MINUTES OF THE MARCH 12, 2013 REGULAR MEETING OF THE BOARD OF EDUCATION. THE BOARD OF EDUCATION MEETING IS VIDEOTAPED AND THE VIDEO IS AVAILABLE FOR REVIEW OR A COPY CAN BE OBTAINED BY CONTACTING THE TREASURER'S OFFICE AT THE HELEN H. "SUE" OSBORN ADMINISTRATION BUILDING. The Mentor Exempted Village Board of Education held its Regular Meeting on Tuesday, March 12, 2013 at 7:00 p.m. at Mentor High School, Lecture Room A, 6477 Center Street, Mentor, Ohio. Members present: Mrs. Mary L. Bryner, Mr. Alan J. Mihok, Mr. William J. Shaw, Mr. Andrew J. Sparacia, and Mr. Thomas V. Tuttle. Mr. Shaw led the assembled in the Pledge of Allegiance. Mr. Sparacia moved, seconded by Mr. Tuttle to approve the minutes of the regular meeting held February 12, 2013. Roll Call: Ayes: Mr. Sparacia, Mr. Tuttle, Mrs. Bryner, Mr. Mihok, Mr. Shaw. The motion carried. 2013-3-57 At this time, Mr. Shaw stated that there would be a hearing of the public on agenda items only. There were none. Mr. Mihok moved, seconded by Mrs. Bryner, that the Board of Education approve the consent agenda as presented by the Superintendent. Acceptance of gifts: “Maximum Ride Series” by James Patterson (8 books) from Joseph and Cheryl Zorko to the Shore Middle School Media Center in memory of Billy Deitmen Nine (9) wooden craft kits from Home Depot - Mentor to the Dr. Jacqueline A. Hoynes Building - CARES Program Mileage Club materials from the Dale R. Rice Elementary PTA to Dale R. Rice Elementary School $1,000 from Garfield Elementary School PTA to the Garfield Elementary School Principal’s Account $180 from Mr. Rocky Bauer of Quaker Steak & Lube to the Middle Schools Science Olympiad Fund $150 from Professional Answering Service, Inc. to the Memorial Middle School Principal’s Academic Fund $50 from Advanced Audiology Concepts Inc. to the Memorial Middle School Principal’s Academic Fund Approval the following overnight/out-of-state field trips at no cost to Board of Education: Memorial, Ridge and Shore Middle Schools’ Science Olympiad Teams to The Ohio State University, Columbus, Ohio for State Science Olympiad Competition April 26-27, 2013 Mentor High School Marketing (DECA) Club to the Columbus Convention Center, Columbus, Ohio for the State DECA Career Development Conference/Competition March 15-16, 2013 Mentor High School Mannheim Chamber Orchestra to Youngstown State University, Youngstown, Ohio for Mannheim Camp July 7-12, 2013 Approval of the following grant: Fairmount Minerals Black Lab Greenhouse $6,000 Mentor Exempted Village School District Mentor High School, Lecture Room A March 12, 2013 Daniel Hurtack - Hopkins Elementary School Approval of the resolution to advertise and receive bids for the purchase of school buses . Approval of Mentor disabled students attending classes in and out of the Mentor School District and non-resident students attending classes in the Mentor School District. At this time Mr. William Wade, Mr. Jeff Cassella, and Mr. William Shaw recognized Mentor High School student Maria Coy as Swimming State Qualifier. At this time Mr. William Wade, Mr. Jeff Cassella, and Mr. William Shaw recognized Mentor High School student Madeline Marshall as Gymnastics State Qualifier. At this time Mr. William Porter, Assistant Superintendent, and Mr. William Shaw recognized Memorial Middle School for placing first in the Cardinal Challenge Competition. At this time Mrs. Pam Ferrell, Curriculum Specialist, presented a report on Race to the Top. At this time, Mr. William Shaw called for a brief recess. Time: 7:31 p.m. Mr. Shaw reconvened the meeting to regular session. Time: 7:34 p.m. Mr. Tuttle moved, seconded by Mrs. Bryner that the Board of Education approve the agreement with the Hiram House for the 2013 Outdoor Education for sixth grade students as presented. Roll Call: Ayes: Mr. Tuttle, Mrs. Bryner, Mr. Mihok, Mr. Sparacia, Mr. Shaw. The motion carried. 2013-3-59 Mrs. Bryner moved, seconded by Mr. Sparacia that the Board of Education approve the resolution for a request for a waiver from the minimum school year regulations by the State Superintendent of Public Instruction to provide professional staff development on November 5, 2013 as follows: WHEREAS, the Mentor Exempted Village School District Board of Education is committed to the district mission to provide a comprehensive program encouraging all learners to attain their scholastic, social and personal potential; and WHEREAS, the Mentor Exempted Village School District Board of Education has adopted a continuous improvement plan; and WHEREAS, the Mentor Exempted Village School District Board of Education is committed to professional development activities for its staff; and WHEREAS, the Mentor Exempted Village School District Superintendent has determined the need for professional development one full day on November 5, 2013; and WHEREAS, the professional development days will be devoted to providing training for professional staff to further develop professional learning communities to plan instruction and intervention for students through the study and analysis of data and scientifically based instructional techniques; NOW, THEREFORE, BE IT RESOLVED that the Mentor Exempted Village School District Board of Education authorize and direct the Superintendent to prepare an application and request approval by the State Superintendent of Public Instruction to waive the November 5, 2013, full instructional day as part of the minimum school year for the 2013-2014 academic term. Roll Call: Ayes: Mrs. Bryner, Mr. Sparacia, Mr. Mihok, Mr. Tuttle, Mr. Shaw. The motion carried. 2013-3-60 Mr. Mihok moved, seconded by Mrs. Bryner that the Board of Education approve the resolution accepting the District Window Replacement Project Bid. Successful bid was submitted by AM Door & Supply Company, Inc. in the amount of $270,600.00. WHEREAS, it has been determined through the Five-Year Permanent Improvement Plan that windows at Brentmoor Elementary School and Hopkins Elementary School will be replaced; and, Mentor Exempted Village School District Mentor High School, Lecture Room A March 12, 2013 WHEREAS, on March 4, 2013, sealed bids for the Brentmoor Elementary School and Hopkins Elementary School Window Replacement Project were publicly opened; and, WHEREAS, the Director of Business Operations received an analysis of the low bid from GPD Group concluding that the low bid submitted by AM Door and Supply Company Inc. was responsive and responsible; and WHEREAS, the Director of Business Operations has determined that the lowest responsive and responsible bid does not exceed the project estimates; NOW, THEREFORE, BE IT RESOLVED that in accordance with Ohio Revised Code 3313.46 the Board of Education accepts the lowest responsive and responsible bid for the Brentmoor Elementary School and Hopkins Elementary School Window Replacement Project as follows: A&M Door and Supply Company Inc. Base Bid $270,600.00 Total $270,600.00 BE IT FURTHER RESOLVED that the Chief Financial Officer be authorized and directed to execute any and all contracts and documents necessary for the Brentmoor Elementary School and Hopkins Elementary School Window Replacement Project. Roll Call: Ayes: Mr. Mihok, Mrs. Bryner, Mr. Sparacia, Mr. Tuttle, Mr. Shaw. The motion carried. 2013-3-61 Mr. Tuttle moved, seconded by Mrs. Bryner that the Board of Education approve the resolution that the first day of school for students for the 2013-2014 school year will be August 21, 2013 and the last day of school for students will be May 30, 2014.
