51. *Dr. Mahreen Razaque Bhutto:

Will the Minister for Education, Trainings and Standards in Higher Education be pleased to state:

(a) whether it is a fact that the Ministry has database of all the students going abroad for higher studies; if not, the reasons thereof;

(b) if so, the year-wise total number of students returned from abroad during the last five years?

Minister for Education, Trainings and Standards in Higher Education: (a) Yes, Higher Education Commission (HEC) is maintaining the proper database of all the scholars sent abroad by HEC for higher studies.

(b) The year-wise total number of students returned from aboard during the last five years are as under:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) whether there is any proposal under consideration of the Government to reduce certain categories of employees of the public sector through the process of attrition; if so, the details thereof; and

(b) whether it is a fact that a benchmark has been fixed for such reduction of employees; if so, the details thereof?

Minister Incharge of the Cabinet Secretariat: (a) At the moment no proposal for reduction of certain categories of employees of the Federal Government’s Ministries/Divisions/ Departments, offices, etc., through the process of attrition, has been assigned to the Establishment Division by the Government.

(b) Therefore, fixing of benchmarks in connection with the above is not under consideration by the Establishment Division.

66. *Mrs. Shahida Rehmani:

Will the Minister for Education, Trainings and Standards in Higher Education be pleased to state:

(a) the steps being taken by the Government for improvement of higher education;

(b) the number of scholarships granted for higher education during the current year alongwith the criteria adopted therefor; and

(c) the year-wise number of students sent abroad for education during the last three years till date?

Minister for Education, Trainings and Standards in Higher Education: (a) The critical steps taken by the Government of for the improvement of higher education are attached at Annex-A. 4 (b) A total of one thousand and thirty two (1032) scholarship (419 Overseas and 613 local scholarships) were awarded by the Higher Education Commission during the current financial year. The criteria of the selection is attached at Annex-B.

(c) The year-wise number of students sent abroad for during the last three years till date are as under:

70. *Dr. Nafisa Shah:

Will the Minister for Education, Trainings and Standards in Higher Education be pleased to state:

(a) the present status of the National Internship Programme; and

(b) whether there is any proposal under consideration of the Government for promoting youth employment?

Minister for Education, Trainings and Standards in Higher Education: (a) National Internship Program (NIP) was started in February 2007 for the benefit of unemployed educated youth all over the country. Consequent to the devolution exercise, National Internship Programme has been restricted to Federal Regions only w.e.f. 1st, July 2011 (i.e. ICT, FATA, AJK and Gilgit Baltistan). Placement of interns under the NIP-2012 (Phase-V) has been completed. In all more than 3000 eligible applicants have been placed in the federal regions by 31st December, 2013. The NIP 2013 (Phase-VI) is currently on hold as it was considered to be merged with PM’s Youth Training Programme announced in the budget speech for financial year 2013-14. The formal approval for PM’s Youth Training Programme is awaited. The future of NIP is thus on hold being part of PM’s Youth Training Programme. 5 (b) The current government has announced six programmes for promoting youth employment:

1. PM’s Youth Business Loans Scheme. 2. PM’s Interest Free Loans. 3. PM’s Fee re-imbursement Scheme. 4. PM’s Lap Top Scheme 5. PM’s Youth Skills Development. 6. PM’s Youth Training Programme.

77. *Sahibzada Muhammad Yaqub:

Will the Minister for Education, Training and Standards in Higher Education be pleased to state:

(a) whether it is a fact that the Allama lqbal Open University was one of the top 20 Universities in the HEC ranking till 2010;

(b) whether it is also a fact that the said University has been excluded therefrom; if so, the reasons thereof; and

(c) whether it is further a fact that the number of students of the said University has decreased; if so the reasons thereof?

Minister for Education, Trainings and Standards in Higher Education: (a) Higher Education Commission (HEC) has not published any University Ranking List of Universities prior to 2010, therefore, it cannot be said that Allama Iqbal Open University was one of the top 20 universities till 2010.

(b) Yes, Allama Iqbal Open University (AIOU), has been excluded from the University Ranking List HEC published in 2010, as universities imparting distance learning education were excluded from the aforementioned ranking.

(c) No, the number of students of AIOU has not been decreased rather it has been increasing in each semester. 6

150. *Shaikh Rohale Asghar:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) whether there is any proposal under consideration of the Government to construct new airports in the country;

(b) if so, when it will be implemented alongwith the locations thereof?

Minister Incharge of the Cabinet Secretariat: (a) & (b) Proposal for the construction of new airports in the country is not under consideration of the Government.

165. *Mian Javid Latif:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) whether it is a fact that the powers of contempt of Court have not been conferred upon the Federal Service Tribunal; if so, the reasons thereof; and

(b) the time by which the said powers will be conferred upon the said Tribunal?

Minister Incharge of the Cabinet Secretariat: (a) The Service Tribunals Act, 1973, does not contain such provision.

(b) A Bill titled “The Service Tribunals (Amendment) Act, 2013” has been laid in the National Assembly on 30th August, 2013. Besides other amendments, an amendment in Section 5 of Service Tribunals Act. 1973 has been suggested by insertion of a new sub-section (3), which is as follows:

“(3) A Tribunal shall have the power to execute its decision as may be prescribed.” 7

1. *Begum Tahira Bukhari:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state whether there is any proposal under consideration of the Government to construct new Airport Terminal Buildings in the country in the near future; if so, when it will be implemented alongwith the locations thereof?

Minister Incharge of the Cabinet Secretariat: New Terminal Buildings have been planned for construction at the following location:—

(a) Multan International Airport (completed). (b) Islamabad International Airport Fateh Jhang (under construction). (c) Gwadar International Airport (Planned). (d) Thar Airport (Methi) (Planned). (e) Peshawar & Quetta being planned subject to avail of fund and land.

@2. *Begum Tahira Bukhari:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state whether there any proposal under consideration of the Government to unblock the Youtube in the country; if so, when i will be implemented?

Minister Incharge of the Cabinet Secretariat: • Blasphemous movie “Innocence of Muslims” was uploaded on Youtube in September 2012, the (GoP) has taken stringent measures to demand its removal and limit its access on the internet in Pakistan.

• The videos stirred violent protests and public outcry in Pakistan and across the world. Ministry of IT approached management of Google and Facebook on 13 Sep 2012. In response Google refused to block the blasphemous movie links/ URLs in the absence of Mutual Legal Assistance Treaty. However, management of Facebook agreed to block secured website links. —————————————————————————————— @ Transferred from Information Technology and Telecommunications Division. 8 • The Honorable Supreme Court ordered in constitution Petition No 104 of 2012 to block offending material on YouTube website or any other website.

• However, there is no technical solution which can block 100% objectionable material on the internet.

• PTA has taken a number of steps to proactively search for objectionable material.

• So far, 31,819 objectionable links have been blocked.

3. *Ms. Nighat Parveen Mir:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state whether it is a fact that the financial assistance is being provided to small businessmen in the country under the financial rehabilitation programme of the Pakistan Bait-ul-Mall; if so, the details thereof?

4. *Ms. Khalida Mansoor:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) the number of private airlines operating in the country at present; and

(b) whether the Government is satisfied with the performance of said airlines; if not, the reasons thereof?

Minister Incharge of the Cabinet Secretariat: (a) There are three (03) private airlines operating in the country, namely, Airblue, Shaheen Air International and Air Indus.

(b) The performance of the above airlines has remained satisfactory so far, as no serious complaint has been reported either by the passengers or any other agency. 9 5. *Ms. Khalida Mansoor:

Will the Minister for Railways be pleased to state whether it is a fact that the Pakistan Railways has sold its scrap during the last five years till date; if so, the quantity and rates thereof?

6. *Ms. Shakila Luqman:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that China has offered to provide locomotives to Pakistan Railways;

(b) if so, the rates thereof alongwith the time by which those locomotives will be provided?

Minister for Railways (Khawaja Saad Rafique) : (a) No fresh offer has been received from China for provision of Locomotives.

(b) Not applicable. 10 7. *Ms. Shakila Luqman:

Will the Minister for Railways be pleased to state:

(a) the year wise deficit of the Pakistan Railways increased during the last three years till date; and

(b) the steps taken by the Government to control the said deficit?

Minister for Railways (Khawaja Saad Rafique) : (a) The year-wise deficit of Pakistan Railways during the last three year is provided in the following table:

(b) Ministry of Railways is taking following steps to control the said deficit. i. Right mix of passenger and freight services is the key. Passenger service has been caped at 96 trains a day and most of the resources are being allocated to freight sector, which has produced encouraging results.

ii. Improve availability of locomotives through special repair of existing locomotives and procurement of new locomotives. (From 8 to 25 locomotive per day only for freight thereby resulting in increase of daily freight train from almost nil to three trains ex-Karachi). 11 iii. HSD Oil reserve was limited for two days, which has been enhanced to 12 days to streamline the train operation.

iv. A comprehensive policy for advertising and branding on Pakistan Railways network is being formulated.

v. Encouraging public-private partnership.

vi. All these measures have resulted in improved punctuality of passenger trains (from 10% to 55%), and reliability of service besides increased revenues. The revenue streams have registered significant increase during the tenure of present government. From 10th June 2013 to 28th February 2014, Pakistan Railways managed to earn Rs. 15967.139 million as against Rs.11497.220 million when compared with the same period of corresponding year. Thus registered an increase of Rs. 4469.919 million (39%).

8. *Mr. Asad Umar:

Will the Minister for Education, Trainings and Standards in Higher Education be pleased to state:

(a) the progress made for implementation of the notification issued on 5-11-2012 by the Higher Education Commission to establish the National Technology Council (NTC);

(b) whether it is a fact that the posts of said notified council are lying vacant; if so, the reasons thereof alongwith the time by which the said council will be made functional; and

(c) the steps taken by the Government to secure the future of more than 15 lac students due to non, implementation of notification thereof?

Minister for Education, Trainings and Standards in Higher Education: (a) The Commission has approved the Establishment of National Technology Council (NTC) in its 27th meeting held on August 27, 2012. Accordingly the notification for establishment of the NTC was issued on November 5, 2012. Pakistan Engineering Council (PEC) had raised certain observations on the Byelaws of NTC. A meeting of PEC with HEC was held on August 31, 2012 to discussed the observation raised by PEC; subsequently it was decided to amend the Byelaws in the light of discussion of said meeting (Minutes attached). 12 The proposed amendments in the Byelaws were presented for the consideration of Commission in its 28th meeting held on April 9, 2013 and the Commission made following decision “The Commission deferred the items and desired that the proposed amendments in the Byelaws of the National Technology Council may be discussed with all concerned while emphasizing that the term “engineering” may be used carefully and in the manner to maintain focus on “technologies” rather than “engineering” besides providing for inclusion of all accredit technologies within its scope”.

As per directive of Commission a meeting of HEC with Ministry of Science and Technology and Pakistan Engineering Council was held on January 17, 2014 in which it was decided that as per Commission’s decision the scope of the Council should be enhanced while emphasizing on technologies rather than engineering (Minutes attached).

The case will now be presented in the forthcoming meeting of Commission for consideration.

(b) The positions, as per the Byelaws of NTC are still vacant as the Byelaws are not being approved by the Commission. The said Council will be made functional after the approval from the Commission.

(c) HEC recognizes all the qualifications offered in the domain of engineering technologies i.e.

B. Tech (Pass) is equivalent to 14 years schooling B. Tech (Hons) is equivalent to 16 years schooling BSc. Technology is equivalent to 16 years schooling

Furthermore HEC encourages the engineering Technology graduates to pursue their academic carrier in their field of interest.

9. *Mr. Asad Umar:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state the steps being taken by the Government to deal with increasing shortage of water supply in Islamabad? 13 Minister Incharge of the Cabinet Secretariat: Following steps are being taken to deal with increasing shortage of water supply in Islamabad:—

(i) Installation of new Tube Wells. (ii) Construction of Chirah Dam. (iii) Conduction of water from Indus River system of Tarbela Dam.

10. *Ms. Belum Hasnain:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) the post-wise quota reserved for disabled persons in various Federal Government Ministries/Divisions/Departments at present;

(b) whether it is a fact that the appointments were not made in accordance with the allocated quota for disabled persons during the last five years;

(c) if so, the steps being taken by the Government to implement the said quota?

Minister Incharge of the Cabinet Secretariat: (a) Under Section 10 of the Disabled Persons (Employment & Rehabilitation) Ordinance, 1981; “Not less than 2% of the total number of persons employed by an establishment at any time shall be disabled persons”.

The disabled persons employed against any post shall be entitled to the terms and condition which are not less favorable then those of the other persons employed by the establishment against similar post.

When calculating the percentage of the posts in an establishment for the purposes of employment of disable persons, the fraction of 0.5 and above shall count as a whole number.

(b) Instead of the repeated requests to the Ministries/ Divisions by the CA&DD, the Disability quota is not fully implemented by the Ministries/ Divisions. 14 (c) After 18th Constitutional Amendments, CA&DD approached all Ministries / Divisions for the implementation of the disability quota on the total number of their employees since 13th April, 2012, the data provided by the Ministries / Divisions along with its shortfall till date is as under;

11. *Ms. Belum Hasnain:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) whether there is any proposal under consideration of the CDA to operate all the street lights in Islamabad with Solar Energy; if so, when it will be implemented; and

(b) whether it is a fact that the work on the said project has been started; if so, the details thereof?

Minister Incharge of the Cabinet Secretariat: (a) There is no proposal under consideration in the CDA to operate all the street lights in Islamabad with Solar Energy as yet.

(b) No work has been started on the said project.

12. *Ms. Naeema Kishwar Khan:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) the total number of houses being used for commercial activities in the residential at present;

(b) the total number of houses where in beauty parlours, guest houses, furniture shops, clinics restaurants, gyms, schools, offices of NGOs and such other commercial offices are opened alongwith thi details thereof; and 15 (c) whether these commercial activities are against the building bye- laws; if so, the action taken by the Government so far against the responsibles thereof?

Minister Incharge of the Cabinet Secretariat: (a) 2080 number of houses are being used for commercial activities in the residential sectors of Islamabad.

(b) Total number of houses being used as

Beauty. Parlour; 77 Guest Houses; 175 Shops; 219 Clinics; 83 Restaurants 16 Gyms; 04 Schools 339 Offices 747 NGO’s 06 Miscellaneous; 414

(c) Such commercial activities in the residential premises are against the building by-laws. Action against the responsible ones has been taken in accordance with provisions of Building Regulation-2005. The action Included issuance of notices, referring such violations of the Court of Deputy Commissioner CDA for eviction i.e. imposition of fine, evacuation from property and cancellation of allotments.

13. *Ms. Naeema Kishwar Khan:

Will the Minister for Railways be pleased to state:

(a) the total amount outstanding against the public subsidiaries of the Pakistan Railways at present; and

(b) the steps being taken by the Ministry to recover the said amount, improve the overall condition of the Pakistan Railways including vacation of land and Godowns worth billions of rupees from illegal occupants and cancellation of lease agreements thereof? 16 Minister for Railways (Khawaja Saad Rafique) : (a) The total amount outstanding against public subsidiaries of the Pakistan Railways at present is 784 million.

(b) (i) Most of the Godowns were leased out to Provincial Food Departments during 1960-70 in the Flood emergencies in order to ensure the Food security in the country. Efforts were made in the past and resultantly some outstanding was cleared by Food Department, Punjab but still a huge amount is pending against other Provinces.

(ii) During the present regime, the issue was taken up by the Minister for Railways with the Chief Ministers of all the provinces through official communication and as well as by personal contacts. Only the Government of Punjab responded, whereas other provinces did not respond. Reconciliation of accounts were made with the District Food Controllers of Punjab and an amount of Rs. 787 million was recovered from Food Department, Punjab and now there is nothing outstanding against the Food Department, Punjab.

(iii) In the similar way, accounts are being reconciled with Food Departments of other provinces, and it is expected that all outstanding amount will be recovered during the current financial year.The present position of recovered and outstanding amount from Food Godowns is as under:— —————————————————————————————— S. (iv) In addition to above, an amount of Rs.531.617 million has also been recovered on account of short term leasing form the individuals. 17 (v) In order to retrieve the encroached railway land, an anti-encroachment campaign was lodged in February 2012. A survey of encroached land was conducted and 5663 acres land was found encroached.

(vi) In the first phase, from February 2012 to May 2013, land measuring 2537 acres was retrieved from encroachers. 2nd phase of the campaign was started in June 2013 and 426 acres land has been retrieved from encroacher up till now. Efforts are underway to retrieve the remaining railway land.

14. *Rai Hasan Nawaz Khan:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) the steps being taken to make PIA profitable during the period from 1st June, 2013 till date;

(b) the total loss suffered by PIA till 31st May, 2013 alongwith the average annual increase made therein; and

(c) the total income earned and expenditures incurred by the PIA during the first six months of current financial year alongwith the total amount of loss suffered by PIA during the said period?

Minister Incharge of the Cabinet Secretariat: (a) Present Government has taken numerous steps to revive the PIA. Salients are as under:—

(i) A cash injection of PKR 16 (billion) for debt servicing and to acquire aircraft on lease.

(ii) Development of a viable Business Development Plan.

(iii) Acquisition of four narrow body aircraft on wet lease from Turkey and Czech Republic for 03 months.

(iv) Govt. financing for acquisition of 5 narrow body aircraft (A-320- 200) on dry lease approved. These aircraft will start to join PIA from April, 2014 to Oct., 2014. 18 (v) ECC allowed PIA to acquire additional 5 narrow body aircraft on dry lease for which funding will be provided.

(vi) ECC approved sovereign guarantees to GE Company for overhauling of 777 engines.

(vii) Rationalization of domestic/international manpower/offices.

(viii) Cost cutting measures in every sector amounting to billions of rupees.

(ix) Fuel rationalization.

(x) Route rationalization.

(xi) Plan to divest 26% share of PIAC to a strategic partner with complete management within one year through the Privatization Commission to stop recurring bleeding of resources.

(b) The loss sustained by PIA during five month period ending May, 2013 is PKR 15,906 million.

(c) Revenue, expenditure and losses during first six months of fiscal year:

Revenue : Rs. 47,672 (million) Expenditure : Rs. 66,055 (million) Loss : Rs. 18,383 (million)

15. *Rai Hasan Nawaz Khan:

Will the Minister for Railways be pleased to state:

(a) the base lines of present Government for re-structuring the Pakistan Railways alognwith the stage-wise details thereof; and

(b) the total amount incurred thereupon alongwith the source of amount thereof?

Minister for Railways (Khawaja Saad Rafique) : (a) The present Government is making sustained efforts to revitalize Pakistan Railways. Following are some of important initiative in this regards: 19 1. Performance benchmarking and development of Key Performance Indicators (KPIs) for Pakistan Railways has been launched. It would help management to target right areas for improving service delivery, business processes and financials.

2. Revival of Railways Board is being actively pursued as part of overall reform agenda.

3. Tariff is being regularly rationalized based on the market dynamics mainly to improve occupancy and increase revenue of Pakistan Railways.

4. Right mix of passenger and freight services is the key. Passenger service has been caped at 96 trains a day and most of the resources are being allocated to freight sector, which has produced encouraging results.

7. Improved land management as more than 426 acres of land has been retrieved during the tenure of present government, the value of which is approximately 1623 million.

8. To eliminate the ghost pensioners, Automation System for pension payment has been introduced as a pilot project in Lahore and will be expanded to the entire railway system.

9. Procurements in railways including PSDP portfolio used to be contractor driven and the contractors determined its priority. Now the PSDP projects are executed according to the priority of Pakistan Railways in the best national interest.

10. A comprehensive policy for advertising and branding on Pakistan Railways network is being formulated. 20 11. Encouraging public-private partnership.

12. A comprehensive policy for disposal of surplus scrap has been introduced with the aim to improve financials through an open, fair and transparent process.

13. Improved human resource management by placing right person for the right job through a merit based placement policy.

14. To put in place effective accountability mechanism, several cases have been referred to National Accountability Bureau (NAB).

15. Investment planning through a system approach rather than functioning in isolation is being pursued. Under this approach, investment in all the components of railways system including infrastructure development, rolling stock availability, business development and governance is being made. The strategy is expected to bring significant improvement in near future.

16. Rationalization of projects by giving priority to implementable projects having visible impact on the performance of Pakistan Railways.

17. Economic Corridor development and regional connectivity are important initiatives, which are expected to play vital role in national economic growth. Upgradation of Mainline-1 (ML1) and construction of dry port and cargo handling facility have been included, as Early Harvest Projects (EHP) under China-Pakistan Economic Corridor (CPEC) and preparatory work on these projects has been initiated.

18. All these measures have resulted in improved punctuality of passenger trains (from 10% to 55%), and reliability of service besides increased revenues. The revenue streams have registered significant increase during the tenure of present government. From 10th June 2013 to 28th February 2014, Pakistan Railways managed to earn Rs. 15967.139 million as against Rs.11497.220 million when compared with the same period of corresponding year. Thus registered an increase of Rs. 4469.919 million (39%).

(b) There are only policy decisions and no expenditure involved in the restructuring. 21 16. *Dr. Arif Alvi:

Will the Minister for Information, Broadcasting and National Heritage be pleased to state:

(a) whether it is a fact that part two of the report has been submitted in the Supreme Court by the Media Commission;

(b) whether it is also a fact that the PEMRA has mentioned on page 103 in the said report that some Media Groups are receiving foreign funds;

(c) if the answers to part (a) and (b) above are in the affirmative, the steps taken by the Ministry to investigate those allegations; and

(d) whether it is further a fact that the Media Houses received foreign funds for their programmes; if so, the total amount received during the last three years till date alongwith the purposes thereof?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) Yes. The part two of the Report has been submitted in the Supreme Court of Pakistan vide letters of June 3, & June 10, 2013 respectively of the Media commission.

(b) PEMRA had not leveled any allegations against any media group.

(c) In view of the position explained in parts (a) & (b) above, the Ministry is not required to initiate action in this regard.

(d) PEMRA does not have any information that media houses have received foreign funds for their programmes. However, some TV channels were involved in airing of programme of Voice of America (VOA) illegally. The channel was issued show cause notice not to air the programme. The show cause notice was challenged in the Honorable Sindh High Court. Subsequently the programme was off aired.

Moreover, some FM Radio Stations were involved in airing BBC Programmes/News Bulletin. However, the same has also been stopped on the instructions of PEMRA. 22 17. *Mr. Mehboob Alam:

The following summarizes the efforts carried out by the Government of Pakistan to promote Information Technology in the Country: 27 • Establishment of state of the art IT Park in Islamabad, as Pilot Project, in collaboration with World Bank.

• Establishment of National Information Technology Board (NITB) by merging Pakistan Computer Bureau (PCB) and Electronic Government Directorate (EGD).

• Implementation of E-Government system through the implementation of common E-Government Application named “E-office Suite” for the automation of core businesses of the government.

• Spectrum Auction, in line with Government priorities.

• Establishment of Universal Telecentres.

• Review and Integration of Telecom Sector policies.

• Finalization of draft “Prevention of Electronic Crimes Bill”.

• 12 Software Technology Parks have been set up in major cities of Pakistan.

• Establishment of Network to connect Ministries/Divisions through Fiber Optic Ring (about 72 km).

• Promoted entrepreneurial in Pakistan by launching new IT startup companies.

• Provided Internships to IT Graduates in IT companies.

• Assistance provided to 11 Software companies for Certification of ISO 27001 (IT Security Standard) and to 23 companies for Certification on CMMI level 2 and above.

• Provision of IT Training to 8600 Govt. Employees.

• Setup of Virtual University of Pakistan which is providing modern Distance Learning through internet and TV. Currently, more than 100,000 students are enrolled with VU.

• Due to Government efforts, Export Figures for Software has reached to US $ 331 million as recorded by the . 28 22. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Education, Trainings and Standards in Higher Education be pleased to state:

(a) whether it is a fact that after devolution of the Ministry of Education to the provinces, the provinces have committed to implement the National Education Policy 2009 in letter and spirit;

(b) if so, the steps taken by the Federal Government for establishing an effective forum for coordination, policy making and implementation thereof at Federal level?

Minister for Education, Trainings and Standards in Higher Education: (a) The National Education Policy was approved by the Cabinet in 2009. However, the complete implementation of the NEP 2009 was stalled due to the abolition of the concurrent list under 18th Constitutional Amendment in 2010. A high level meeting on education was held on 16th September, 2011 under the chairmanship of the Prime Minister of Pakistan. The Chief Ministers of all the Provinces and the Prime Minister of AJ&K attended the meeting. A Joint Declaration on Education was signed between the Government of Pakistan and the Provincial/Area Governments .Article II of the Joint Declaration states as under:

“National Education Policy 2009, subject to such adaptations as are necessitated in view of the 18th Constitutional Amendment, shall continue to be jointly owned national document”.

(b) The Ministry is developing a coordinating mechanism through Interprovincial Education Ministers Conference (IPEMC) to undertake review of National Education Policy 2009. In this regard the first meeting on IPEMC was held on 11thFeburary,2014. The matter will be discussed in detail in the next IPEMC meeting.

23. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Education, Trainings and Standard in Higher Education be pleased to state:

(a) the total estimated public sector financial requirement to meet Education For All (EFA) targets in the three themes i.e. primary education, adult literacy and early childhood education in Pakistan by 2015 separately; 29 (b) the total actual/current amount spent in each of the said areas during financial year, 2013-14;

(c) the year-wise funds allocated for education during the last five years till date; and

(d) the steps taken by the Government to achieve 86% literacy rates in education till 2015?

Minister for Education, Trainings and Standards in Higher Education: (a) As yet, no study is available to determine the financial requirements to meet EFA targets by 2015. Moreover, after the devolution of the subject of ‘education’ under 18th constitutional amendment, the Provincial Governments are undertaking plans and policies to improve the status of education in their respective provinces and achieve the EFA targets. The Ministry of Education, Trainings and Standards in Higher Education has prepared a National Plan of Action to accelerate the NER in Primary Education from 68% in 2011-12 to 91% in 2015-16 through various targeted interventions. Approximately Rs. 188 billion are needed to implement this Plan.

(b) We have requested the Provincial Governments for the relevant information and their reply is still awaited.

(c) During 2011-12, Rs. 132.15 billion, and in 2012-13 Rs. 178.25 billion were spent in Primary Education in the country, according to PRSP Secretariat’s Expenditure Table.

(d) The following steps have been taken by National Commission for Human Development(NCHD):

(a) Established 21,639 feeder schools to provide schooling for the un- served population.

(b) Provision of 13,606 additional teachers in existing government schools, where the enhanced enrollment adversely affected the teacher student ratio.

(c) NCHD in collaboration with different district education departments re-opened 3300 schools through provision of additional teachers (feeder teachers); these schools were closed due to non-availability of teachers.

(d) BCES project established 13,000 community schools for unnerved children. 30 24. *Mr. Muhammad Muzammil Qureshi:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) whether it is a fact that many flights are diverted during every winter season from one airport to another due to zero visibility and thick fog;

(b) whether it is also a fact that the loss of billions of rupees has been suffered by PIA every year therefrom;

(c) if so, the year-wise loss suffered by PIA under the said head during the last five years till date; and

(d) the steps being taken to install ILS Cat.III (C) system that allows aircraft to land at zero visibility at major airports of the country?

Minister Incharge of the Cabinet Secretariat: (a) Yes, it is fact that many flights are diverted due to fog in the winter.

(b) Yes, PIA suffers huge losses every year due to such diversions.

(c) Year-wise loss suffered by PIA under the said head during the last five years is a huge data and its collection is underway. The comprehensive, consolidated response will be furnished in due course of time, upon completion of the same.

(d) So far the survey work has been carried out for installation of the Air Filed Lighting System and ILS CAT-Ill (C) at Lahore and Islamabad airports.

25. *Mr. Muhammad Muzammil Qureshi:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) the total number of aeroplanes acquired by the PIA on lease, except from Turkey during the year 2013-14 alongwith the period of lease thereof; and 31 (b) whether it is a fact that the food items being served on board to passengers during flights have been curtailed; if so, the reasons thereof?

Minister Incharge of the Cabinet Secretariat: (a) PIA had inducted two Czech Republic registered Boeing 737-800 aircraft from Travel Services and 02 from Corendon Airline on wet lease. These aircraft were inducted in PIA fleet during end of November, 2013 initially for a period of two months (extendable). Subsequently, the wet leased agreement for the two (02) aircraft has been extended up-to May, 2014.

(b) PIAC Board has taken a policy decision to replace major meals (Breakfast/Lunch/Dinner) with snack box services to cut down expenditure.

26. *Shaikh Rohale Asghar:

28. *Mr. Abdul Qahar Khan Wadan:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that the Hernai-Sibi Railway Section has been closed since February, 2006; if so, the reasons thereof; and

(b) whether there is any proposal under consideration of the Government to re-open/repair/re-construct the said railway section; if so, the time by which the work will be started thereupon?

Minister for Railways (Khawaja Saad Rafique) : (a) Yes, The Sibi- Hernai Section of Pakistan Railways has been closed since February -2006 when seven major bridges were damaged by bomb blasts/rocket attacks by the terrorists, causing suspension of train operations. After that another three bridges were also badly damaged due to severe flash floods.

(b) In order to assess viability of re-opening of the closed section, feasibility study was assigned to M/s PRACS (Consultant). The condition survey has been received from the consultant. However tasks could not accomplish due to law & order situation in the Province.

According to the recommendations of consultant, the bridges needs re- construction/rehabilitation by replacing damaged girders and construction of piers. The re-construction/rehabilitation of damaged bridges is not possible under the current law & order situation of the Province.

Pakistan Railways will undertake reconstruction/rehabilitation work at site subject to security clearance and assistance by concerned law enforcing agencies. 33

(a) whether it is a fact that the Managing Director alongwith two officials of PIA were sent to Turkey during September, 2013; and

(b) Pakistan Railway has retrieved 2964 acres railway land from illegal occupants from February 2012 to February 2014 out of total encroached land of 5663 acres. (i) National Vocational & Technical Training Commission is proficiently involved in policy making strategy formulation, regulation & revamping of TVET system. Inline with its provided mandate, NAVTTC always acknowledged the worth of skilled Human Resource Development in the country and successfully executed 02 Training programs from PSDP fund in country as mentioned below;

• Prime Minister’s Hunar-mand program & President’s Fanni Maharat Program, through these programs NAVTTC equipped 153,640 individuals upto December 2013 since its inception.

• NAVTTC’s steps to reform TVET in country envisage the capacity building of Human Resource, providing adequate access to sustainable employment, alleviation of poverty and marginalization, ensuring region’s economic development,

• Apart from PSDP funded training programs NAVTTC successfully attained following steps for human Resource Development in country in collaboration with TVET Reform Support Program;

™ Successful promulgation and execution of National Skills Strategy (2009-13) to address the TVET challenges in the country.

™ Accreditation of 23 TVET institutes to assure / improve the quality of TVET institutes and Human resource concerned.

™ Development of 169 competency based Curricula for unified training mechanism all over country.

™ NAVTTC developed Code of Conduct and professional ethics for TEVT institutes in year 2011, which describes principles established to guide the Technical & Vocational Training (TVT) institutes to create their identity ad institutional brand.

™ NAVTTC, developed a framework “National Qualification System for Teachers (NQST)” in consultation with stakeholders to standardize the qualifications and pays of TVET teachers.

™ NAVTTC established a dynamic system of National Skill Information System on modern lines which will be helpful for vocational guidance of skilled human resource.

™ Establishment of 08 sector specific centers of excellence to play a pivotal role in promoting innovation and excellence in training.

National Commission for Human Development (NCHD)

(i) In the year 2009-12, 35986 Adult Literacy Centers were established where 882,551 illiterate learners are made literate.

10937 Feeder teachers provided multigame teaching service to 300,000 children.

NCHD helped Districts and provincial governments to enroll 2.2 million children in primary schools.

National Training Bureau (NTB)

(i) National Training Bureau (NTB) is the attached department of Ministry of Education, Trainings and Standards in Higher Education established in 1976 with the objective to assess existing and future training needs, provide training to youth, impart training to Instructors and to conduct trade tests for certification of institutional as well as skilled workers of the private sector. 7 The synopsis of manpower trained during the last five year is summarized as follows:—

Minister for Education, Trainings and Standards in Higher Education: (a), (b) I. In the year 2009-13, 35,986 Adult Literacy Centers established where 882,551 illiterate learners were made. literate 90 % of whom are female.

II. 10937 Feeder Teachers provided multigrade teaching services to 300,000 children, in which 135000 are Male students and 165000 are Female students.

III. NCHD helped 14,050 people in provision of skill development trainings (300 in Khyber Agency and 13,750 in Sindh Province)

IV. In the country 5883 Feeder Schools are operational where 6451 Feeder teachers are placed and providing multigrade teaching to students.

61. Ms. Naeema Kishwar Khan:

(a) the number of persons recruited on ad-hoc and contract basis in the Swabi University during the year 2013-14 alongwith the details thereof;

(b) the procedure adopted for the said recruitment; and 14 (c) whether it is a fact that the merit lists were prepared for said appointments; if so, the details thereof?

Minister for Education, Trainings and Standards in Higher Education: (a) A total of fourteen (14) persons were recruited on contract basis initially for a period of six months w.e.f. January 30, 2014 in University of Swabi during the year 2013-14. A consolidated list containing the name and designation alongwith details is attached at Annex-A. No person was recruited on adhoc basis.

(b) The procedure was adopted for the recruitment in the University of Swabi is attached at Annex-B.

(c) Yes, proper merit lists were prepared by the Committee who scrutinized and evaluated the applications forms. The Committee after scrutiny and evaluation recommended 10 candidates per vacancy for each category in BPS-16, 17 and 18. A list of Scrutiny Committee and Category-wise merit lists are attached at Annex-C.

(e) the steps taken by the Government to protect children from maltreatment and corporal punishment in schools and madreassas?

Minister Incharge of the Cabinet Secretariat: (a) Since in post devolution scenario, education in ICT is being regulated by Capital Administration and Development Division, hence, for Implementation of Article 25-A, an Act titled “Right to Free and Compulsory Education Act, 2012” specifically for Islamabad Capital Territory, has been enacted. The following measures have so far been taken regarding implementation of Act:

™ CA&D Division launched admission campaigns for enrollment of Out of School Children at the start of Academic Session and on literacy day (September 9-11, 2013). About 16000 new students have been enrolled in Federal Public Sector educational institutions. 16 ™ All existing funds being charged from students particularly the student funds, are abolished.

™ Free Textbooks to the students up to Secondary level are provided.

™ Uniform syllabi and English as medium of instructions in all Federal Public Sector educational institutions has been introduced.

™ The by-laws on Free and Compulsory Education Act, 2012 are being drafted and would be notified after vetting from Ministry of Law and Justice.

(b) An additional demand for budget of approximate 400 Million (Rs) as per provisions of Act, has been proposed for the coming fiscal year 2014-15 for ICT public Sector Institutions.

(c) To frame by-laws/rules for implementation of Act in true letter and spirit, series of consultative meetings were held with all the stakeholders to develop consensus. The by-laws so drafted, are in pipe line/process to be vetted by Law Division for further notification/ implementation. This Act is meant for ICT only and education related matters of FATA do not fall under the purview of CADD.

(d) There is no allocation of funds so far approved for the fiscal year 2013-14. However, additional demand for budget of approximate 400 Million (Rs) as per provisions of Act, has been proposed for the coming fiscal year 2014- 15 for ICT public Sector Institutions.

(e) Corporal punishment is strictly prohibited in the public sector institutions of ICT under FDE. In this regard, several circulars/notification have been issued to the institutions. Moreover. Deeni Madrassas are not administratively governed by CADD.

65. Sahibzada Muhammad Yaqub:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state the time by which elections will be held after restoration of students unions in the educational institutions in Islamabad?

Minister Incharge of the Cabinet Secretariat: There is no concept of Student Union in the educational institutions under the administrative control of FDE. However, Students councils are functioning in female institutions. The students elect their representatives on yearly basis. 17

69. Choudhry Muhammad Shahbaz Babar:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state:

(a) whether it is a fact that the CDA in collaboration with Islamabad Chamber of Commerce and Industry has made a plan to setup Industrial sector in Sector I-17, Islamabad;

(b) whether it is also a fact that the CDA has failed to acquire required land and land acquired so far therefor has been occupied by the land grabbers; and

(c) whether it is further a fact that sufficient time is required to shift factories causing environmental pollution from sector I-9, to Sector I-17, Islamabad; if so, the reasons therefor?

Minister Incharge of the Cabinet Secretariat: (a) CDA has not prepared any plan with Islamabad Chamber of Commerce &, Industry to setup Industrial Sector I-17, Islamabad as the land has not been acquired as yet. Planning & Development of Sector I-17 is possible only after land acquisition of the area.

(b) The land for development of Sector I-17 was acquired through Dy. Commissioner, CDA award announced on 15-01-2009 under the provisions given in CDA Ordinance 1960. The owners / affectees of the area were not willing for Land Sharing Basis acquisition. The award was announced @Rs. 8,30,000 per Kanal. The mozas falling in Sector I-17 are Noon, Kot Kolian, Bajnial, Narhala, Lakhu, Sheikhpur, Bhadana Kalan Jhangi Syedan.

Payment status of Sector I-17:

• Total area: 7971 K - 14 M • Rate per kanal: Rs. 8,30,000/- • Total Amount: Rs. 6,61,65,11,000/- • Paid Amount: Rs. 1,12,30,34,565 /- • To be paid: Rs. 5,49,34,76,435/-

Currently there is a pending liability of Rs. 11.698 Billion on account of acquisition of land in Sector I-17 & H-16 acquired by CDA. Because of current financial crunch faced by CDA, it is not possible for the department to immediately 18 discharge its full liability. On the directions of the Honorable High Court an exercise was made to make a payment schedule, accordingly a list was prepared for payment of land falling in category of 1, 2, 5, 10 Kanals and above holding.

The Honorable directed vide order dated 27-02-2014 to discharge the liability to small land owners upto 2 Kanals holding by 30-04- 2014. CD A accordingly has made the payment schedule in accordance with the direction of Islamabad High Court and the possession will be taken as soon as possible. It is also submitted that the delay has also occurred due to the fact that affectees were no cooperating with CDA for survey of Built Up Properties.

(c) Maximum efforts are being under taken by CDA to clear the outstanding payment and survey of BUP so that BUP award be announced and to take over the possession after disbursement of Rehabilitation benefits to the affectecs. When the possession is taken over from affectees, the industrial Sector will be opened in Sector I-17.

Recently, there is no plan of CDA for shifting of factories from Sector I-9 Sector I-17, Islamabad. However, to control the environmental pollution, CDA is taking following suitable measures alongwith Pakistan Environmental Protection Agency (EPA) : —

i. Change of trade from Negative List, to permissible trade is allowed without payment of any fee and change of trade, to a trade, except those mentioned in Negative List, is allowed subject to payment of prescribed fee.

ii. All industrialists shall have to take appropriate measures to bring the hazardous emissions according to Pakistan Environmental Protection Agency standards. In case they fail to do so, action under the law would be taken by PAK EPA.

iii. Pak EPA advises the industrialists regarding installation of devices for pollution control, specifying the time period needed for the installation of same.

iv. CDA has also established Environment Protection Cell (EPC) under the control of Directorate General (Environment ) manned by a Director which is responsible to liaise with controlling agencies and take necessary measures for the protection of environment of Islamabad. 19 72. Shaikh Rohale Asghar:

Will the Minister Incharge of the Cabinet Secretariat be pleased to state the number of Doctors and other staff working at the Burn Centre in PIMS, Islamabad at present alongwith the qualification and experience thereof?

(a) the action taken against the violations of environmental laws in Sector D-12, Islamabad during the year 2013-14;

(b) whether it is a fact that the Government authorized the CDA to establish a dumping site in residential area of the said sector;

(c) the steps being taken by the Government to setup a permanent sanitary landfill in Islamabad; and

(d) whether there is any proposal under consideration of the Government to establish a waste to energy project in Islamabad; if so, when it will be implemented? 27 Minister Incharge of the Cabinet Secretariat: (a) No action has been taken so far.

(b) As per decision of the Authority dumping site at D-12 was established purely on temporary basis. The said site was closed on 30-11-2013 fir disposal of all kind of wastage and site has also been treated properly.

(c) For setting up of permanent landfill site in Islamabad following three sites have been indentified ;

(i) Sector H-17 south of Motorway Toll Plaza, Zone-I.

(ii) Mouza Tummair, Zone-IV

(iii) Monza Kirpa, Zone-V

Environment Wing has been requested to check the suitability of this site in the light of environmental parameters. After section of suitable of Suitable site, Member Estate will be requested to initiate process of acquisition and possession of land.

(d) Subject to finalization of permanent land fill site, the following steps will be proposed to be adopted for proper disposal of garbage and its best utilization.

(i) proposals from experts firms will be sought through press/media within specific time with regards to final disposal of 550 - 600 metric tons of garbage/ municipal solid waste on daily basis i.e. compositing recycling, bio-gas, refuse deriver fuel (RDF) etc.

(ii) Said proposals will be evaluated, by the team of experts (selected/ formulated by the Authority).

(iii) Accordingly, in the light of expert opinion, one of the viable proposals will be decided later on as per rules / policy.

9. Ms. Belum Hasnain:

Will the Minister for Education, Trainings and Standards in Higher Education be pleased to state: 29 (a) the post-wise names of persons appointed on permanent basis in Sawabi University during the year 2013-14 alongwith the procedure adopted therefor;

(b) the names of newspapers in which advertisements were given for the said appointments alongwith the details thereof;

(c) the date on which the tests and interviews were conducted for said recruitments alongwith the locations thereof; and

(d) whether it is a fact that the merit lists were compiled therefor; if so, the details thereof?

Minister for Education, Trainings and Standards in Higher Education: (a) So far, no recruitment have been made on permanent basis in the Swabi University during the year 2013-14. However, permanent recruitment is in process and will be finalized after constitution of Selection Board.

(b) The advertisement was published in The Daily Mashriq, The Daily Aaj and The Daily News on 2nd May 2013. A copy of the advertisement is attached at ANNEX-I.

(c) The test was conducted on 8th October 2013, and the interviews are still awaited.

(d) Merit list will be finalized after the interviews.

Minister Incharge of the Cabinet Secretariat: (a) 487 plots allotted by the CDA in Sector 1-11/1 are under the illegal occupation of residents of Katchi Abadi.

(b) Yes, green belts of the said Sector are being occupied by illegal occupants of Katchi Abadies. 30 The Afgan Refugees are continuing to stay in and multiplying in numbers in the green belts of H-12 & I-12 and H-10 & I-10. They were allowed temporary stay on the condition that they will shift to Government designated camps like Kot Chandana.

13. Rai Hasan Nawaz Khan:

(a) whether it is a fact that the son/dependent children quota for appointment is in vogue in all Federal Government Departments;

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) The Ministry has recalled Press Attaches and staff members from three Missions. The decision was taken by the Special committee constituted by the Prime Minister to review the posts in Foreign Missions under chairmanship of Finance Minister, Senator Muhammad Ishaq Dar. The Committee had decided to close down the Information Sections at Kuwait, Jakarta and 31 Kuala Lumpur under austerity drive in consultation with M/o I,B&NH. Similarly, the post of Press Attaché, PAHIC London has also been abolished. The committee has agreed that Press Attaché will continue to work till Minister Press takes charge against presently vacant post.

Meanwhile, Press Attaché, Kuala Lumpur, Mr Hamid Raza Khan has reported back to headquarter. The following officers have requested for extension till the completion of their children’s academic year;

• Kuwait: Mr.Kashif Zaman, Press Attaché upto 23-06-2014

• Jakarta: Ms.Ayesha Tasuddiq, Press Attaché up to 30-06-2014

• London: Finance Division has allowed Mr. .Munir Ahmed to work till the joining of Minister (Press)

Final decision is yet to be taken on the request of the above mentioned officers.

Minister for Education, Trainings and Standards in Higher Education: (a) Yes. The case of appointment of Chairman Higher Education Commission is under process and will be finalized within short period of time.

(b) Yes. The Prime Minister has rejected the proposed names and approved constitution of a new Search Committee. The Prime Minister of Pakistan being controlling Authority has a discretion to accept or regret any proposal.

(c) Yes. The Prime Minister of Pakistan in place of three members “Search Committee” has constituted six(06) members new “Search Committee” and being controlling authority, he has a right to constitute, abolish or re-constitute any committee.

Minister for Education, Trainings and Standards in Higher Education: (a) The post of, Chairman, Higher Education Commission (HEC) is vacant since 26th August, 2013. However, the Prime Minister in his capacity as the Controlling Authority of the HEC, assigned the charge to Eng. Syed Imtiaz Hussain Gilani to act as Chairman (HEC) under 8(3) of the HEC’s Ordinance No.LIII of 2002 which provides “In the case of vacancy occurring in the office of the, Chairperson, the Controlling Authority may nominate any Member of the Commission to act as Chairperson for a maximum period of three months during which period the Controlling Authority shall fill in the vacancy by appointing regular chairperson” 34 (b) The Prime Minister of Pakistan has approved re-constitution of the Search Committee for the first time initially constituted Search Committee was comprising of three members. Whereas now Search Committee is comprising of six members.
