In April the Chinese government released a white paper on the region, and in August the Chinese Communist Party (CCP) held its Sixth Forum on Tibet, led by party head and Chinese president Xi Jinping. Reports on both signaled the Chinese government’s intent to maintain a hard-line position on the issue of Tibetan autonomy while intensifying indoctrination campaigns within the region. Over the course of the year, at least seven Tibetans set themselves on fire to protest CCP rule. The authorities responded with arrests of family members, “patriotic education” campaigns, travel restrictions, and intrusive controls on monasteries. The security clampdown that has been in place since a 2008 popular uprising increasingly extended to Tibetan areas outside the Tibet Autonomous Region (TAR). The Chinese authorities have had difficulty quelling popular reverence for the Dalai Lama. In June, despite an official ban and threats of arrest by the Chinese government, many Tibetans celebrated the religious figure’s 80th birthday in public and private. In this study, statistical data, the principal component analysis and K-means clustering algorithm are integrated to assess and analyze the economic development of Huangshi City in Wuhan urban agglomeration in 2010. Finally this analysis is applied to real data, it is demonstrated that the result are clear and realizable, which shows that proposed evaluation method can provide enough instructions for the real cases. Keywords: Huangshi, k-means clustering algorithm, principal compound analysis, regional economy INTRODUCTION The general situation of the study area: Huangshi city is in the southeast of Hubei Province in China and Wuhan urban agglomeration is also known as the located the south bank of the Changjiang River. It has a "1+8" urban agglomeration, in which the capital of long history of mining, rich in cultural heritage, a solid Hubei province: Wuhan city is the core city and industrial foundation, convenient geographical location surrounded by other eight cities including Huangshi, and very beautiful natural environment. -

People's Republic of China Briefing on EU concerns regarding human rights in China Prepared for EU-China Summit 5 September 2005 In May of this year, representatives of the European Union decided to delay a move to lift the arms embargo against China, citing human rights concerns. They referred specifically to four areas of concern that would affect future consideration in lifting the embargo: the need for Chinese authorities to release citizens imprisoned in connection with the suppression of the 1989 pro-democracy movement; the need for reform of China’s “Re-education through Labour” (RTL) system; the need for the PRC to ratify the International Covenant on Civil and Political Rights (ICCPR); and the need to ease media censorship. Amnesty International welcomes the fact that the EU has made the lifting of its embargo contingent on human rights reform and has detailed specific areas for improvement. In this briefing Amnesty International presents an update on developments in these four areas in the lead-up to the EU-China Summit in September, 2005. Amnesty International urges the EU to take these factors and other human rights concerns into consideration in its ongoing analysis of the human rights situation in China. Release of those imprisoned in connection with 1989 pro-democracy protests A core issue raised by EU representatives as an area of human rights concern is the continued detention of individuals imprisoned for their connection to the 1989 pro-democracy movement. The EU arms embargo was imposed on 27 June 1989 as a direct response to the armed suppression by the Chinese military of the peaceful protests calling for democracy and political reforms in and around Tiananmen Square in Beijing on 3-4 June. -
