    Radiofrequency Radiation Measurements Public Wi-Fi Installations in Hong Kong Office of the Communications Authority 23 December 2014 Executive Summary The increasing popularity of the public Wi-Fi services has given rise to public concerns about the radiofrequency (RF) radiation from Wi-Fi access points (APs) installed at the public areas1. 2. APs are radiocommunications transceivers for provision of wireless access of Internet service and they are scattered throughout the entire territory, mainly in the densely populated and built-up areas. According to the World Health Organisation (WHO), the exposure levels due to wireless networks (including Wi-Fi) are generally very low, and there is no convincing scientific evidence that the weak RF signals from wireless networks cause adverse health effects. Relevant information can be found in the website of WHO at: http://www.who.int/peh-emf/publications/facts/fs304/en/. 3. However, in view of the public concerns, the Office of the Communications Authority (the former Office of the Telecommunications Authority, hereinafter collectively referred to as “OFCA”) conducted a territory-wide survey of RF radiation generated by APs in 2007 and subsequently took additional measurements at other locations including those on board public transport, bank, cinema, betting branch and newsstand in 2011 and mid 2014. This report 2 presents the updated measurement results. Lundberg Michael Palm © 2018 Chung-kin Tsang ALL RIGHTS RESERVED ii ABSTRACT Chung-kin Tsang: House Buying as Hope Mechanism: the Culture of Homeownership in Hong Kong (1970s – 2010s) (Under the direction of Lawrence Grossberg) Hong Kong, a global financial hub, is well-known for being the world's “freest” economy, and the least affordable city for housing. The rapid and stable financialization process through which Hong Kong was transformed from a light industrial city in the 1970s to a financial hub with real estate as the engine of growth since the 1980s was not only a top-down imposition; it also relied on securing the consent across the population, albeit temporarily and contingently, in a unique context. By piecing academic and non-academic literatures together, this research proposes that homeownership and financialization were articulated jointly by the British colonial state and the local population from the 1970s to the 1990s into a cultural mechanism of hope – House Buying. This hope mechanism requires: 1. a self-reliant subject acting through the market, 2. a narrative of life-goals that characterize a middle-class way of living; 3. a temporal mapping of the future based on the social route of a “housing ladder” from public rental, subsidized homeownership to private homeownership, and a social plane with a relatively open opportunity structure.

Limits within the Urban Realm 81 e City in a Building: a Brief Social History of Urban Hong Kong Eunice Seng e University of Hong Kong [email protected] Keywords: urban density; composite building; industrialization; spatial contestations; urban domesticity; public and private Introduction Post-World War II Hong Kong was politically and economically valuable to the newly formed People’s Republic of China, especially with the outbreak of the Korean War in 1950 and the intensication of the Cold War in East Asia. e imposition of a trade embargo against the People’s Republic of China (PRC) by the United States in December 1950 was followed by a partial embargo on the export of strategic materials by the United Nations in May 1951, and by a tightening of British export control in June. Caught between the Chinese communists and the Republic of China (ROC) Kuomintang in Taiwan, Hong Kong was also faced with the challenge to transform its economy and it did so by embarking on a full-edged industrialization process. During the enactment of the embargo in the 1950s, Hong Kong provided strategic materials such as medical supplies, petrol and automobile and building supplies for the PRC, as well as food supplies during the famine caused by the Maoist policy known as the Great Leap Forward. When the embargoes were lifted, Hong Kong resumed its position as the PRC’s main entrepôt in the 1970s, and became the channel through which the latter obtained modern technology, skills, and capital.1 e postwar decades up to the 1970s were a period of experimentation and reorganization in planning and housing development.2 In 1946, soon after the end of the war, the planner Patrick Abercrombie was invited to carry out the rst comprehensive urban planning for Hong Kong, for which he produced a report in 1949 that highlighted the need for infrastructural connection between Hong Kong Island and Kowloon.
