From Behind the Lens: Police Officer Perceptions as Body-Worn Cameras are Introduced Into the New York City Police Department Abstract In 2014, the U.S. District Court ordered the New York City Police Department (NYPD) to test the use of body-worn cameras (BWCs) after finding that their stop, question, and frisk practices violated the rights of some minority New Yorkers. The ruling in Floyd v. City of New York (2013) mandated the recording of future interactions to determine if behavior would be influenced. A otalt of 54 volunteer officers wore a BWC for a 1-year period and were assigned to six precincts, all selected due to the high frequency of stop, question, and frisk reports prepared by patrol officers. Thisesear r ch examined patrol officer perceptions of the BWC from the lens of the NYPD’s two-officer patrol car. The study revealed unique access to 54 volunteer officers and their non-camera-wearing patrol partners, as they recorded citizen interactions during this pilot period. Further, this study examined the extent officers were open to the adoption of BWCs, providing some of the first-ever evidence for or against claims of increased transparency, accountability and improvements in both officer and citizen behavior during encounters. The respondents’ demographic data were analyzed to determine any relationship with particular viewpoints toward the BWC. The results suggest that patrol officers ear in favor of the adoption of a BWC program, and that the BWC had little to no effect on their patrol partnerships. Results also suggest that officerselt f comfortable wearing BWCs, and that regardless of their age, gender, years of police experience or years partnering, the existence of the BWC made for better police service in New York City. Hickman, Sr. is currently the Special Operations Lieutenant at the 49th Precinct of the New York City Police Department. Mr. Hickman attended Polytechnic Institute of New York University from 1997 to 2001 and graduated with a Bachelor of Sciences degree in Mathematics. He attended Seton Hall University from 2008 to 2011 and graduated with a Master of Arts degree in Police Studies. He came to St. John Fisher College in the summer of 2015 and began doctoral studies in the Ed.D. Program in Executive Leadership. It is negligent and a blatant provocation -especially in the context of the over-policing of Black and Latinx communities for social distancing violations.     Statistical Bulletin Crime in England and Wales, Year Ending June 2014 Coverage: England and Wales Date: 16 October 2014 Geographical Area: Local Authority and County Theme: Crime and Justice Key points • Latest figures from the Crime Survey for England and Wales (CSEW) show that, for the offences it covers, there were an estimated 7.1 million incidents of crime against households and resident adults (aged 16 and over) in England and Wales for the year ending June 2014. This represents a 16% decrease compared with the previous year’s survey, and is the lowest estimate since the survey began in 1981. • The CSEW covers a broad range of victim based crimes and includes crimes which do not come to the attention of the police. Decreases were evident for all major crime types compared with the previous year; violence saw a 23% fall, criminal damage fell by 20%, and theft offences decreased by 12%. • In contrast, police recorded crime shows no overall change from the previous year, with 3.7 million offences recorded in the year ending June 2014. Prior to this, police recorded crime figures have shown year on year reductions since 2003/04. • The renewed focus on the quality of crime recording is likely to have prompted improved compliance with national standards in some police forces, leading to more crimes being recorded. This is thought to have particularly affected the police recorded figures for violence against the person (up 11%) and public order offences (up 6%). • The number of police recorded shoplifting offences showed a 5% increase compared with the previous year.

Despite the City’s best efforts, property and violent crimes have continued to rise. Moreover, the numbers of homicides and shooting victims were at their highest levels since 2007 and 2010, respectively. Since my appointment as Police Commissioner, the Philadelphia Police Department has launched a progressive Crime Prevention and Violence Reduction Strategy. This strategy is based on research, thorough evaluation of current and past strategies, and input from internal and external stakeholders. Our findings illuminate the need to reinforce and expand our current “Operation Pinpoint” strategy by grounding our work in common goals - increase community safety, and enhance this strategic framework to foster effective collaboration to reduce violent crime. This report outlines our plan to curb violence in Philadelphia. This action plan is a living document that will be revisited and revised as conditions dictate, in order to best respond and serve the City of Philadelphia and our communities. As law enforcement professionals, we constantly adapt to ever changing landscapes whether driven by shifts in leadership, resources, community needs, the environment, law or technology.

W. Franc Perry, Chair Rules and order of meeting were announced by Chairperson, Frank Perry. Community Board 10 called the meeting to order at 6:21 p.m. Community board 10 Chairman, Frank Perry welcomed back the community to the first board meeting of the 2010 – 2011 session. Crystal McKay, Sergeant-at-arms, reviewed appropriate behavior and protocol for community board meetings. I. Community First – Henrietta Lyle, Vice Chair opened the Community First segment of the meeting she then called upon: Lermond Mayes of Councilwoman Inez Dickens’s office welcomed backed Harlem residents to the meeting. He announced that word from the Department of Education that P.S. 123 and the Harlem Success Academy have settled their dispute. Nine classrooms will be given back to P.S.123 from Harlem Success Academy. They are asking for parents of P.S.123 to continue the enrollment process for September 2010 school year. HSA will be actively searching for space to expand their program. This will settle the dispute between Charter School and P.S.123 parent. Mr. Mayes introduced two new members to their office. Ethan Mulligan will handle duties and responsibilities in the Upper Manhattan region, above 96 th Street.
