Faced with large-scale leakage of firearms and ammunition from state armouries, followed by a dramatic increase in gun violence and social disruption, Papua New Guinea (PNG) destroyed more than a third of its remaining military small arms. Although the number of weapons was comparatively small, the proportion of PNG’s military arsenal destroyed was exceptionally high. The low absolute number of firearms was counterbalanced by high rates of leakage to illicit possession, local traditions of violence that small arms serve to exacerbate, and the willingness of their owners to kill. On the world scale, this disposal of surplus military small arms by the largest developing nation in the Pacific was low in volume, but markedly successful in both implementation and effect. Disposal of small arms was made possible by four context-specific factors. While several catalytic events mobilised support for secure storage of military small arms, weapon destruction also meshed with a simultaneous, much broader drive to rationalise and rebuild a defence force flushed with inefficiencies, low performance and low morale. Key individuals acted as persistent agents of change during a remarkably stable five-year period of command. Importantly, a closely engaged foreign donor government was on the scene at all times.

With an eye towards expanding their product line in the early 1970s, Sterling Armament Company of the United Kingdom (UK) looked for inspiration both inside and outside the company. Externally they considered the Foote Automatic Carbine 1970 (FAC-70), but it was still in an embryonic stage of development. Internally their Chief Designer, Frank Waters, created the Sterling Automatic Rifle (SAR) and company consultant, A.J.R. Cormack, designed a bullpup configuration automatic rifle. Correspondence between Sterling and ArmaLite Inc. of the United States (US) stretched back to at least 1966, but it was the demise of licensed manufacture of the AR-180 by Howa of Japan in the early 1970s that the two companies’ needs aligned.     Chapter 25 Singapore’s Defence-Industrial Ecosystem Ron Matthews (Cranfield University at the UK Defence Academy) and Collin Koh (S.Rajaratnam School of International Studies, Nanyang Technological University, Singapore) 1. Introduction Singapore’s defence-industrial origins date back to independence from Britain in 1965. Although colonisation had acted to suppress the island state’s economic transformation, it had also implanted strong positive forces that would project the country forward to construct a powerful defence economy. These forces included a functioning civil service, the rule of law and adoption of the English language. In a country where 90 per cent of the population are of Chinese ethnic origin, the primary language is English, not Mandarin. In the defence domain, however, Britain had left precious little in the way of capability as arms had always been sourced from the colonial power. On final departure in 1968, Britain’s military forces left independent Singapore with no air force and navy, and just a meagre army comprised of mostly Malay forces. Withdrawal was also combined with the closure of Britain’s huge military base on the island, leading to the loss of 40,000 local jobs and a fifth of Singapore’s national income.1 This dealt Singapore a destructive economic blow, and also left it facing a strategic calamity. This was because surrounding the country was an arc of Islamic states that was, and is, perceived as an existential threat to Singaporean sovereignty. Such fears in the early decades following independence were fuelled by anti-Chinese riots and killings in both Malaysia and Indonesia.

    III SINGAPORE, MALAYSIA, AND THE INTERNATIONAL ARMS INDUSTRY Singapore is a modem, ultra-clean city-state, with excellent tourist and shopping facilities. It also has the highest rate per capita of executions in the world, a large, government-regulated commercial sex industry, and is a manufacturer and exporter of weapons that are designed to kill. The Singa­ pore government's strong preference for execution and the city-state's commercial sex industry were looked at in The Asian Insider. It's Singa­ pore's role in the international arms industry that is examined here. No Messing Around Four men of Pakistani descent hijacked Singapore Airlines flight SQ 117 on March 26, 1991. The flight was on its way from Kuala Lumpur to Singapore, with 118 passengers from 18 countries and 9 crew members on board. l Armed with knives and canisters of explosives, the hijackers directed the flight's captain to take the plane to Sydney. But the plane did not have enough fuel for the journey, so the hijackers agreed to allow it to land at Singapore's Changi Airport. The four claimed to be members of Pakistan People's Party (PPP), Pakistan's main opposition party. Their demands included the release of various PPP leaders from prisons in Pakistan. Once at Changi, they asked that the aircraft be refueled so that it could be flown to Australia and there­ after to Iraq or Libya. The first load of fuel was delivered to the aircraft at about 3am. The hijackers agreed to release ten women and children before the next load of 138 M.
