WEST ICE ANA FALL 2008 ADULT BROOMBALL LEAGUE HANDBOOK Welcome to the Adult Broomball League! This league is a Recreational Program offered by the Town of Breckenridge Recreation Department. The goals of the program are to provide participants with: o A SAFE ENVIRONMENT FOR PARTICIPATION o A FAIRLY OFFICIATED AND ADMINISTERED PROGRAM o AN ENJOYABLE RECREATIONAL EXPERIENCE This Handbook is a guide to participating, officiating and administering Adult Broomball Programs. It is extremely important that all players, officials and team representatives read and understand the information contained in the book. It is important to note that the programs provide an opportunity to participate and develop skills associated with the sport. It is a place to have fun, to compete and to display a level of sportsmanship that is common in a community recreation program. ROSTERS AND TEAM PLACEMENT ROSTERS & WAIVER OF LIABILITY: Prior to the first game of the season, the team reps will need to hand in their completed rosters to the front desk. All players must sign the roster before playing in their first game. All teams must have a minimum of 5 players and no more that 15 players (plus goalies). If your team needs to carry more than 15 players, please make a request in writing to the Programs Coordinator. If you need to put additional players on your team after your roster is handed in, please make a request in writing to the Programs Coordinator. PLAYER ELIGIBILITY: o One female player is required on the ice at all times. o All players must be at least 18 years of age. o Player eligibility is the responsibility of both the team representative and the player. If you violate these rules, you will not be allowed to play. Additionally, any game where an illegal player is used will be declared a forfeit. If you’re thinking about it, please don’t. o All players may play for one team only. If a player plays for more than 1 team, the player will be suspended for the rest of the season. INSURANCE & INJURIES: All players should have sufficient personal insurance before participating. The Town of Breckenridge and the Ice Rink will not be liable for injuries to players nor responsible for articles which are lost or stolen while participating in league play. Only team members and designated coaches are allowed in the team bench area. All players must sign the Waiver of Liability prior to participating. Players who fail to sign the Waiver of Liability will be dropped from the league without a refund. RULES OF PLAY PROTECTIVE EQUIPMENT Helmets and either a full facemask or mouth guard are required for all players. Shin guards, elbow pads, and gloves (ski or hockey) are also highly recommended. Helmets are available for rent at the front desk for $2 per use. We also have rental hockey equipment that is available on a first-come, first-serve basis and includes shin guards, elbow pads and a helmet for $5 per use. Specialized broomball shoes will NOT be allowed unless otherwise noted. The only footwear that will be allowed in the league is rubber-soled and free of any spikes or metal. Hiking boots, tennis shoes and winter boots are perfect! If a player does wear illegal equipment, he/she will be suspended for the remainder of the game. The ice arena will provide broomball sticks for all players to use. Goalies are required to wear helmets with a full facemask. Goalies are not permitted to wear hockey goalie pads, but again shin guards are highly recommended. ALCOHOL By Town ordinance, alcohol is not permitted at the Stephen C. West Ice Arena. This rule applies to players and spectators. It is the responsibility of the team to make sure your spectators are in compliance. Non-compliance may result in forfeiture of the game. Players may not participate while under the influence of alcohol. STEPHEN C. WEST ICE ARENA STAFF & 1 OFFICIALS ARE AUTHORIZED TO PROHIBIT ANY PLAYER WHO IS OBVOIUSLY INTOXICATED FROM PARTICIPATING IN A LEAGUE GAME AND THEIR DECISION IS TO BE CONSIDERED FINAL. UNIFORMS Teams provide their own uniforms. If your team does not have matching uniforms, the front desk will provide pinnies for your team to wear. They MUST be returned to the front desk at the end of each game. GAME STRUCTURE All games will take place on non-resurfaced ice with one official who will be wearing skates. There will be three 15-minute running-clock periods with a 5 minute warm-up and 1 minute between the periods. If a game is tied at the end of regulation time, there will be a one-minute intermission followed by a five-minute, running-time, sudden-death, overtime period. No additional time outs will be allowed. A game that remains tied at the end of overtime will be declared a tie. During playoffs/championship game, a game tied at the end of regulation will be followed by a shoot-out. Each team rep will choose 5 players to take alternating penalty shots. If a winner is not determined in the first round of 5 attempts, the shootout continues with the remainder of each team shooting in alternating order until a winner is determined. Penalty shots start at the blue line in the offensive zone & the goalie must remain in the goalie crease. Player substitutions can be made at any time. Each team will have a goalie, two defenders who may ONLY play on the defensive side of the far blue line, one rover who may go anywhere on the ice (offensive or defensive zones) and two forwards who may ONLY play on the offensive side of the near blue line. If a player enters a zone that they are not allowed to be in, they will receive a two-minute minor penalty. Icing -when a player shoots the ball from his/her defensive zone (behind the blue line) through the attacking zone and beyond the goal line. Play is stopped and restarted with a face-off at the face-off spot in the defensive zone nearest to where the ball was shot. Icing is NOT called when: o The icing team has a player who is serving a penalty. o The ball touches another player (or his/her equipment) before crossing the goal line. o A player on the opposing team other than that goalie is, in the opinion of the official, able to play the ball before it crosses the goal line. Time-Outs - Each team will be allowed to call one time out during the game. The time out will be one minute. High Sticking -when a player lifts his/her stick above the waist. A two-minute minor penalty will be assessed. If an injury results from playing a ball above the waist, a five-minute major penalty will be assessed. Goalie Crease -if a player enters their opponents’ goal crease, a two-minute minor penalty will be assessed. If a goal is scored while an opponent is in the crease, the goal will not be counted. Broken Broom -a broken broom must be dropped to the ice immediately or a two-minute minor penalty will be assessed. If a player is injured due to the use of a broken broom, a five-minute major penalty will be assessed. Throwing a Broom -throwing a broom is not allowed. If a player throws his/her broom, a two-minute minor penalty is assessed. If a thrown broom interferes with an opposing player’s scoring attempt, a penalty shot is awarded to the fouled player. Interfering with an Opponent’s Broom -kicking, throwing or knocking down an opponent’s broom, for the purpose of keeping him/her from getting possession, calls for a two-minute minor penalty. Holding an opponent’s broom is also illegal and will result in a two-minute penalty. It is legal to lift an opponent’s broom with your broom when the opponent is playing or attempting to play the ball. Contact with the Ball -the ball may be stopped or controlled with the feet, or any other part of the body, but must not be carried or held. The ball may be propelled by the hand or foot, but this action must NOT result in a pass to a teammate. If the ball is caught and held, carried or passed to a teammate by hand or foot, there will be a face-off at the place of the infraction and the offending player will receive a two-minute minor penalty. The ball may NOT be dribbled in the air or on the ice with any part of the body; this will result in a two-minute minor penalty. Only the goalie may pick-up, cover or trap the ball with his/her hands or body when the ball is on the ice. If a player covers or traps the ball, he/she will receive a two-minute penalty. If a defender does so in the crease, a penalty shot will be given to the attacking team. Body Blocks -sliding, diving or rolling body blocks are illegal and will result in a two-minute penalty. Abuse of Officials -any verbal abuse of the officials (dissent with judgement calls, showing disrespect, abusive language or gestures, failure to go directly & immediately to the penalty box when penalized) will result in a game misconduct and the offending player will NOT be allowed to play for the remainder of the season.
