Enclosed are documents you requested. Under authority of 5 U.S.C. 552(b)(2) ofthe Act and 45 CFR 5.63 ofthe Department's implementing regulations, we are withholding agency information which could risk the circumvention ofinternal agency practices in connection with emergency preparedness and the effective operations ofgovernment offices in crisis situations. Pursuant to Section 319F-2(d) ofthe Public Health Service Act, 42 USC 247d-6b(d), we are withholding information pertaining to the Secure National Stockpile. Therefore, it is also being withheld under the authority ofthe Freedom ofInformation Act at 5 U.S.C. 552(b)(3), and the Department's implementing regulations at 45 CFR 5.64. Certain portions of confidential commercial/financial information, disclosure ofwhich would cause the submitter substantial competitive harm, were deleted. These deletions were made under the provisions of5 U.S.C. 552(b)(4) ofthe Freedom oflnformation Act and 45 CFR 5.65 ofthe Department's implementing regulations. Under authority ofthe Freedom ofInformation Act at 5 U.S.C. 552(b)(6) and the Department's implementing regulation at 45 CFR 5.67, names and other information, the disclosure ofwhich would constitute a clearly unwarranted invasion ofpersonal privacy, were deleted from these documents. You have the right to appeal this decision to deny you full access to agency records.
