Children Now conducted the first study to examine the availability and diversity of children programming in an increasingly consolidated media marketplace. Los Angeles was selected as a case study for this research because it is the second largest media market in the country, and two duopolies now exist among its television stations. The study compared the children's programming schedules from 1998, when the market's seven major commercial broadcast television stations were owned by seven different companies, to 2003, after consolidation reduced the number to five. The findings suggest that changes to the current ownership policies will have a serious impact on the availability and diversity of children's programming.

From what I can tell, the Hasbro/Discovery partnership in The Hub has been an amazing success. I watch the channel almost every day. Most of its programming is--and has been, for the past 3.5 years--excellent. From the original series (FiM, Pound Puppies, Strawberry Shortcake, LPS, Dan Vs., Aquabats Super Show, Family Game Night, Care Bears, Transformers, Haunting Hour), to all the other wonderful shows/sitcoms (oh my goodness!! Tiny Toon Adventures, Animaniacs, Goosebumps, Laverne & Shirley, Happy Days, Mork & Mindy, Step By Step, Who's the Boss, Family Ties, The Facts of Life, Sister, Sister, Sabrina, Atomic Betty, etc.), to the extremely well-chosen family movies (I loved it when they aired the Homeward Bound films, All Dogs Go to Heaven 2...today I saw Spaceballs...and they've just made so many other great movie picks every season.) They've been an outstanding example of listening to your viewers and giving them what they want. Even their misfires and middle-of-the-road shows are more than bearable (SheZow, animated Sabrina, Teenage Fairytale Dropouts, Kid President, Parents Just Don't Understand, and such.) If Hasbro were to grow dissatisfied with controlling six hours of its toy-based cartoons daily on Hub (which seems like a fair deal they've cut, tbh), and moved them over to Cartoon Network or Disney...well, at least the shows would still continue on, and be a MASSIVE boon to either of those channels.

    Big Media, Little Kids: Media Consolidation & Children’s Television Programming A Report By Children Now May 21, 2003 www.childrennow.org BIG MEDIA, LITTLE KIDS: MEDIA CONSOLIDATION AND CHILDREN’S TELEVISION PROGRAMMING KEY FINDINGS The Federal Communications Commission is currently considering modifying or eliminating existing media ownership rules. Children’s advocates are concerned that any changes to these rules could negatively affect the already limited amount and types of programming available for children. In order to inform the Commission’s upcoming rulemaking, Children Now conducted the first study ever to examine the availability and diversity of children’s programming in an increasingly consolidated media marketplace. Children Now selected Los Angeles as a case study for this research because it is the second largest media market in the country and two duopolies now exist among its television stations. The study compares the children’s programming schedules from 1998, when the market’s seven major commercial broadcast television stations were owned by seven different companies, to 2003, after consolidation reduced the number to five. The findings suggest that changes to current ownership policies will have a serious impact on the availability and diversity of children’s programming. Number of Children’s Series • The number of children’s series broadcast in Los Angeles has decreased by nearly half since 1998. • Most of the decreases in the number of children’s series in Los Angeles occurred on three of the four stations that are part of media duopolies. Hours of Programming • From 1998 to 2003, the number of hours each week devoted to children’s programming in Los Angeles decreased by more than 50%.

    PART I. INTRODUCTION A. Overview The past 12 months have been the most momentous period in the history of the television violence issue. A year ago there were no V-chips, television content ratings, minimum air time requirements for educational television or public discussions about the context in which television violence occurs. Now these developments frame the television violence issue. In September 1995 the UCLA Center for Communication Policy released its first report on the state of television violence. Rather than examining a one- or two-week sample that might contain unusually light or heavy concentrations of violence, the Center thoroughly examined every series, television movie, theatrical film and Saturday morning children’s program on broadcast network television. In addition, we monitored every on-air promotion and advertisement aired during this programming. Our report found that while there were positive signs in the areas of network television series and television movies, there were significant problems in the areas of theatrical films shown on television, on-air promotions and children’s television. Last year’s report concluded with an analysis of the 1994-95 television season, a series of recommendations that we felt would significantly address television violence and an invitation to the broadcast networks to work with us over the next year on this issue. Upon its release, the four networks promised to carefully study the report and its recommendations and accepted the offer to work together on this very difficult and contentious problem. While much work remains to be done over the third and subsequent years of this process, we are happy to report that the broadcast networks were serious in their desire to work with us to improve the ways in which they deal with television violence.
