Sledge, Student Member, IEEE, Matthew S. Emigh, Member, IEEE, and José C. Príncipe, Life Fellow, IEEE Abstract—Reinforcement learning in environments with many action-state pairs is challenging. At issue is the number of episodes needed to thoroughly search the policy space. Most conventional heuristics address this search problem in a stochastic manner. This can leave large portions of the policy space unvis- ited during the early training stages. In this paper, we propose an uncertainty-based, information-theoretic approach for performing guided stochastic searches that more effectively cover the policy space. Our ap- proach is based on the value of information, a criterion that provides the optimal trade-off between expected costs and the granularity of the search process. The value of information yields a stochastic routine for choosing actions during learning that can explore the policy space in a coarse to fine manner. We augment this criterion with a state-transition uncertainty factor, which guides the search process into previously unexplored regions of the policy space. We evaluate the performance of uncertainty-based value-of-information policies on aspects of the games Centipede and Crossy Road. Our results indicate that the uncertainty-based value-of-information criterion yields better-performing policies in fewer episodes than stochastic-based exploration strategies. We show that the training rate for our approach can be further improved by using the policy cross-entropy to guide our criterion’s hyperparameter selection.

Thirdly, this submission addresses some of the issues facing game de- velopment in Australia. The issues addressed are taxation issues related to crowdfunding, the effects of geographic remoteness and the effects of the so-called ’Australia Tax’. The Applicants and the Commission shall collectively be referred to as the “Parties.” WHEREAS, the Commission is responsible for the administration and enforcement of R.C. Chapters 2915 and 3772 and the rules adopted thereunder, the provisions of which regulate skill- based amusement machines in the State of Ohio, including the licensing of key employees, vendors, operators, and locations; WHEREAS, on July 2, 2018, the Applicants applied for skill-based amusement machine licensure: a Type-C Operator License and a Key Employee License. On February 12, 2020, the Commission, pursuant to its authority to regulate the licensing and conducting of skill-based amusement machines in this State, notified the Applicants of its intent to deny their applications based on a preliminary determination that they had failed to establish their suitability by clear and convincing evidence; WHEREAS, the Applicants requested a hearing to further substantiate their suitability for licensure. Due to COVID-19 concerns, the initial hearing date was postponed and since has been rescheduled to allow the Parties to resolve the matter by this Agreement;
