The improvements include installation of new upgraded storm pipe. The project is located within the City of Union City, Fulton County. Bids will be received by the City of Union City, Georgia at City Hall located at 5047 Union Street, Union City, Georgia until 2:00 P.M. local time, December 14, 2018, and then at said office publicly opened and read aloud. The City of Union City reserves the right to reject any one or all bids. A mandatory Pre-Bid Conference for all bidders will be held at the City of Union City, Georgia at City Hall located at 5047 Union Street, Union City, Georgia at 1:00 P.M. local time on November 29, 2018. The Georgia Department of Transportation (GDOT) Standard Specifications, 2013 Edition, GDOT Supplemental Specifications Book, 2016 Edition, and applicable Supplemental Specifications and Special Provisions apply to this project. Bids must be accompanied by Bid security made payable to Owner in an amount of 5 percent of Bidder's maximum Bid price and in the form of a certified check, bank money order, or a Bid bond. Contractor shall furnish performance bonds in an amount at least equal to the Contract Price and payment bonds in an amount at least equal to 110 percent of the Contract Price, as security for the faithful performance and payment of all of Contractor's obligations under the Contract Documents. Bids will remain subject to acceptance for 180 days after the Bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner. The Work will be substantially completed within 60 days, completed, and ready for final payment with 90days after the date when the Contract Times commence to run. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with Act. O.C.G.A. 43-14. Bidders must make positive efforts to use small and minority owned businesses. Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4. Bidders must comply with the President's Executive Order No. ll246, as amended, prohibiting discrimination in employment regarding race, creed, color, sex or national origin; Title VI of the Civil Rights Acts of l964; the Davis-Bacon Act; the Anti-Kickback Act; and the Contract Work Hours Standards Act. The City of Union City in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-42 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
