Introduction The World Bank / GPOBA and the Government of Nepal are implementing the 'Output Based Aid (OBA) for Municipal Solid Waste Management Project' which aims to improve access to high quality and financially sustainable SWM services in participating municipalities through the provision of a performance-based service delivery subsidy to support gradual improvements in cost recovery in parallel with service quality improvements over a four-year period. The Solid Waste Management Technical Support (SWMTSC) and the Town Development Fund (TDF) are jointly providing technical and project management support to the Participating Municipalities to implement the activities covered by the OBA grant. After piloting the concept in two small hill towns (Tansen and Dhankuta), a second batch of three larger municipalities (Pokhara, Lalitpur and Ghorahi) are now being targeted. These municipalities have recently developed their long term Solid Waste Management (SWM) strategic plans, but they still lack a focused plan to translate the strategy into actions and initiatives aimed at improving the quality and financial sustainability of SWM services. The municipalities therefore need support in preparing Solid Waste Management Service Improvement Plans (SWM-SIPs). The present report is a Draft Final SWM-SIP for Lalitpur Sub-metropolitan City. The Draft Final SWM-SIP is based on the SWM strategic plan for Lalitpur Sub-metropolitan City1, the ADB report from 20132 and adjusted and supplemented with findings from meetings and discussions with the municipality and other stakeholders in December 2014, February 2015 and September-November 2015. The SIP report is also based on the Situation Analysis

The independent consultants have reviewed all the available reports in the context of ADB Guideline for Resettlement. In the process of independent assessment, the consultants made revisit of the T/L alignment and relocate house structures. Similarly, plant/vegetation and crop inventories have been prepared to assess the losses. Extensive discussion were held with the NEA officials for the development of the resettlement policy framework for the project, taking consideration of the HMG’s rules, regulations and practices and ADB policy on resettlement. The report presented is in the ADB report format and addresses the issues as per the ADB requirement.

River stability is of great concern as the unstable segment of river may pose threat on infrastructures, and adjacent cultivated lands and settlement areas. In this light, the preliminary assessment of the Kodku River as a part of the stability assessment was undertaken. The broad level geomorphic and hydrologic parameters, and Level I and II classifications of the river were made to assess for stability condition. The Kodku River is a fifth order stream, extending for about 15.86 km and its watershed covering an area of 35.67 sq. km. The relative relief is extremely high to low, and diminishes with change of landforms from steep terrain in the southern part to the gentle sloped terraces in the northern part of the watershed. Drainage texture is fine to very coarse, from the southern to the norther parts of the watershed. All the stream segments are sinuous (K = 1.2) whereas the Arubot Segment is the highly meandering (1.7).

The consequences for Land Use/Land Cover (LULC) dynamics and Surface Urban Heat Island (SUHI) phenomena are poorly understood for many new cities. We explore this issue and their inter-relationship in the Kathmandu Valley, an area of roughly 694 km2, at decadal intervals using April (summer) Landsat images of 1988, 1998, 2008, and 2018. LULC assessment was made using the Support Vector Machine algorithm. In the Kathmandu Valley, most land is either natural vegetation or agricultural land but in the study period there was a rapid expansion of impervious surfaces in urban areas.

However, there are still many challenges related to equity when the net enrolment data are disaggregated at the district and school level, which are crucial and cannot be generalized. As per Flash Monitoring Report 2014- 15, the net enrolment rate for girls is high in primary school at 93.6%, it is 59.5% in lower secondary school, 42.5% in secondary school and only 8.1% in higher secondary school, which show that fewer girls complete the full cycle of education.
