The constitution gives the federal and state governments the power to "control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam." The constitution also defines ethnic Malays as Muslim. Civil courts generally ceded authority to Sharia (Islamic law) courts on cases concerning conversion from Islam, and Sharia courts remained reluctant to allow for such conversions. There was no change in the status of respect for religious freedom by the government during the reporting period. Muslims generally may not legally convert to another religion, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The government maintains a dual legal system, whereby Sharia courts rule on religious and family issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the civil court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non-Muslims.

Sebelumnya pada Jumat (13/8) Muhyiddin secara terbuka mengakui ia tak memiliki suara mayoritas di Parlemen dan meminta dukungan dalam voting mosi tidak percaya pada September nanti. Sebagai imbal balik, Muhyiddin menjanjikan tujuh tawaran kepada para pemimpin partai oposisi. Di antara tujuh penawaran tersebut adalah pembatasan masa jabatan Perdana Menteri menjadi maksimal dua periode, dengan satu periode lima tahun, pengajuan RUU Anti Lompat Partai, serta mengurangi batasan usia pemilih dari semula 21 tahun menjadi 21 tahun. Hari ini partai oposisi ramai-ramai menolak tawaran tersebut, salah satunya Pakatan Harapan. “Ini adalah kali pertama dalam sejarah Malaysia seorang Perdana Menteri mengakui ia telah kehilangan suara mayoritas, tapi terus mencari dukungan,” menurut keterangan resmi Pakatan Harapan. “Pakatan Harapan telah mengambil sikap untuk menolak keras semua tawaran tidak tulus dari Tan Sri Muhyiddin yang seharusnya dilakukan lebih awal dan bukan pada akhir kehidupan politiknya.” Penolakan juga disampaikan oleh Presiden UMNO Datuk Seri Ahmad Zahid Hamidi dan Presiden Pejuang Tanah Air, Mukhriz Mahathir. “UMNO tidak bisa mempertimbangkan tawaran dari seseorang yang tidak lagi memiliki legitimasi,” kata Ahmad Zahid dalam keterangan resmi.     03/01/2002 Already making WAVes Sofianni Subki GENDER discrimination, the struggles of single mothers, delays at the syariah courts in dealing with problems faced by divorced Muslim women, violence against women and sexual harassment are but just a few in the long list of issues that still beset the female population in Malaysia. The formation of the Women and Family Development Ministry (previously known as the Women's Affairs Ministry) on Jan 17 last year was understandably greeted by a huge sigh of relief from concerned quarters. Importantly, it reflected the Government's seriousness at solving problems faced by our women - and that was encouraging. Women leaders and women's groups felt that the new Ministry, headed by Datuk Shahrizat Abdul Jalil, would be able to ensure speedier resolutions to women's issues and concerns. They felt that with a Minister representing the gender, women's issues will deservingly be profiled at the Cabinet. (Previously, women's issues were handled by the Women's Affairs Department or Hawa which was placed under the Prime Minister's Department. At the time, the role of Hawa was huge but its capacity was limited as its functions covered every possible aspect of women's development on a national scale. With the establishment of the Ministry, Hawa's responsibilties have become more demarcated and it is now able to concentrate on implementation of programmes and provision of support services to women in need.)     Speech by DAP Secretary General Lim Guan Eng at the DAP National Special Congress on 12 November 2017 at the IDCC Shah Alam, Selangor A Democratic, Progressive and Prosperous Malaysia for the many Preamble We, the DAP national delegates, gather here today for our National Special Congress as requested by the Registrar of Societies (ROS) to hold a fresh election for the Central Executive Committee members, once again. We had earlier decided to accept the instructions by the ROS, under protest. Since the last National Conference on 4th December 2016, we lost two of DAP’s most important national leaders, the former Secretary-General and my university mate Sdr. Kerk Kim Hock and the former Perak Chairman and one of the earliest DAP members Sdr. Lau Dak Kee. Both of them were detained under the Internal Security Act during the Ops Lalang in 1 987. Let us pay tribute to Sdr Kerk and Lau for their contributions to the Party and to Malaysia, especially during difficult dark years. 1. Crisis and leadership Before I proceed into the details of this special meeting, let us together express DAP’s solidarity with the people of Penang for the recent unprecedented natural disaster of worst flood and storm in history that befell upon us on 4th and 5th November. No words can fully grasp the unexpected calamity. On behalf of DAP, let me express my sincerest gratitude to Penangites and Malaysians that have helped our people during the tumultuous time, and those who continue to assist us till this very moment. Your precious assistance, contributions and donations will forever be appreciated.
