Introduction A magnitude 7.6 earthquake of shallow depth struck central Nepal with an epicenter approximately 77km north-west of Kathmandu on April 25th 2015 causing widespread destruction. On May 12, 2015 a large after shock of a magnitude 6.8 hit Nepal and caused further causalities and damage. As of 3 June 2015, the reported casualties include: 8,702 deaths and 22,493 people injured. As the earthquake sequence destroyed 490,000 houses mostly traditional mud brick and mud stone built and occupied by the rural poor and rendered another 265,000 houses at least temporarily uninhabitable, the largest single need identified in the Post Disaster Needs Assessment (PDNA) was housing and human settlements, accounting for US$ 3.27 billion of needs.

The Government of Nepal (GON) has requested support from a number of development partners, including the WB, to address the immediate and term of the damage inflicted by the earthquake in Nepal. In response to this, World Bank approved a US$200 million loan to finance the Earthquake Reconstruction Project (EHRP) approved on 18 June 2015 to support 55 thousand households of three severely affected districts namely: Dolakha, Dhading and Nuwakot. The project will support in restoring affected houses with multi hazard resistant core housing units in target areas and to enhance government’s ability to improve long-term disaster resilience. Initially, the EHRP is to be completed by July 2020.

Considering the further need to support GoN, International Development Association (the World Bank) has agreed to support additional US$300 million loan to finance the Earthquake Housing Reconstruction Project (EHRP). The recent additional loan support will cover another eleven severely affected districts including Gorkha covering 96000 households from Additional Financing and 3200 households from Multi Donor Fund.

Environment and Social Management Framework serves as a practical tool to ensure that environment and social aspects are duly considered in the planning and implementation process of earthquake housing reconstruction project. Accordingly, Revised ESMF, have guided to address the environmental and social issues of the projects by site-specific environmental and social management plan after selection of the sub-projects prioritized by orientation and consultation in the respective local government. Hence, this Mathilo Damar Water Supply Rehabilitation helps to address the water supply issues emerged during the reconstruction of earthquake beneficiaries’ household of Bhimphedi Rural Municipality of

Objectives of ESMP The objective of the Environmental and Social Management Plan is to address the site-specific environmental and social issues of earthquake housing reconstruction projects.

Site Description

The sub-project is located at, Mathilo damar Ward No. 05 of Bhimphedi Rural Municipality. The population of Bhimphedi Rural Municipality is 23344, out of which 11183 are male and 12161 are female as per census of 2011. The area is dominated by janajati ethnic communities and is mostly Hindu by religion. Local unit population and household date of Bhimphedi Municipality Ward No. 05 is 544HH, consisting of 1167 male and 1442 female population. Total housing reconstruction beneficiaries of Bhimphedi RM are 2698 households of which 443 HH in ward no 5.

Environmental and Social Issues 18 households depend of this water supply system for drinking and other households requirements, out of which 11 households are reconstruction beneficiaries, 6 HHs come under vulnerable category, only 6 houses have completed reconstruction; reason behind the slow progress was lack of adequate water supply. The site verification of Mathilo Damar WSS was conducted by district engineer, social and environment specialist and concluded that this site required rehabilitation. 19 households depend on this water supply system for drinking and other household requirements. The water is collected from the source with 0.075l/s discharge rate, the capacity of intake is 1000litres and the reservoir tank has a capacity of 5000 litres. The source is located 2km from the tank. Currently the community are using temporary pipelines directly from the source which is 2 km from the community. The pipes need to be regularly managed and worn out easily.

The previous water supply system was completely damaged by landslides during the earthquake. The water source had been pushed below causing depletion in water availability as there was decrease in quantity of water as compared to before. The whole pipeline system was destroyed by the landslides therefore pipelines also needed to be reconstructed.

Environment and Social Management Plan (ESMP) According to the issues raised during orientation and consultation program held on 2075/08/18 at Bhimphedi Thaha Municipality, Mathilo Damar water supply reconstruction sub-project was prioritized. The sub water supply project will be implemented by the Mathilo Damar WSS user community, which will be supported by DLPIU Makwanpur under social safeguard guideline. The water supply scheme would advantage the 18 households of Mathilo Damar. The plan includes reconstruction of Intake, reconstruction of reservoir tank, and supply of HDPE pipes and public stand post in 5 places.

Mitigation measure The mitigation process will be carried out by the water supply user committee, the committee need to be reformed incase the previous committee is inactive and registered in the respective municipality, the raw materials and labors will be hired by the user committee, Before the implementation of the project MOU need to be signed between DLPIU and user committee ensuring the timely completion of the project. The users committee will be responsible for the regular maintenance of the water supply system after completion of the project.

Monitoring and evaluation The social and environment safeguard team from DLPIU will make regular monitoring visit to the sites before, during and after the completion of the sub water supply project .Management measures for preventing, minimizing, and mitigating potential environmental, health, and safety impacts will be regularly monitored. The site engineer will also coordinate with the user group throughout the construction period.

Occupation health and safety measures

Before the implementation of the project, 1 day workshop on occupational health and safety measures will be conducted for the user committee by safeguard team; social specialist, environment specialist and site engineers. The user group’s responsibilities include protection of every person and nearby property from accidents during construction. The user group shall be responsible for complying will all safety requirements and any other measure necessary to avoid accidents including the following:  Conduct safety training for construction workers prior to beginning work.  Provide personal protective equipment and clothing (e.g., goggles, gloves, dust masks, hard hats, and boots) for construction workers and enforce their use.  During heavy rains or emergencies of any kind, suspend all work.
