In exercise of the powers vested in them by section 99 of the Municipal Corpo• rations Ordinance, 1934, the Municipal Council of Jerusalem have made the following by-laws :— Citation. 1. These by-laws may be cited as the Jerusalem Municipal (Market) By-laws, 1936. Animal markets. 2. The places set out in the schedule hereto shall be municipal animal markets. Prohibition. 3. No person shall sell any animal within the municipal area except in a municipal animal market. — 147 — 4. The Municipality shall charge the purchaser either direct Fees, or through their representative a fee of two and a half per centum of the price of each animal sold in a municipal animal market. 5. Any person selling any animal in any place within the municipal area other than an animal market shall, on conviction, Penalty, be liable to a fine not exceeding ten pounds. SCHEDULE.     ](jj LIEUT. KITOHENER'S REPORTS. IV. P. E. F. CAMP, TAIYEBEH, 30th May, 1877. THIS month's work has finished the Survey up to the northern boundary, the River Leontes. The next camp will be at Banias, and when that is finished there will only be the strip along the seashore to do to finish the survey of the north. I hope this will be accomplished before the end of July. On the 2nd of May camp was moved from Meiron to Dibl, a Christian village eleven miles north of Meiron. The inhabitants were extremely glad to see us, as our presence afforded them some protection. They were debating whether they should desert their village for some safer place, but finally decided to remain and see how matters would turn out. There are several large Christian villages in this part of the country, and they are naturally in a great state of alarm and panic. They fear, in case of a Turkish defeat, that the neighbouring Mohammedan villages will revenge it on them. They are anxious to buy arms and defend their lives and property in case of attack, but up to the present time the Mohammedans have given very little cause for alarm. The Government has always promptly suppressed any fanatical feeling, and is evidently doing its best to tide over a critical time. The Christian villages are very superior in cleanliness to their Moslem neighbours, and .a great deal more care is taken in the cultivation of the ground. They are generally surrounded by viMyards and fig-trees, and a few mul­ berry-trees are cultivated.

    72 Articles Section THE ISRAEL – LEBANON BORDER ENIGMA David Eshel INTRODUCTION On 24 May 2000 the last Israeli troops deployed in south Lebanon pulled back into Israel, closing and padlocking the border gate behind them. Less than a month later the UN Security Council endorsed UN Secretary-General Kofi Annan’s assertion that Israel had “withdrawn its forces from Lebanon in accordance with Resolution 425” – bringing to an end Israel’s 22 year presence in south Lebanon. These events have focused worldwide attention on a hitherto relatively insignificant issue – the definition of the Lebanese-Israeli boundary. The Zionist Movement has attempted from the start of its emigration to Palestine to impose new realities in order to decide the issue of Jerusalem for its benefit. The attempts were not restricted to physical realities, but included the creation of an impression and conviction through media and lots of books and publications that worked on forging the past and present history of the city, thus concealing the reality and truth behind a curtain of false propaganda and history forging. Thus, this contribution from the Jerusalem Media and Communications Center came to highlight the events that took place during the historical epoch between 1850 and 2000. We do hope that we can succeed in raising discussion over this issue and highlight the facts and truth and encourage others inside Palestine and abroad to contribute in this discussion and enrich this attempt towards reinforcing a conviction that any solution that does not guarantee the historical, political, national and religious rights of the Arab Palestinian people in Jerusalem will never be a just, comprehensive and permanent solution.

The major question this research addresses is: How do institutions and institutional dynamics constrain political reform during a transition? The thesis examines how demands for reform by non-governmental organisations in Lebanon and Libya were not translated into concrete political decisions taken by regimes during a transition period. The thesis suggests that the combination of weak states and power-sharing agreements marginalizes civic organisations, and poses institutional constraints on the likelihood of reform. The thesis is based on contemporary research on events and reform trajectories in Lebanon and Libya, with a focus on the demands and strategies employed by activists during periods of transition. Lebanon between 2005 and 2010 and Libya between 2011 and 2013 underwent critical political events but subsequently did not adopt political reforms despite demands by civic organisations in two main areas: the electoral system in Lebanon and the constitutional process in Libya.

The purpose is to establish estimates for the settlement population, nomadic population, nuclear family size, house size, sex ratio, and life expectancy of the people of Canaan during the Late Bronze Age. Previous studies have not addressed these issues in detail, nor had data from the entire scope of Canaan been considered, nor had a precise methodology been developed or used for estimating specific settlement populations and nomadic populations for Canaan during the Late Bronze Age. Thus, additional aspects of the thesis include the development and use of a new methodology for estimating ancient populations and a database of all of the Late Bronze Age sites in Canaan—both archaeological and textual.

The party left Damascus on the 28th December, and travelling by S'as'a and Jeba reached Banias on the 31st. They had very bad weather, with sleet and snow everyday. The country between Jeba and Kuneiterah was half under water. Topography.—The position of Damascus, Kaukal, Jeba (not marked on the maps), Banias, and the junction of the Hasbany and Banias Rivers, have been fixed astronomically, and the calculations made both for latitude and longitude. A reconnoissance sketch of the route from Damascus to Banias had been made, showing great discrepancies in the best maps.

    PALESTINE EXPLORATION FUND. bottom of the pool without a second series of arches midway; if, ou the other hand, the passages do not reach to the bottom of the pool, it would be interesting to know whether they are built up on ddbris or on rock: a shaft is now being sunk under one of the arches, but the owner of the ground is a little diffident about our working there, and may place obstacles in the way. On January 1st, 1869, the garden, north-west of Birket Israil, on the other side of the road, was examined; and an entrance to a cistern found at Gift, north of the Via Dolorosa, and 33ft. west of the road leading north from Bab Hytta (see Ordnance Survey Plan, TJ^, the contour line 2,419 passes through the garden). The height of this entrance is 2,421ft., for about the first 20ft. down there is a shaft 2ft. wide; below this it opens out to west to about 8ft., and at 36ft. is the rock, forming in part the roof of a small chamber or cistern: this chamber is cut in the rock, and is filled up within six feet of the top with mud : close to the shaft already described, is a parallel shaft, giving the impres- sion that water was obtained from this chamber by means of a n'aura (water wheel). It remains to be seen in what manner sufficient water could have been got into this ohamber to cause a water wheel to be necessary for lifting it; if praotioable, a shaft will be sunk through the mud at the bottom of this chamber.* January Is/, 1869.
