This government, which has consis- tently questioned judgements on human rights and questioned whether we need to be committed to in- ternational human rights obligations. The Charter of Fundamental Rights is a stunning re- affirmation that rights will be protected against gov- ernments who would not otherwise give them, or wish to take them away. It is a Charter that has helped to progress human rights in other parts of the world too. It remains a powerful tool. Again, as I said in the House of Lords, when it comes to human rights and civil liberties I want more guaran- tees, even repeats of those guarantees, not less. The report you are about to read is a powerful remind- er that if we do nothing, then we could potentially lose all. He has since then been appointed to the House of Lords. On 23 September 2014, Cashman was appointed the Labour Party’s special envoy on LGBT issues worldwide. 4 BREXIT: THE LGBT IMPACT ASSESSMENT LGBT RIGHTS AS BRITAIN PREPARES TO LEAVE THE EUROPEAN UNION rights on the day we exit the EU. That is likely true, although this report shows we will lose benefits. More- over, Europe will no longer drive the agenda on sexu- ality and gender identity rights in the UK, as it has for two decades. Even more seriously, we will lose the EU’s guarantees on the rights we have. LGBT Britons have frequently relied on those guarantees and there is no UK consti- tution to replace them. LGBT people in this country remember the spectre of Section 28. We know there- fore, that an unfriendly future government can enshrine homophobia or transphobia in law. Our UK community is also well connected to LGBTIs in other parts of the world and has witnessed many examples of politicians reversing their rights with devastating consequences. Britain has advanced in its overall attitudes to LGBTI people. But many of the senior UK politicians backing Brexit have openly homophobic and transphobic re- cords. Trusting the future of the rights we have worked so hard to achieve to their goodwill seems to me to be EDITOR’S FOREWORD reckless. Published four years after the repeal of Section 28, it revealed a startling picture: two in three lesbian, gay and bi pupils had been bullied at school because of their sexual orientation, and just one in four schools said this bullying was wrong. In response, over the past decade Stonewall has worked with governments, schools and local authorities across Britain to help them combat this bullying and create inclusive schools. In 2015 Stonewall extended its remit to campaign for trans equality, and I am delighted that this report includes the specific experiences of trans pupils. School Report 2017, a study of over 3,700 lesbian, gay, bi and trans (LGBT) pupils across Britain, demonstrates the continued impact of this work. Since the 2007 School Report, the number of lesbian, gay and bi pupils bullied because of their sexual orientation has fallen by almost a third. The number of schools who say this bullying is wrong has nearly trebled, and homophobic remarks are far less likely to be heard.

We want to strip away the barriers that hold people back so that everyone can go as far as their hard work and talent can take them. The UK today is a diverse and tolerant society. We have made great strides in recent decades in our acceptance of lesbian, gay, bisexual and transgender (LGBT) people, who make a vital contribution to our culture and to our economy. This government has a proud record in advancing equality for LGBT people. From changing the law to allow same-sex couples to marry to introducing Turing Pardons, we have been at the forefront of change. The UK has consistently been recognised as one of the best countries for LGBT rights in Europe. Despite this progress, we cannot get complacent. We know that LGBT people continue to face significant barriers to full participation in public life. Your sexuality or your gender identity should not be a barrier to success. In July 2017, we launched a survey to gather more information about the experiences of LGBT people in the UK. The survey response was unprecedented. Over 108,000 people participated, making it the largest national survey of LGBT people in the world to date. Today we are publishing a detailed report on the headline findings. These focus on the experiences of LGBT people in the areas of safety, health, education and employment. 2 Although respondents were generally positive about the UK’s record on LGBT rights, some of the findings make for difficult reading: • LGBT respondents are less satisfied with their life than the general UK population (rating satisfaction 6.5 on average out of 10 compared with 7.7).

Her work covers national and European legislation and regulation which impacts the social housing sector. An experienced campaigner and policy activist, Lucy has a degree in European and International Law, and has the long-term ambition to become a subject expert in refugee and asylum law around gender and sexuality. About the research This is a research project carried out through the Charityworks leadership development programme and supported by the National Housing Federation. 3 Executive summary Housing providers are champions of equality and diversity, with the values, resources and commitment to improve visibility, housing, safety and wellbeing outcomes for LGBT+ people in communities. For 20 years, housing and LGBT+ organisations and academic researchers have been identifying the opportunities for housing providers to do just that. This project has been designed to bring their evidence and learning together, to equip organisations with the information, advice and support that they need to be able to take their next steps on the journey to full LGBT+ inclusion.

    Mermaids Registered Charity No 1160575 Review into the award of a Reaching Communities Grant to Mermaids NOTE: This report has been prepared by The National Lottery Community Fund’s Director for Scotland for the purposes set out in 1.5. It is based on information gathered by the Fund over a short period of time and is not intended to evaluate any medical or scientific information. It is an internal document, written as a brief summary and guide to assist the England Committee. The National Lottery Community Fund 1 1 Introduction 1.1 At the England National Funding Panel meeting on 21st November 2018 an award of £500,000 was made to the charity Mermaids. This was confirmed in a formal offer letter dated 14th December 2018 from James Harcourt, England Grant-Making Director. 1.2 Following this an article appeared in the national press. This was critical of the Big Lottery Fund for making the award and was also critical of Mermaids as an organisation, making several allegations regarding their practice. Further articles appeared in other outlets and social media over the next week. 1.3 Given the serious nature of the allegations made about Mermaids practice, the Big Lottery Fund decided to undertake a review to determine whether, as a result of these concerns, the award should be reconsidered. This is standard practice for the Fund when complaints are made about a grant or grant-holder, although generally such complaints are made in private and by single individuals. Mermaids were notified of the decision to undertake the review by telephone by James Harcourt, on Monday 17th December 2018, and this was confirmed by letter the same day.
