The discussion of causes of unrest covers such topics as racial conflict, dress and grooming regulations, rule administration, smoking regulations, and communication problems. The report suggests that student activism can be constructively channeled by providing for increased student involvement in educational policy making, and describes contemporary efforts to increase student participation that are being implemented in schools throughout the nation. The report contains a review of recent court decisions affecting student rights and excerpts from seven policy statements to illustrate the variety of important elements that should be considered by school officials prior to the development of policies for dealing with student unrest.
