iii Afghanistan Research and Evaluation Unit About the Afghanistan Research and Evaluation Unit The Afghanistan Research and Evaluation Unit (AREU) is an independent research institute based in Kabul. AREU’s mission is to inform and influence policy and practice through conducting high- quality, policy-relevant research and actively disseminating the results, and to promote a culture of research and learning. To achieve this, AREU engages with policymakers, civil society, researchers, and students to promote their use of AREU’s research and its library, to strengthen their research capacity, and to create opportunities for analysis, reflection, and debate. AREU conducts research on a wide variety of topics and produces dozens of research publications each year, ranging from policy-focused briefing papers to comprehensive issues and synthesis reports. Many are translated into Dari and Pashto. AREU was established in 2002 by the assistance community working in Afghanistan and has a board of directors with representation from donors, the United Nations and other multilateral agencies, and non-governmental organisations. About the A to Z Guide to Assistance in Afghanistan Updated each year, the A to Z Guide to Assistance in Afghanistan aims to enhance general understanding of the array of actors, structures, and government processes related to aid and reconstruction efforts in the country. The Guide provides: a wide-ranging glossary of assistance terms and actors, an overview of Afghanistan’s system of government, political provincial briefs, key primary documents, and an extensive contacts directory that includes government agencies, NGOs, donors, and international actors. Where not otherwise specified, all dollar amounts are US$. The Guide is also published in Dari and Pashto. When the first edition of the A to Z Guide was published in 2002, the goal then—as it is now— was “to provide a guide to the terms, structures, mechanisms and coordinating bodies critical to the Afghanistan relief and reconstruction effort to help ensure a shared vocabulary and common understanding.” Over

    SIOC – Afghanistan: UNITED NATIONS CONFIDENTIAL UN Department of Safety and Security, Afghanistan Security Situation Report, Week 34, 20 – 26 August 2010 JOINT WEEKLY SECURITY ANALYSIS Countrywide security incidents continued to increase compared to the previous week with the NER, NR, SR and SER, recording higher levels of security incidents. In the ER a minor downward trend continues to be observed over the last three weeks, in the WR and CR records dropped. The dynamics along the south and south-eastern belt of the country vary again with the SR reasserting as the most volatile area. Security incidents were more widespread countrywide with the following provinces being the focus of the week: Kunduz, Baghlan in the NER; Faryab in the NR, Hirat in the WR, Kandahar and Helmand in the SR; Ghazni and Paktika in the SER and Kunar in the ER. Overall the majority of the incidents are initiated by insurgents and those related to armed conflict – armed clashes, IED attacks and stand off attacks - continue to account for the bulk of incidents. Reports of insurgents’ infiltration, re-supply and propaganda are recorded in the NR, SR, SER, ER and CR. These reports might corroborate assumptions that insurgents would profit from the Ramadan time to build up for an escalation into the election and pre-election days. The end of the week was dominated by the reporting of the violent demonstration against the IM base in Qala-i-Naw city following a shoot out at the entrance of the base. Potential for manipulation by the local Taliban and the vicinity of the UN compound to the affected area raised concerns on the security of the UN staff and resulted in the evacuation of the UN building.

    Afghanistan: Extreme Weather Regional Overview (as of 11 March 2015) Key Highlights: Since 1 February 2015, an estimated 6,181 families have been affected by floods, rain, heavy snow and avalanches in 120 districts in 22 provinces. A total of 224 people were killed and 74 people1 were injured. 1,381 houses were completely destroyed and 4,632 houses were damaged2. The government has declared a phase out of the emergency response in Panjsher. 160 families were reportedly displaced by heavy snowfall in four districts of Faryab province. 300 families are at risk of possible landslides in Kaledi Qashlaq village of Shal district in Takhar province. Therefore, the frequency of the Working Group meetings is now twice a week, every Sunday and Wednesday.     Afghanistan Flash Floods Situation Report No. 7 as of 1800h (local time) on 15 May 2014 This report is produced by OCHA Afghanistan in collaboration with humanitarian partners. It was issued by OCHA Afghanistan. It covers the period from 24 April to 15 May 2014. The next report will be issued on or around 20 May 2014. Highlights The number of flood-affected people is 115,500 in 17 provinces and 97 districts. Following new assessments, the numbers of people affected by floods has reduced by about 6,000, while increased by one additional province (Khost) and nine new districts. Jawzjan, Faryab, Sari Pul remain the most affected provinces, accounting for two thirds of all the flood affected to date. Assessments and immediate relief distributions have been taken place in 80% of all affected districts. Relief distributions are ongoing in the most-recently affected districts and for some sectors. Sufficient relief stocks remain in country for the response. Constraints on access remain due to ruptured roads. The Mazar-Kabul highway has been repaired in Balkh, allowing only passenger vehicles to use it. There are no material changes on security related access. More and more attention is on the planning for the rehabilitation and rebuilding of damaged and destroyed homes (over 8,300), infrastructure and livelihoods. Land allocation and restitution to areas which are less prone to recurrent floods, is one way of incorporating disaster risk reduction in a meaningful way.     Afghanistan: Extreme Weather Regional Overview (as of 24 March 2015) Next update: 1 April 2015 Key highlights Since 1 February, an estimated 8,176 families have been affected by floods, rain, heavy snow and avalanches in 133 districts in 24 provinces. A total of 281 people were killed and 81 people were injured. 1,429 houses were completely destroyed and 6,357 houses were damaged1. MRRD to present to cabinet the consolidated spring contingency plan for Afghanistan. Meetings and coordination National Security Council technical working group MRRD presented the spring contingency plan for Afghanistan, highlighting areas exposed to hazard risks and assumption of possibility of combination of sudden-onset and slow-onset natural disasters, based on early warning information provided by IOM, OCHA, ARCS and ANDMA. Three main hazard risks were identified: floods; landslides, and drought. The contingency plan outlines planning assumptions, disaster management and coordination structures, preparedness requirements and response capacities (stockpiles) of humanitarian and government partners, including line ministries. The contingency plan is still being finalized and will be presented to cabinet on 30 March for final review and endorsement. The Afghanistan Natural Disaster Management Authority (ANDMA) will lead in disseminating the plan to the provinces and follow up on implementation of the plan.
