Pioneering works in the historical field by Mr. Y. Iinuma and in the scientific field by Prof. K. Minoura are introduced. To mitigate the damages by natural disaster, the knowledge on the past natural disasters occurred in an area should be properly shared by the people in that area. Necessity of the continued education on disaster reduction in schools and in regional societies is pointed out. Key Words: Great East Japan earthquake, Jogan tsunami, Keicho tsunami, disaster mitigation, disaster education INTRODUCTION The gigantic tsunami caused by the 2011 Great East Japan Earthquake gave enormous disaster to the wide coastal areas from Aomori Pref. to Ibaragi Pref. on the Pacific Ocean. The damages to Iwate, Miyagi and Fukushima Pref. were especially large. The Sanriku ria coast areas in Iwate and in northern Miyagi have been exposed to frequent attack of large tsunamis and the people in those areas have been quite aware of tsunami disasters. On the other hand, the long flat coasts in southern Miyagi and in Fukushima had few experience of large tsunami in these several hundred years, by which reason very few people there had expected the attack of tsunami before the gigantic tsunami of 2011.

Keiko Uraji, a gift concierge (from Ehime Shimbun May 4, 2017) I found an interesting article on SNS the other day. “Institute of Media Plus” conducted research on the stress index of about 70,000 women from age 20 to 69 all over Japan and it announced the ranking of "low-stress" prefectures. “Low-stress” means that a person feels fine in their daily life and keeps a balanced mind against stress. Surprisingly, the women of Ehime have the least stress in Japan. They pointed out the reasons why the women of Ehime have low-stress: 1. mild climate 2. few disasters 3. many gentle people 4. many hot springs 5. nature near the town 6. strong love for their hometown Indeed!! I quite agree with what they say. Ehimeites are commonly accepted as gentle and easygoing. Ehime is blessed with a mild climate so people did not have to work so hard to get food compared to other regions. As a result they evolved to be gentle and easygoing. Although generally they are fine and easygoing, they can also be quite hasty. They tend to turn right impatiently before a car passing straight in the opposite lane. This risky way of driving is often seen. This bad habit gave birth to the shameful expression “Iyo no Hayamagari”, which roughly translates to "People in Ehime behind the steering wheel turns right instantly" (Iyo refers to the old name of Ehime). My husband often comments that my personality is hasty, but also optimistic and positive.

No part of this publication may be reproduced without the written permission of the copyright owner Abstract This study aims to demonstrate the different experiences in the Japanese domestic air transport market compared to those of the intra-EU market as a result of liberalisation along with the Slot allocations from 1997 to 2005 at Haneda (Tokyo international) airport and to identify the constraints for air transport liberalisation in Japan. The main contribution of this study is the identification of the structure of deregulated air transport market during the process of liberalisation using qualitative and quantitative techniques and the provision of an analytical approach to explain the constraints for liberalisation. Moreover, this research is considered original because the results of air transport liberalisation in Japan are verified and confirmed by Structural Equation Modelling, demonstrating the importance of each factor which affects the market. The Tokyo domestic routes were investigated as a major market in Japan in order to analyse the effects of liberalisation of air transport. The Tokyo routes market has seven prominent characteristics as follows: (1) high volume of demand, (2) influence of slots, (3) different features of each market category, (4) relatively low load factors, (5) significant market seasonality, (6) competition with high speed rail, and (7) high fares in the market.
