    ANNUAL REPORT 2011 EUROPEAN VALUES THINK-TANK 1 Dear Reader, you are holding the Annual Report of the European Values Think-tank, in which we would like to present our programs realized in 2011. European Values is a non-governmental, pro-European organization that, through education and research activities, works for the development of civil society and a healthy market environment. From 2005, we continue in our role as a unique educational and research organization and think tank, which contributes to public and professional discussion about social, political and economic development in Europe. In the Czech Republic we point out that, due to our membership – active and constructive – of the European Union we can for the first time in modern history participate in decision- making processes concerning the future of Europe, and ensure that we are no longer just a passive object of desire of large powers in our neighbourhood. With our international program, European Values Network, from 2007, we also contribute to a Europe-wide debate on the challenges that Europe faces today. We believe that the public and politicians do not recognize that the benefits of post-war development on our continent can not be taken for granted, and that there are many global trends that threaten the freedom, security and prosperity of Europe as a whole. We analyze these social, political, security and economic trends, and we offer solutions to problems associated with them. In addition to publishing our own books, publications, studies, recommendations, comments, and media contributions and commentary, we also organize seminars, conferences and training courses for professionals and the wider public.

    Czech debate on the EU membership perspectives of Turkey and Ukraine David Král EUROPEUM Institute for European Policy November 2005 Acknowledgement: This report was written as part of an international project, mapping the state of debate on the EU membership perspectives of Turkey and Ukraine in four Central European countries: Czech Republic, Poland, Hungary and Slovenia and undertaken jointly by EUROPEUM, Institute of Public Affairs (Warsaw), Centre for Policy Studies at CEU (Budapest) and Peace Institute (Ljubljana). Introduction The question of further EU enlargement is an issue that remained very much on the table even after the May 2004 “Big Bang” expansion of the Union. While in the ten countries that recently acceded all the efforts thus far have been focusing on the rules and conditions of entering the exclusive club, not much space in the public debate remained for discussing the issue as to what are the further steps in EU enlargement, which countries should be considered for joining and what are the stakes of the new member states, including the Czech Republic, in the whole process. This paper will look into examining the Czech attitudes towards the EU membership perspectives of two countries: Turkey and Ukraine. It will deal with the attitudes of the political representation, including the political parties, government and diplomatic service (Ministry of Foreign Affairs) and other governmental stakeholders. Further, it will try to give an account of how the issue was treated in the media, especially in the major opinion shaping newspapers. Thirdly, it will try to assess what are the other stakeholders in the process, especially within the ranks of the civil society and how they are likely to shape the public debate.

  • From Membership Referendums to European Elections
    From membership referendums to European elections Jean-Michel De Waele The wave of referendums which was organised in the eight countries of Central Europe to ratify their membership of the European Union is a fascinating subject for research. This is, in fact, almost the first time that an almost identical question has been asked to the electors of eight different states within a period of less than one year. As we shall attempt to illustrate, this phenomenon raises important questions on the use of referendums in our societies and facilitates comparison. We then proceed to update the information by setting it alongside the results of the European elections in June 2004 and the referendums on membership of the European Union organised in 2003. Did these referendums foreshadow the broad trends identified the first time the new member states had an opportunity to elect European representatives? The rising number of referendums, including the new rounds organised in the eight Central European states to ratify the European Constitution, calls for serious consideration of the referendum question. What part does the referendum play in our modern representative democracies? How do we explain the increase in the use of the referendum in the decision-making process in the European states? What is the situation elsewhere in the world? When and why was the referendum decided upon as a way of making decisions? Is it possible to make comparisons? Can explanatory models be isolated? Do states which use referendums share common political and legislative features? There are many questions to be answered, but not so many have clear answers, partly because of the scope of the questions and partly because of the lack of genuinely comparative research undertaken in recent years on the subject.

    India - Czech Republic Relations Relations between India and Czech Republic are deep rooted. According to Czech Indologist, Miloslav Krasa, "if not earlier, then surely as early as the 9th and 10th Centuries A.D., there existed both land and maritime trade routes from Asian markets to Czech lands, along which precious goods from the East, including rare Indian spices, reached this country". Relations between the two countries continued to strengthen in coming centuries with frequent exchange of visits by academicians, artists, businessmen and political leaders. By making the knowledge of India available and accessible, the scholars in the Czech Republic are continuing the long tradition of the founders of Czech Indology, dating back to the period before and particularly after the creation of independent Czechoslovakia in 1918.The comprehensive process of learning about India and of establishing contacts between Czechoslovakia and India was facilitated and accelerated by frequent visits of prominent Indian scholars, journalists, politicians and artists in Prague and other cities of Czechoslovakia. The increase in bilateral trade created even more possibilities for establishing interpersonal contacts, especially after the Czechoslovak Consulate was opened in Bombay in 1920 and later in Calcutta. Thus, a way opened for a group of people, joined not only by professional interests, but also mutual sympathies and friendships, to come together. India’s relations with the former Czechoslovakia, and with the Czech Republic, have always been warm and friendly. Gurudev Rabindranath Tagore visited Czechoslovakia in 1921 and 1926. A bust of Tagore is installed in an exclusive residential area in Prague named after Tagore. The Indian leader, who visited Czechoslovakia the most times between 1933 and1938 was Netaji Subhash Chandra Bose.

Prospective members (ODS, TOP 09, and VV) of the governing coalition share similar views on Czech foreign policy, thereby they will easily reach a consensus on foreign policy. The new government is likely to maintain a foreign policy course - as set out in 2002 - in which Prague pursues a realist EU policy and acts as a reliable ally of the US. Foreign policy priorities will include energy security, policy towards Eastern Europe, human rights, and economic diplomacy.     Jan Kavan The Future Functioning of the European Union (The European Policy Center, Brussels, February 22, 2002) Ladies and Gentlemen, It is a pleasure and honour for me to be here today and share with you some thoughts and observations on European integration and its future from the point of view of a candidate country. I appreciate the opportunity to address the distinguished audience of the European Policy Center. The contribution of the European Policy Center to the development of European integration concepts is highly appreciated. Eastern and Southern enlargement is one of the major issues which is currently on the agenda of the European Union. When this enlargement is completed, it will be a unique historical achievement. It will end the artificial division of Europe after the Second World War. At the same time it will organically connect co-operation with stability and solidarity and replace the infamous ‘concert of great powers’. If integrated Europe incorporates new members in accordance with the scenario laid down in Nice, European politics will prove that the states of the Old Continent want to cooperate more closely and pursue common policy in order to handle new challenges which are facing us all. It will continue to eliminate old prejudices in order to express their desire to bring down boundaries and all sorts of obstacles and to express the determination to create and multiply new opportunities. The enlarged Europe will be ready to share responsibility and to serve as an example in the process of globalization.   • Dynamics of New Party Formation in the Czech Republic Since 1998
    Dynamics of new party formation in the Czech Republic 1996-2010: Looking for the origins of a ‘political earthquake’ Introduction Together with Hungary and Slovenia, the Czech Republic was until recently one of a small number of Central and East European (CEE) democracies, whose relatively closed and stable patterns of party politics made them broad outward approximations of West European type party systems. From its consolidation in 1992-6, the Czech party system, in particular, was characterised by a pattern of stability centred on the continual parliamentary presence of four strong parties with ‘standard’ political profiles which had integrated relatively successfully with West European party families: the Civic Democratic Party (ODS), the Czech Social Democratic Party (ČSSD), the Christian Democratic Union – Czechoslovak People’s Party (KDU-ČSL) and the Communist Party of Bohemia and Moravia (KSČM). Although the Czech political scene was marked by some electoral volatility, this seems largely to have taken the form of voters shifting between these four established actors, rather stemming from the successful emergence of new contenders (Powell and Tucker 2009; Mainwaring et al 2009; Deegan-Krause and Haughton 2010).1 A partial exception to this pattern could be found in what might be termed the ‘liberal centre’ of Czech politics which generated a succession of small short-lived market-oriented parties all seeking in different ways to combine economic liberalism with quality of governance issues such as ecology, decentralisation and civil society development (Pšeja and Mareš 2005; Deegan-Krause and Haughton 2010; Hanley 2010a). Overall, however the Czech party system could be viewed as consolidated and stable one with little scope – or little or no need – for significant new parties to emerge.

    India-Czech Republic Bilateral Relations India’s relations with the former Czechoslovakia, and with the Czech Republic, have always been warm and friendly. Pandit Jawaharlal Nehru accompanied by his daughter Indira Gandhi visited Prague in 1938, and subsequently influenced the strong condemnation of the 1938 Munich Pact by the Indian nationalist movement. Diplomatic relations with Czechoslovakia were established on November 18, 1947. Presidents Dr. S. Radhakrishnan, Giani Zail Singh and R. Venkataraman visited Czechoslovakia in 1965, 1983 and 1988 respectively. Prime Minister Pandit Jawaharlal Nehru paid a visit in 1955, as did PM Smt. Indira Gandhi in August 1972 and Rajiv Gandhi in August 1986. Foreign Minister Jiri Dienstbier made the first high level contact after the Velvet Revolution in November 1990. Indian Minister of State for External Affairs R.L. Bhatia was the first non-European Minister to visit the Czech Republic following the dissolution of CSFR. 2. High level visits have been maintained after the Czech Republic came into existence after bifurcation of Czechoslovakia on 1 January 1993.
