The immediate need for water quality management interventions to revive the river systems; Has an active group of NGOs fully supported by the LGUs, concerned NGAs, and the private sector; and Availability of water quality monitoring data. Current Problems
The catchment area of MMO River System has numerous settlements and industries, most of which discharge their untreated wastewater into the river. Chromium, lead and cadmium which are considered as toxic substances were detected in water samples. High levels of domestic sewage contamination was also detected. MMO River System as WQMA

Exclusion of Caloocan and Valenzuela (NCR) could result to failure in the implementation of Action Plans due to their pollution load contribution to the river system.
