� AnnualAnnual ReportReport onon thethe EnvironmentEnvironment inin JapanJapan 20032003 Local Communities Leading the Transition to a Sustainable Society Ministry of the Environment To Our Readers This booklet was compiled based on the Quality of the Environment in Japan 2003 (White Paper), an annual report on the environment by the Government, published in accordance with a Cabinet decision made on May 30, 2003. The content of this booklet was edited to gear to a wider readership. The theme of this year’s White Paper is “Local Communities Leading the Transition to a Sustainable Society.” It introduces that daily voluntary activities carried out in local communities mark the first step in the transition to a sus- tainable society. The White Paper first shows the close interaction of the environment, society and economy, and the seriousness of the deterioration of the global environment. The Paper demonstrates that steady efforts at the individual and community levels will be essential for resolving global environmental problems. Individual actions are explored with an emphasis on the idea that if more individuals pursue environment-conscious activities, their activities will influence other actors, such as the government and businesses, and make it possible to reform the socio-economy as a whole. Initiatives by local communities are also examined. The Paper concludes that transition to a sustainable society is possible by (1) rais- ing the awareness of the whole community and building capacity (local environmental capacity) for the creation of a better environment and a better community, and (2) creating a model for protecting the environment and reinvigorating the community at the same time, and spreading the practice to other communities. -

JAPAN RAIL PASS The JR Pass is economical and simple to use and gives you access to the JR network nationwide. Alternatively, area passes are also available. Important: Tickets issued are considered an "Exchange Order" which should be exchanged in Japan to receive a Japan Rail Pass within 3 months of date of issue. With the Pass, no additional fee is required when reserving seats in Japan. To access platforms, show your pass to the JR staff located at the gate to the platform. Then when death comes, we are wrapped up in family, all of the possessions we leave behind, flowers, memories, … What about stopping here and throwing yourself with impartiality into all things; into pure nature, into the universe, into the simplicity of surrendering yourself to natural and spontaneous activity - just like plants and animals. The world of simplicity lies there. I wonder why. Even I don't understand. When walking in places like mountain trails in the evening, and even more so when it is raining, something rises in my throat, tears spontaneously fall from my eyes, and I'm overcome by sentimental feelings. In order to live a better life we should undertake the pilgrimage, and it is OK to do so alone. Pilgrimage is extraordinarily profound, but we have elusive general ideas about it. Yet even with the endless wondering to ourselves, loitering among the uncertainties that come and go, over and over again, there is a “you” that sets out on pilgrimage again. Thus, this sacred journey, where people seek a mental and emotional high ground, has no end. Being a human being means being a pilgrim. The purpose of this book is to alleviate the anxiety that non-Japanese pilgrims (who know little compared to Japanese pilgrims) might have about the weather, the history, and the many other aspects of the pilgrimage.
