Kelud Volcano Eruption, Kediri-Blitar-Malang District East Java Province Friday 13 February, 2014 Highlights • A hazard zone has been declared within 10 km radius from the crater. • As of 18 February, MoH has reported 6 deaths, 15 missing and 83,674 IDPs across 89 camps. • Local government response has included mobilisation and deployment of evacuation team, mobilisation of health posts, mobile health teams and three field hospitals, distribution of masks to the affected population and a rapid response team to assess the needs of affected districts. On 2 February PVMBG raised the status of Mt.Kelud from alert level I to level II, on 10 February from level II to level III, and on 13 February it was raised to level IV (the highest). At the moment the situation is undercontrol as per expert staff of BNPB • The volcanic ashes flown mostly to the West part of the mountain, covered Yogyakarta, Solo, Kediri and Malang. All flights to the affected areas and Surabaya have been cancelled. Casualties and damages • There have been 6 deaths, 15 missing persons and 83674 IDPs in 89 camps • The displaced populations are from approximately 40 villages in 10 sub districts across Batu Malang, Blitar, Kediri and Jombang • There is a total of 1459 outpatients and 75 inpatients due to the impact of the eruption Houses damaged by heavy volcanic ashfall are seen in Malang, East Java Source: AFP Aman Rochman 3 WCO-Indonesia Emergency Situation Report (ESR-2) 21 January 2014 Response Provincial Health Office, East Java and Malang District Health Office • Deployed RHA team and evacuation team. • Distributed 235, 000 masks to the affected population; • Three field hospitals are established one each from Provincial Health Office, Indonesian Navy and Indonesian Army. • In Kediri, 25 health facilities, 5 hospitals, 15 clinics and 2 police health facilities are providing health services • In Malang, 17 health facilities, 6 health post and 11 hospitals are providing health services. Center for Health Crisis MoH and Surabaya Regional Crisis Center • CHC team is in the field to support provincial and district health teams and carrying out assessment too. • CHC team is assisting provincial and district health team on coordination on response activities. • CHC coordinated along with Provincial and district health team on establishing field hospitals. WHO - EHA • EHA has mobilized field operation officer to join the field assessment team lead by UN-OCHA. As of now the following UN Agencies are responding to the eruption include: UNDP, WFP, UNICEF, UNFPA, WHO, FAO, UNDSS and OCHA. • EHA team is coordinating with CHC and monitoring events. • EHA is assisting CHC on field coordination in the affected area. • EHA team is on high alert: o UN team visited to BPBD (provincial disaster management board). o Team are assessing the information flow (reporting and requesting) and the cluster approach implementation at province level. o East java BPBD collect information from the field and disseminate to BNPB; o Each government technical unit works by their own (in provincial level) and report the progress to incident command directly (provincial secretary /sekda ) while in the field there are three district posts (Malang, Blitar, and Kediri); o Regional Crisis Centre able to manage the situation by mobilizing health resources from surrounding districts and two battalions of medical troops from navy (backing up the response in Kediri) and army (in Malang); Follow Up Action Plan 1. Close monitoring by the Kediri, Malang and Blitar DHOs, East Java PHO, Surabaya Regional Crisis Center, Center for Health Crisis together with WHO EHA INO. 2. Field assessment is on-going from UN team as well as from CHC. 3.
