1. Call to Order / Introductions – Chair Alex Erskine called the meeting to order at 11:06 AM and asked all in attendance to introduce themselves.

2. Approve Last Minutes – Chair Erskine received a motion and a second to approve the minutes as presented; the motion passed by acclamation.

3. FASP 2004 System Plan – Mr. Erskine turned to Mr. Andy Keith for an update on the status of the FASP 2004. Mr. Keith provided the following discussion:

The Executive Summary is now available. A distribution list is being developed and all airports will receive a sufficient quantity of the documents to forward to their local decision makers/stakeholders. Statewide Summary and Regional Perspective documents are in their final review and will be distributed when the final printing is complete. The CFASPP web site is currently being remodeled to ease navigation and showcase all FASP documents. Mr. Keith asked the committee for an opinion regarding the preferred name for the documents currently referred to as “Airport Glossary.” General discussion among the committee indicated that the name “Airport Profile” was a more descriptive term for the documents. The committee agreed and requested by acclamation that the name of the documents be changed to “Airport Profile.”

Southeast Florida Region Page 1 of 4 CFASPP Minutes Mr. Keith prompted discussion from the committee regarding how to best implement the policies and strategies detailed in the FASP. He stated that the FASP was complete, but work should start now to integrate local/regional issues with the FASP and improve the system. Mr. Keith stated that updates to the System Plan should account for the dynamics of the industry to keep information fresh and vital. Mr. Keith indicated that there was currently an effort underway to update the Air Cargo and Aviation Economic Impact studies. He also noted that Aviation Office staff would be available to present FASP data/strategies/policies at local government or other public meetings. Mr. Rhodes stated that AOPA support groups should be included in the FDOT distribution list for FASP documents because of their ability to help promote aviation using those documents. Mr. Rhodes will provide an AOPA mailing list to Mr. Keith

4. Aviation Office – Mr. Keith provided the following update on current Aviation Office issues: Projects Florida Aviation Test Center – The Center will be used to evaluate new products, processes, and/or systems in an operational environment. Mr. Keith also discussed the setup of the new facility, and the types of projects that may be evaluated there in the near future. Mr. Keith reminded the group that April 12, 2005 was “Aviation Day” at the Capitol, and that the Center would be open that day for an Open House. He encouraged all to attend. Mr. McArthur asked for details of project selection criteria for the Test Center, and he volunteered details of their new security system for evaluation at the Center. Mr. Handrahan asked if the Center would be manned 24/7; Mr. Keith indicated that is not an immediate goal for the Center, but that in the future around the clock operations are possible. Mr. Erskine stated that airports around the State are now, or recently, conducted evaluations of new/innovative systems with varying levels of success. He would like to work with the Test Center staff to disseminate project information using the Test Center as a clearinghouse. Mr. Handrahan asked if there was a potential that the Center would be used to “pre-approve” products/projects for use at State airports. Mr. Keith indicated that was not the intention. Pavement Management – Mr. Keith discussed the concept and current progress of the project. He also discussed the categories that airports had been placed into with regards to levels of inspection responsibilities. Those categories are: FDOT inspect, FDOT assist, and Airport Self-Inspect. He asked any airport disagreeing with the category assigned to them to provide some justification in writing to Mr. Vu Trinh for consideration. Mr. Keith stated that inspections should commence in the late summer and the first round should take 1 to 1 ½ years to complete. Master Planning Process – Mr. Keith indicated that the project was just commencing, and should take 1 ½ to 2 years to complete. He added that an integral element of the project was the development of an “Interactive Airport Layout Plan” that would highlight a wealth of airport information in an on-line format. Community Airports – Mr. Keith discussed the underlying concepts of the project as it is now being developed. He stated that the foundation of the project was the Airport Profiles; further study would focus on the local attractions/resources around the State and how local airports fit into travel considerations. Mr. Erskine wanted the project to consider that new technology being developed for general aviation aircraft today will result in quieter operations in the future. Mr. Keith mentioned some of the new technologies that the Aviation Office has been watching; Mr. Handrahan and Mr. Rhodes also provided comment.

Strategic Intermodal System (SIS) The SIS plan has been adopted; all airports should review the document. Mr. Keith stated that starting in FY 2010, 75% of the aviation program was earmarked for capacity enhancement projects at SIS and Emerging SIS airports leaving 25% for all other projects. He added that policy decisions still must be made regarding the definition of capacity projects. He noted that the FDOT Aviation Office was sensitive to the concerns of all airports, and that he was confident that the SIS Plan would work equitably.

Florida Administrative Code 14-60 Mr. Keith indicated that the FAC 14-60 had been recently modified, and that the modification relating to airport inspection criteria was causing some reinterpretation of the details of the code. He stated that Licensure of airports would not be adversely affected if the airport works with FDOT staff. He asked that if there were any questions regarding the FAC 14-60, they be referred to Mr. Dave Roberts in the Aviation Office. Ms. Chao had a question regarding temporary landing facilities; Mr. Keith asked her to refer her question to Mr. David Roberts or Mr. Aaron Smith in the Aviation Office.

System of Airport Reporting (SOAR) Mr. Keith discussed the new FAA requirements for entry of capital improvement projects into the JACIP, and the training to be conducted in support of the SOAR.

5. FDOT District Announcements District 4 Ms. Mainardi reemphasized that SOAR training would be conducted for area airports the following week. District 6 Ms. Chao had no additional comments.

6. MPO Comment / Presentations Broward County MPO Mr. Aispuro indicated that the Long Range Transportation Plan 2030 had been completed and that his office was working with the State on SIS implementation. He also stated that they were working with Palm Beach County to fill in missing links at the local level to complete access to airports.

9. New Business Mr. Keith briefed one issue from the FAC Legislative Committee’s last session; Rep. Sandy Adams, House Domestic Security Committee Chair, is sponsoring a bill to require all airports with hard- surfaced runways of 5000 feet or longer to have a security plan in place and approved by FDLE before licensure of the airport by FDOT would be permitted. Florida Airports Council found that only a very few airports in the State have security plans.

Mr. Keith indicated that the presentation discussing the new Airbus A380, and impact of that aircraft on Florida airports, given by Mr. Jim Sheppard (GOAA) to the Florida House Transportation Committee was available by email if anyone desired to see it. He also stated that the position of CFASPP Administrator would be advertised later in the year.

10. Time and Place of Next Meeting Mr. Keith announced that the next meeting was scheduled for June 7, 2005 at 10:30 AM at Fort Lauderdale Executive Airport.
