PES • PSE • SPE European Parliament rue Wiertz B 1047 Brussels PES report of activities 2001-2004 (24 April 2004) Introduction During the period between the 2001 Berlin Congress and 2004 Brussels Congress the Party of European Socialists has faced challenges both in political and organisational terms. After a period of extraordinary electoral success in the second half of the nineties, governmental participation of PES parties has gone down. Within the EU PES parties are in government in 6 out of 15 Member states, in the new Member States PES parties are in 5 out of 10 governments. There is however no reason to conclude that European Social Democracy is facing an electoral crisis. The vast majority of EU citizens from May 1 st onwards are governed at national level led by a PES party (Germany, United Kingdom, Sweden, Spain, Poland, Czech republic, Hungary and Lithuania) or by a government with PES party participation (Belgium, Finland and Slovenia.). Fact remains that during the period 2001-2004, President Robin Cook and the Presidency had to adapt the activities to the fact that less than before PES parties were governmental parties. The role of PES ministerial co-operation has decreased and more than before the PES has undertaken major policy co- ordination projects of its own. Two major policy co-ordination projects The co-ordination of the Social Democrat and Socialist members of the European Convention under the leadership of Giuliano Amato and later the globalisation project under the leadership of Poul Nyrup Rasmussen have been project of a magnitude and an impact the PES has never seen before. -

IZA Policy Paper No. 44 July 2012 ABSTRACT * Can the University Save Europe? Higher education is in the position to save Europe by rendering a substantial contribution to sustainable economic growth. For that purpose higher education must strengthen its innovative power in entrepreneurship education and by focusing research more on societal problems, while being better empowered and enabled by Governments. Universities must show leadership in resolving or channeling the major societal questions. More European competition between universities in education and research would be helpful. Universities can contribute to recreating hope and optimism through more innovation in the economy. Chef van de redactie buitenland was dr. Anton Constandse. Van 1946 tot en met 1948 had ik de opleiding voor de diplomatieke dienst gevolgd van het Nederlands Opleidings Instituut voor het Buitenland (NOIB) op Nijenrode. Van 1948 tot en met 1950 volgde ik op het Yale College in New Haven, Connecticut, de studie Political Science and International Relations. Inmiddels 25 jaar geworden twijfelde ik steeds meer aan een leven als ambtenaar van het Ministerie van Buitenlandse Zaken. Was ik niet een te vrijgevochten en te zelfstandig denkende vogel om zonder tegensputteren of mokken braaf Haagse opdrachten uit te voeren waar ik het wellicht faliekant mee oneens zou zijn? Van een dergelijke incompatibilité d'humeurs zou immers alleen maar gedonder kunnen komen. Op het Yale College had ik in dit verband al het een en ander meegemaakt. In 1949 was ik tot praeses van de Yale International Club gekozen, een organisatie voor de in New Haven studerende buitenlandse studenten. Nederland knokte in die dagen onder de noemer van ‘politionele acties’ tegen Indonesië. Ik nodigde ambassadeur F.C.A. -

The Connnission and national experts were sched uled to discuss the document again this month, before in viting connnents from national business associations. In the meantime, however, Brussels has been taken by surprise by the publication of the confidential preliminary draft in a respected German financial newspaper. Connnission offi cials are now trying to counter criticism of business rep resentatives, who have described the draft as being "too narrowly conceived, contradictory, and impractical." The regulation would relieve the parties both from no tifying the Connnission and from applying for an exemption for a restrictive licensing agreement (as they are required to do now) if the latter meets the criteria set out in the draft regulation. A block exemption would greatly ease the Connnission's work load because the applications for exemp tions have been piling up by the tens of thousands. -

In Een Open Zenuw. Nederland, Israël en Palestina vraagt Peter Malcontent zich af waarom het in Nederlandse wetenschappelijke kringen stil blijft wanneer het ‘Israël/Palestina-conflict’ ter sprake komt.1 Hij relateert dit stilzwijgen aan het gegeven dat het ‘conflict’ altijd een ‘open zenuw’ is geweest voor de Nederlandse regering en dat de emoties op politiek, wetenschappelijk en publiek niveau vaak hoog oplopen. Volgens Malcontent ontbreekt het in deze debatten aan nuance en historisch besef. Door middel van uitgebreide historische documentatie en analyses biedt Een Open Zenuw nieuwe inzichten in de ontstaansgeschiedenis van dit ‘conflict’ en de Nederlandse rol erin. In tegenstelling tot de beperkte en verouderde bestaande literatuur, die zich voornamelijk richt op de verhouding tussen Nederland en Israël of zich limiteert tot specifieke perioden in de geschiedenis van het ‘conflict’, biedt Malcontent voor het eerst een wetenschappelijke interpretatie van de integrale geschiedenis van de Nederlandse houding ten opzichte van het Israël/Palestina-conflict. Hij kijkt daarbij niet simpelweg naar de vraag ‘hoe kunnen we een einde maken aan het conflict?’, maar richt zich op de bredere historische context die tot het conflict heeft geleid.2 Verfrissend is Malcontents poging verder te kijken dan het incomplete historisch geheugen dat het ontstaan van ‘het conflict’ kenmerkt als na 1945. Anders dan de meeste bestaande studies schenkt Malcontent ook gedegen aandacht aan de wijze waarop de Palestijnse kwestie in de Nederlandse context vorm kreeg en hoe deze, in tegenstelling tot Israël, constant het onderspit delfde. -

Articles 27/01/12 12:10 PM Issue 66 - 19th January, 2012 IndoDutch Relations A Great Year Past Trade and commercial relations between India and The Netherlands have seen a steady positive influx since 1940s with a further strengthening of mutual ties after India’s economic liberalisation in the 90s. 2011 too has seen an insurgence in bilateral relationships between India and The Netherlands in various areas like trade and investment, science and technology, information and communication technology, education and culture. Anuradha Gupta of the West Holland Foreign Investment Agency (WFIA) shares with us some important bi-lateral milestones of the year gone by, that firmly indicate that both India and The Netherlands see each other as strategic economic partners. The relationship between India and The Netherlands stretches as far back as 1602 when the chartered company, The Dutch East India Company was established and the States- General of the Netherlands granted it a 21-year monopoly to carry out colonial activities in Asia. This company flourished for almost two centuries but was finally dissolved due to bankruptcy as a result of corruption. Although the Dutch East India Company was no longer in existence since late 18th century, this was the start of an ongoing trade relationship that has evolved and strengthened through the centuries. Visions and missions Since the beginning of the year there have been several trade missions and business relations established between The Netherlands and India. A number of high-level official visits have taken place including visits by Dutch Minister of Infrastructure & Environment as well as by Mayors of Rotterdam and Amsterdam and Vice Mayor of The Hague with delegations. -
