Request for Qualifications For Architectural and Design Services For the Planning, Modernizing, and Constructing of School Facilities In the Washington Unified School District Kevin Sanders, Director of Facilities Construction & Planning 930 Westacre Road West Sacramento, CA 95691 916-375-7600 Date of Issue: November 16, 2015 1 of 10 REQUEST FOR QUALIFICATIONS (RFQ) Architectural and Design Services BACKGROUND The Washington Unified School District (District) invites qualification submission proposals from qualified California licensed firms for architectural and design services associated with the planning, modernizing and construction of school facilities within the Washington Unified School District’s boundary. The purpose of this RFQ is to provide the District with a pre-qualified list of architects thus allowing the District to easily procure their services in a more expeditious manner as project needs arise. Prospective projects may include but are not limited to: Updating of the District’s Capital Investment Program Career Technical Education – Bryte Campus Phase II Additional Classroom Wing – River City High School New Elementary School #10 INFORMATION REGARDING THE RFQ The RFQ is currently available online from the Director of Facilities Construction & Planning Department office located at 930 Westacre Road, West Sacramento, CA 95691. The District is open to the public Monday thru Friday from 8:00 a.m. to 5:00 p.m. The District is an Equal Opportunity Employer and encourages proposals from minority, women-owned, and DVBE businesses. The RFQ is not a low-bid price competition. Instead, qualifications will be evaluated in accordance with the Evaluation Criteria stated in this RFQ. The District will first evaluate each firm’s written proposal in accordance with the Evaluation Criteria. At least the top four (4) firms will be selected for interviews. A list of interview questions and format will be provided prior to the interview to those firms or individuals selected for an interview. The District will then evaluate each firm who was interviewed based on the Evaluation Criteria. The three (3) highest ranking firms will then be selected by the District to enter into fee and contract negotiations. If, in the District’s opinion, any portion of the fee and/or contract negotiations are unsuccessful with any firm, the District may negotiate with the next highest scoring proposal, continuing in a like fashion until three (3) firms have been identified. All such firms must be recommended to the Superintendent and Board of Education for final approval prior to any contract award. 2 of 10 DELIVERY AND ACCEPTANCE METHODS Proposals are to be delivered in person or by certified/express mail to the District’s office. Proposals are due by 5:00 p.m. on Monday January 4, 2016. Qualifications submitted by fax or e-mail will be considered non-responsive and will not be accepted. The District reserves the right to overlook any technicalities and accept or reject any or all submittals based on the best interest of the District. The District reserves the right to extend this deadline by providing a written addendum to the Request for Qualification (RFQ). Six (6) copies of the proposer’s qualifications must be submitted in a sealed envelope that includes the following information on the outside of the envelope: Firm name Firm address Contact person Phone number E-mail In addition, the envelope must be marked in the lower left-hand corner with the following: RFQ – Planning, Modernization, and Construction of School Facilities Washington Unified School District All proposal submittals must be addressed to: Kevin Sanders, Director of Facilities Construction & Planning Washington Unified School District 930 Westacre Road West Sacramento, CA 95691 QUESTIONS REGARDING THE RFQ Firms interested in making a submittal are directed not to make personal contact with the Superintendent or members of the Board of Education. Any contact will constitute grounds for disqualification of consideration. Questions about the RFQ, its content, proposal format or any other questions deemed necessary to submit a qualified proposal must be submitted in accordance with the dates identified within the RFQ via email to: Kevin Sanders at [email protected] Responses to questions, as well as the questions, “due by 12/28/15” will be distributed to all firms that have completed the “Architectural RFQ Receipt Acknowledgement” when they obtained a copy of the RFQ at the District’s office. 3 of 10 PROPOSAL PHASES Proposals submitted by qualified firms must be segregated into the following five (5) phases: 1. Pre-Design Phase: to include project development scheduling, project programming, internal function/flow studies and space planning, existing building surveys, governmental agency consultation, initial concept and budget reviews, economic feasibility analysis and reports, and administrative services and meetings. 2. Site Development Services Phase: to include site analysis and selection, site master planning, detailed site improvement, on-site studies, off-site studies, zoning analysis and processing, and administrative services and meetings. 3. Design Services Phase: to include architectural schematic design, engineering systems analysis, architectural design development, statement of probable construction costs, special design, interior design, graphic design, furniture and special fixture design, renderings with models and mock-ups, security design, technology design and administrative services and meetings. 4. Construction Document, Bidding and Negotiation Services Phase: to include architectural working drawings, structural working drawings, civil working drawings, mechanical working drawings, electrical working drawings, technology working drawings, security working drawings, specifications and general conditions, governmental and regulatory agency approvals, special bid documents (alternate, segregated or advanced bids), final statement of probable construction costs, general bidding documents, general construction bidding, negotiated construction bidding, segregated construction bidding, addenda and drawing revisions, construction agreement and administrative services and meetings. 5. Pre-Construction, Construction and Post-Construction Services Phase: to include pre- construction, construction, and post-construction contract administration and meetings, construction job costing, quotation requests/reviews/change orders, shop drawings and submittal review, construction observation and certification, testing and inspection report(s), final acceptance, maintenance and operational programming, as-built drawings, warranty reviews, and client meetings. PRICING Estimated price of fee for service(s) is to be placed in a separate envelope. This envelope shall be marked “Estimated Service Fees.” The structure of the fee(s) should be segregated and identified by the five (5) phases outlined above. The District shall evaluate proposals separate of fees and negotiate a final fee with the firms that received the highest overall scores and is therefore considered most advantageous to the District. Final approval of negotiations must be approved by the Superintendent and the Board of Education. At the discretion of the District, this RFQ may be re-advertised for services. Note: Fee schedules will include all direct and indirect expenses for any project. 4 of 10 CONTRACT PERIOD The anticipated contract period will be from February 16, 2016 until February 16, 2019. The contract may be extended with the approval of the Superintendent and Board of Education. CONTRACT AWARD All firms awarded a contract must be a licensed practicing architect or architectural firm in the State of California. The architect or firm shall have demonstrated expertise in site work /design estimating or have access to a subcontractor with such ability. Subcontractors used during this project will be paid by the architect/firm with all signed releases from the subcontractor, to be presented to the District before reimbursement will be made. At the time of issuance of this RFQ, it is the District’s desire to have a contract award that encompasses all five (5) phases noted in the “Proposal Phases” above to one or more architectural firms or individuals. However, there is the possibility of a contract award that encompasses fewer phases. A contract recommended for one or more phase(s) that is approved by the Superintendent and the Board of Education does not commit the District, the Superintendent or the Board of Education to recommend or approve any remaining phase(s) of the RFQ. Upon selection, the firm will be required to enter into a standard architectural services agreement on a form provided by the District. The contract shall not be effective until approved by the Board of Education. The District reserves the right to reject any and all proposals or to accept other than the lowest responsible candidate, and to waive any informalities, omissions, excess verbiage, or technical defects in the proposals, if in the opinion of the District it would be in their best interest to do so. The District reserves the right to accept all or part of any submittal or to cancel in part or in its entirety the RFQ. The District further reserves the right to select a firm that it considers to be in their best interest. The RFQ does not commit the District, the Superintendent or the Board of Education to pay any costs incurred in the development and/or submittal of a proposal and does not commit the District
