CREW’s key findings: 20 senators (5 Democrats, 1 Independent, and 14 Republicans) paid family members through their congressional offices, campaign committees and political action committees (PACs); 30 senators (10 Democrats and 20 Republicans) have family members who lobby or are employed in government affairs; 26 senators (12 Democrats and 14 Republicans) have paid a family business, employer, or associated nonprofit; 7 senators (5 Democrats and 2 Republicans) used their campaign money to contribute to or pay a family member’s political campaign; 3 senators (1 Democrat and 2 Republicans) charged interest on personal loans they made to their own campaigns; 11 senators (6 Democrats and 5 Republicans) earmarked or directed money to a family business, employer, or associated nonprofit.     Testimony of Norman Kirk Singleton President, Campaign for Liberty Hearing on Legislative Proposals for Increasing Transparency Before the House Committee on Oversight and Government Reform Thursday March 23, 2017 Chairman Chaffetz, Ranking Member Cummings, and all members of the Committee, on behalf of Campaign for Liberty’s almost half-a-million members, thank you for allowing me to testify in support of the Federal Reserve Transparency Act (H.R.24/S. 16), popularly known as Audit the Fed. Audit the Fed was introduced in the House by Representative Thomas Massie and in the Senate by Senator Rand Paul on the first day of the 115 th Congress. It currently has 92 cosponsors in the House and 14 cosponsors in the Senate. Audit the Fed has twice passed the House of Representatives. In 2012 it passed by a vote of 327- 98, and in 2014 it passed by a vote of 333-92. In 2015, the bill received 54 votes in the Senate, and was supported by every Senator running for President, as well as then-candidate Donald Trump. Audit the Fed is a simple one-page bill that removes the restrictions preventing the General Accounting Office ( GAO) from conducting a full audit of the Federal Reserve’s conduct of monetary policy. Specifically the bill allows the GAO to audit: 1. Transactions for or with a foreign central bank, government of a foreign country, or a private international financing organization; 2. OVERVIEW: SUNLIGHT ON SURVEILLANCE Americans increasingly are aware that the massive US intelligence system that had failed to prevent the 9/11 attacks remains prone to what President Obama terms a “systemic failure.”1 The 2009 Christmas Day plot to bomb an airplane bound for Detroit was not, the President said, “a failure to collect intelligence. It was a failure to integrate and understand the intelligence that we already had.” 2 The false assumption that the nation can be kept safe by applying “advanced technology” to massive databases, sharing the information with a wide range of partners, and “integrating all instruments of national power to ensure unity of effort” (to quote from the National Counter- Terrorism Center’s mission statement) has fostered the emergence of a national security surveillance state. This complex involves federal, state, and local law-enforcement agencies, as well as private entities and foreign governments. Today, some 800,000 local and state operatives are dispersed throughout American cities and towns, filing reports on even the most common everyday behaviors and feeding this information into state, local and regional “fusion centers” under the auspices of a National Strategy for Information Sharing or ISE.3 This initiative facilitates near real-time sharing of information from a variety of databases among law enforcement officials and others. A new “homeland security” industry is flourishing, with lucrative gains going to Lockheed Martin, Raytheon, Boeing, Northrop Grumman and other major defense contractors, despite their reportedly inadequate performance. 4 The loss to civil liberties and potential for abuse is far-reaching.
