    THE STUDY ON MULTIMODAL TRANSPORT AND LOGISTICS SYSTEM OF THE EASTERN MEDITERRANEAN REGION AND MASTER PLAN FINAL REPORT 5.3 Conclusions and Recommendations 5.3.1 Port Management and Operation in Egypt (1) Enforcement of Control Power of Maritime Transport Sector Each Port Authority is proceeding with their own development projects based on their own plans, which are not harmonized with each other. The Maritime Transport Sector should play a role in coordinating and controlling all development projects in Egyptian ports. However, the sector is not performing this role at present. The situation results in duplication to function of ports and result in excess-investment for ports. Moreover, Egyptian Ports will be less competitive in attracting foreign operators. Thus, The JICA Study Team recommends enforcing the authority of the Maritime Transport Sector to coordinate and control the whole port sector development. In addition, a Master Plan Study for all Egyptian container ports, including Alexandria Port, Dekheila Port, Damietta Port, Port Said Port (West), Port Said Port (East) and Sokhna Port, is needed immediately, because container terminal development projects are in progress without sufficient central coordination. (2) Combination of Port Authority and Container Handling Company The JICA Study Team recommends combining the Port Authorities under the Ministry of Transport and the Government Container Handling Companies under the Ministry of Investment to be one organization for each port. In that case, prompt action would be possible as happens at Sokhna Port, because the decision maker is one organization. Moreover, there is a possibility that this combination would produce a simple tariff, because one organization would collect port charges and container handling charges from shipping agents.

Yet existing research on income inequality in developing economies has scarcely looked at the regional dimension. This is important, as progress in reducing income inequality at national level can only be partially successful if a country presents large regional variations, where very unequal regions coexist alongside relatively equal ones. This paper contributes to filling this gap with a case study on Egypt. It also adds to our knowledge of income inequality in the Arab region, an area that has not seen extensive empirical analysis. Using newly assembled Luxemburg Income Study (LIS) data and a range of inequality measures, the analysis offers three findings. First, the distribution of income within Egyptian regions has become more unequal during 1999–2015. Second, there has been convergence: differences in income inequality within Egyptian regions tended to reduce, but less unequal regions are converging to similar levels of inequality with more unequal regions.

    Eldib Pandi| Update on Suez Canal Blockage re MV EVER GIVEN We have had several queries rolling in since the grounding incident related to the impalement of M/V “EVER GIVEN” at the banks of the Suez Canal. Therefore, we have put together some brief advice on the latest update and all relevant information: Currently, all attempts made to refloat the vessel have not been successful, as the bulbous bow of the vessel has been impaled in the Canal’s bank and the vessel is grounded on the southern entrance of the canal (KM153) blocking the channel, and thus, the northern and southern convoys have been suspended accordingly. For the time being, dredgers have been mobilized to dredge around the vessel to give her buoyancy. Unfortunately, nobody will be able to give any information on when the vessel will be refloated and the canal’s activity to return to normal. All we can say is that at least 10 tugs assisting the vessel. As for liabilities and even though Egypt is contracting party of LLMC Convention 76, we wish to advise that the only applicable rules will be the Suez Canal Rules of Navigations where article No.4 provided for that: “Art. 4 – Responsibilities: 1. When on Canal or at its Ports or Roads, any vessel or floating units of any description is responsible for any damage and consequential loss it may cause either directly or indirectly to herself or to Canal Authority (CA) properties or personnel or to third party. 2. The vessels or floating units’ owners and/or operators are responsible without option to release themselves from responsibility by limited liability.

ARTICLE INFO ABSTRACT Article History Concentration of Pb, Cd, Cu, Zn and Fe were determined in Received: Jan.2016 water, sediments and some organs of fish collected from Suez Canal Accepted: March, 2016 during 2013-2014. The canal was divided into three sectors (Port Available online: Dec. 2016 Said, Ismailia and Suez) including 12 stations. 7 different fish species _________________ were collected from four landing sites (Port Said, Lake Timsah, Bitter Keywords: Suez Canal Lakes and Suez). The highest means of investigated metals in water Heavy metals (g/l) were Pb (2.90±1.49), Cd (0.91±0.23), Cu (29.74±25.53 Water (g/g),), Zn (16.56±9.30) and Fe (265.63±25.14). While in sediments Sediments were 11.77±7.62, 0.75±0.82, 11.52±3.35, 14.29±10.69 and Fish 3863.0±93.72 respectively. In fish muscles, Cd recorded the lowest concentration among the studied metals (0.01-0.88 g/g), while the highest one was Fe (6.36-19.07 g/g).
