billion ($US148 million) using an average annual exchange rate of for 1998 of Rp9514/$US. GDP per capita was approximately $US168 in 1998. Largely reflecting conditions before the Indonesian economic crisis, East Timor’s GDP (at current market prices) in 1997 was Rp996 billion ($US343 million). East Timor’s GDP accounts for a tiny 0.15% of Indonesia’s national GDP. According to the BPS, per capita GDP was Rp1.1 million ($US379) compared with a national GDP per capita of Rp3.1 million ($US1,068). According to the World Bank’s World Development Report (1997), only five African countries have a lower GDP per capita than East Timor’s post- crisis $US168 per capita.

Special greetings to those in the public gallery today, especially the two ladies representing Vai Ora Maori petition – greetings to you both. And to our media representative who is among our guests in the guest gallery today, Kia Orana. I wanted to say how sweet and beautiful the words that was delivered by our Pastor this afternoon and let that be our guide for our deliberations on the business of the day.
