Country Report on Human Rights Practices in Greece Page 1 of 17 Greece Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 Greece is a constitutional republic and multiparty parliamentary democracy, with an estimated population of 11 million. In March 2004 the New Democracy Party won the majority of seats in the unicameral Vouli (parliament) in free and fair elections, and Konstantinos Karamanlis became the prime minister. Civilian authorities generally maintained effective control of the security forces. The government generally respected the human rights of its citizens; however, there were problems in several areas. The following human rights abuses were reported: abuse by security forces, particularly of illegal immigrants and Roma; overcrowding and harsh conditions in some prisons; detention of undocumented migrants in squalid conditions; limits on the ability of ethnic minorities to self-identify; restrictions on freedom of speech; restrictions and administrative obstacles faced by members of non-Orthodox religions; detention and deportation of unaccompanied or separated immigrant minors, including asylum seekers; domestic violence against women; trafficking in persons; discrimination against ethnic minorities and Roma; substandard living conditions for Roma; inadequate access to schools for Romani children; and child exploitation in nontraditional labor. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed any politically motivated killings; however, in September there were reports that coast guard authorities threw detained illegal migrants overboard and six of them drowned. -

STEFANOS ATHANASIOU The Ecumenical Patriarchate of Constantinople1 A Religious Minority and a Global Player Introduction In the extended family of the Orthodox Church of the Byzantine rite, it is well known that the Ecumenical Patriarchate of Constantinople takes honorary prece- dence over all other Orthodox autocephalous and autonomous churches.2 The story of its origins is well known. From a small church on the bay of the Bos- porus in the fishing village of Byzantium, to the centre of Eastern Christianity then through the transfer of the Roman imperial capital from Rome to Constantinople in the fourth century, and later its struggle for survival in the Ottoman Empire and Turkey. Nevertheless, a discussion of the development of the Ecumenical Patriarchate of Constantinople is required to address the newly- kindled discussion between the 14 official Orthodox autocephalous churches on the role of the Ecumenical Patriarchate in today’s Orthodox world. A recalling of apposite historical events is relevant to this discussion. As Karl Löwith remarks, “[H]istorical consciousness can only begin with itself, although its intention is to visualise the thinking of other times and other people. History must continually be recalled, reconsidered and re-explored by each current living generation” (Löwith 2004: 12). This article should also be understood with this in mind. It is intended to awaken old memories for reconsideration and reinterpretation. Since the fall of Constantinople in 1453, the Ecumenical Patriarchate has taken up the role of custodian of the Byzantine tradition and culture and has lived out this tradition in its liturgical life in the region of old Byzantium (Eastern Roman Empire) and then of the Ottoman Empire and beyond. -

Its contribution to the historiography of the period stems from the fact that it constitutes the first academic study of the third largest resistance organisation in Greece, the 5/42 regiment of evzones. The study of this national resistance organisation can thus extend our knowledge of the Greek resistance effort, the political relations between the main resistance groups, the conditions that led to the civil war and the domestic relevance of British policies. -

Closely associated with Catholic-Orthodox rapprochement in the latter half of the 20 th century was the emergence of the expression “sister churches” used in various ways across the confessional division. Patriarch Athenagoras first employed it in this context in a letter in 1962 to Cardinal Bea of the Vatican Secretariat for the Promotion of Christian Unity, and soon it had become standard currency in the bilateral dialogue. Yet today the expression is rarely invoked by Catholic or Orthodox officials in their ecclesial communications. As the Polish Catholic theologian Waclaw Hryniewicz was led to say in 2002, “This term…has now fallen into disgrace.” This dissertation traces the rise and fall of the expression “sister churches” in modern Catholic-Orthodox relations and argues for its rehabilitation as a means by which both Catholic West and Orthodox East may avoid certain ecclesiological imbalances toward which each respectively tends in its separation from the other. Catholics who oppose saying that the Catholic Church and the Orthodox Church are sisters, or that the church of Rome is one among several patriarchal sister churches, generally fear that if either of those things were true, the unicity of the Church would be compromised and the Roman primacy rendered ineffective. -

The Trinity from Six Groups: a Logical Explication of Byzantine Triadology by Joseph Bryennios Introduction Joseph Bryennios was a Palamite theologian, one among the many. Nevertheless, his theological legacy could be of a peculiar interest, at least, in two respects. The first one is methodological, and the second one is purely logical. Methodologically, it is interesting to see how the Byzantine theology, in the person of Bryennios, was dealing with a new problem that has had no ready answer. From a logical point of view, Bryennios elaborated the most detailed explication of Byzantine triadology, which has never been studied, even though Dumitru Stăniloae has noticed Bryennios’s contribution as early as in 1970. Bryennios has composed his most important theological works when he was about seventy, after a long career of a hieromonk, the leader of the Church of Crete, and, finally, a court theologian in Constantinople. His opus magnum is formed with 21 theological homilies delivered in different places before the high officials of the Church and the State in 1421 and 1422 and the Hortatory Sermon on the Unity of the Churches, 1422, which look together as a teaching course composed from 22 lectures. The “teaching course” is polemical but to the minimal extent. It would be certainly useful to assess Bryennios’s knowledge of Augustine and Thomas of Aquino, whom he quoted in Greek translations. Augustine is for him a “saint” being one of the Holy Fathers proclaimed by the Fifth Ecumenical Council. 17 years later, in Florence, Marc of Ephesus will reject a testimony from Augustine as a non-authoritative author and not a saint. -

Pope John Paul II and the leaders of the Lutheran World Federation recognize this agreement as a milestone and model on the road toward visible unity among Christians. It is therefore with great joy that we present to the leadership and members of our churches this text, the tenth produced by our United States dialogue, as a further contribution to this careful and gradual process of reconciliation. We hope that it will serve to enhance our communion and deepen our mutual understanding. Catholics and Lutherans are able to “confess: By grace alone, in faith in Christ’s saving work and not because of any merit on our part, we are accepted by God and receive the Holy Spirit, who renews our hearts while equipping and calling us to good works” (JDDJ §15). We also recognize together that: “Our consensus in basic truths of the doctrine of justification must come to influence the life and teachings of our churches. Here it must prove itself. In this respect, there are still questions of varying importance which need further clarification” (JDDJ §43). In this spirit we offer the following modest clarifications and proposals. -

Chapel Hill 2013 Approved by: Michael Lienesch Susan Bickford Jeff Spinner-Halev ©2013 Casey Edward Stegman ALL RIGHTS RESERVED ii ABSTRACT CASEY EDWARD STEGMAN: From Athens to Atlantis: Democratic Mythmaking in Classical Greece (Under the direction of Michael Lienesch) This paper is concerned with political myth and the process of political mythmaking in Classical Athens (5th-4th centuries B.C.E.), and by extension, in other democracies as well. While there has been a number of political science works that have looked at how monopolistic political myths are formed in authoritarian or otherwise restricted nationalist regimes, few have considered how political myths are created and transmitted in democracies. This paper addresses this dearth in the literature by investigating the understudied phenomenon that it labels democratic mythmaking. In looking at Classical Athens, this paper illustrates that democratic mythmaking has been a part of democracy since its inception. Discussing Herodotus, The Old Oligarch, Thucydides, Isocrates, and Plato, this paper illustrates that their works: 1) refer to and describe other democratic myths; 2) contribute myths of their own; and 3) demonstrate that the process of political mythmaking in a democracy is pluralistic, contested, and above all democratic. iii ACKNOWLEDGEMENTS This thesis reflects the high level of encouragement and intellectual support I have received from faculty and friends since arriving at UNC-Chapel Hill as a graduate student in the department of political science. -

Directly below the tomb, a widow-like figure clad in black, hand on a carriage of lilies, sits despondently. In the foreground, a young defeated soldier has collapsed in the arms of a mother-figure, still holding on to his broken sword with one hand and clasping the staff with the withered Greek flag, half-covering a canon, with the other. -

THE FEAST OF THE HYPAPANTE OF THE LORD AT THE HOLY MONASTERY OF SEYDA NAYA On Saturday the 2nd/15th of February 2014, the feast of the Hypapante (Encounter) of the Lord was celebrated at the Convent of Our Lady Seyda Naya which lies opposite the Hanke Mosque in the Christian quarter, in the vicinity of the Patriarchate, home to approximately twenty-five nuns. The Vespers, Matins and Divine Liturgy were officiated by the Elder Secretary, His Eminence Aristarchos, Archbishop of Constantina. Co-officiating were Archimandrite Ignatios, the Hegoumen of the Monastery of the Shepherds in the homonymous village; the Hegoumen of the Monastery of the Prophet Elijah, Hieromonk Paisios; Archimandrite Apostolos, visiting from the Metropolis of Petra of the Church of Crete; f. Issah Touma, Head of the Cathedral of St James the Brother of God; and Hierodeacon Thaddaeus. The head cantor of the Church of Resurrection, Archimandrite Aristovoulos, directed the choir of students at the Patriarchal School in Greek, Russian and Romanian, whereas the choir of the Cathedral of St James chanted in Arabic under the direction of Mr Rimon Kamar. A great crowd of faithful, including Greeks from the Parish of Jerusalem, Arab speaking (Rum Orthodox), Russian speaking and Romanian speaking worshippers, attended the services. His Eminence Aristarchos, Archbishop of Constantina preached the Word of God to the pious congregation (see video). His Beatitude Theophilos, Patriarch of Jerusalem, arrived at the church during the Divine Liturgy accompanied by Hagiotaphite Fathers and pilgrims. The Retinue of His Beatitude, the Prelatic Retinue and the worshippers were hosted to a reception at the Abbess’ Quarters and in the forecourt of the Monastery by Abbess Serapheima, who has also undertaken the Monastery’s renovation.
