    EMERGENCY OPERATIONS PLAN (BASE PLAN) CUYAHOGA COUNTY Executive Edward FitzGerald PREFACE In Cuyahoga County, the management of emergencies begins well before they strike, through collaborative planning and capacity building. The public, private, and non-profit sectors, as well as individual citizens, must work together to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose a risk to Cuyahoga County. The Cuyahoga County Emergency Operations Plan represents a combination of best practices, collaborative planning, and lessons learned from real world response. The plan is designed to save lives, reduce injuries, and limit property damage before, during, and after an emergency. It describes the notification and communications process, as well as how resources are mobilized and coordinated in support of the local jurisdiction that retains primary responsibility for the safety of its citizens during an emergency. This plan supersedes all previous versions and may be modified only upon my approval or, under the appropriate circumstances, upon approval of the Deputy Chief of Staff for Public Safety & Justice Services, the Director of Public Safety, or the Administrator of the Office of Emergency Management. Upon my authorization, this plan may be fully or partially activated to manage natural, technological and human-caused incidents that occur in Cuyahoga County. WHEREAS, the County owns and operates a public airport known as the Cuyahoga County Airport for the convenience and necessity of the citizens of its County; and WHEREAS, the Airport is located at 26300 Curtiss Wright Parkway, Richmond Heights, Ohio 44143 and situated in the cities of Richmond Heights, Highland Heights, and Willoughby Hills, and in both Cuyahoga and Lake Counties; and WHEREAS, there is an awareness on the part of the County and the communities surrounding the Airport that the operation and activity at the Airport may generate an adverse noise impact on the surrounding areas; and WHEREAS, it is necessary that this Resolution become immediately effective in order that critical services provided by Cuyahoga County can continue and to provide for the usual, daily operation of a County entity. NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COUNCIL OF CUYAHOGA COUNTY, OHIO: SECTION 1. That the County Council hereby authorizes the County Executive to execute a non-binding Joint Statement, attached herein as Exhibit A, to address the noise impact of the Cuyahoga County Airport. SECTION 2. It is necessary that this Resolution become immediately effective for the usual daily operation of the County; the preservation of public peace, health, or safety in the County; and any additional reasons set forth in the preamble.

    FAA Runway Safety Report Runway Incursion Trends and Initiatives at Towered Airports in the United States, FY 2000 – FY 2003 August 2004 Preface THE 2004 RUNWAY SAFETY REPORT1 presents an assessment of runway safety in the United States for fiscal years FY 2000 through FY 2003. The report also highlights runway safety initiatives intended to reduce the severity, number, and rate of runway incursions. Both current progress and historical data regarding the reduction of runway incursions can be found on the Federal Aviation Administration’s (FAA) web site (http://www.faa.gov). Effective February 8, 2004, the FAA implemented an organizational change that created an Air Traffic Organization (ATO) in addition to its Regulatory functions. Safety Services, within the ATO, has assumed the responsibilities of the former Office of Runway Safety. Therefore, this FAA Runway Safety Report, which covers a period prior to the implemen- tation of the ATO, is the last in a series of reports that exclusively presents information on runway safety.     Cuyahoga County Airport - Master Plan Update – Draft Final Report CHAPTER 3 - AVIATION FORECASTS 3.01 Forecast Overview The first step in updating aviation forecasts at Cuyahoga County Airport is to define the standard indicators of aviation activity, and identify what data are available for these indicators. The next step is to review past studies of the airport to identify the forecasting processes that were employed. The findings of these studies are then compared to the actual activity to help identify which forecasting methodologies appear to be the most applicable to the airport. Local socioeconomic indicators are also reviewed to determine the applicability of national trends to the activity at Cuyahoga County Airport. Various forecasting resources are then used as the basis for preparing updated forecasts. 3.01-1 Existing Indicators of Aviation Activity There are two primary measures of aviation activity at general aviation airports: based aircraft and annual operations. At Cuyahoga County Airport there are two types of “based aircraft.” The first type is the “traditional” based aircraft, which are those aircraft that are kept at the airport either in hangars or tied-down when not in use. The second type is the fractional ownership aircraft, which have a mailing address at the airport, but typically are not present at Cuyahoga County Airport between flights. Annual operations are the total of all types of operations that occur at the airport in a year. Data have been collected for existing and historic levels of all based aircraft and annual operations at Cuyahoga County Airport as the starting point for preparing updated forecast projections.
