Mostly sunny skies are expected statewide with rain chances less than 20%. Temperatures will be near normal, but index values could reach the mid 90s this afternoon. Significant river flooding will continue over the next several days as heavy rainfall from Hurricane Irma drains into Florida Peninsula rivers. River Flood Warnings are in effect for 16 major river stems and creeks in Florida. Major to record flooding is occurring or expected along the following rivers: St. Johns, St. Mary’s, Black Creek, Haw Creek, Santa Fe, Ocklawaha, Deep Creek, Durbin Creek, Anclote, Hillsborough, Alafia, Little Manatee, Myakka, Horse Creek, Peace, Fisheating Creek, Imperial and Caloosahatchee. Water levels may take several days to weeks to recede. OPERATIONAL OBJECTIVES: 1. Conduct lifesaving and life sustaining response operations in impacted communities. 2. Conduct debris clearance of prioritized critical transportation routes to facilitate movement of commodities, emergency responders, DSA Teams, and other critical workers for disaster survivor support. 3. Deliver life sustaining commodities directly to prioritized shelter and Points of Distribution (PODs) in impacted counties. 4. Consolidate shelter operations. 5. Identify temporary short-term housing requirements, implement Transitional Sheltering Assistance (TSA), and develop a long-term housing strategy. 6. Move commodities to prioritized counties in impacted areas. 7. Conduct assessments for critical facilities and power restorations in impacted counties. 8. Conduct comprehensive and inclusive public messaging to provide timely, targeted, and accessible disaster-specific information to the disaster survivors, stakeholders, and the general public. 9. Implement and deliver FEMA Individual Assistance Programs to disaster survivors. EMERGENCY SERVICES BRANCH: ESF 4&9 Firefighting/Search and Rescue US&R Recon Teams are moving to Key West US&R Recon Teams are tasked and on scene for Marathon/Naples/Miami areas Water assets in and moving to Northwest Florida Beginning to examine the potential for demobilization for EMAC and Federal Teams ESF 8 Health & Medical Services Currently working on SAT Team to assist with discharge of evacuees out of shelters to be transported to hospitals Requesting 2 DMATS: RFD for 90-100 special needs personnel and 1 for Keys reentry Requesting 2 additional DMATS for Field Mobile Shelter that has a capacity for 250 evacuees Supporting Special Needs Sheltering operations Supporting Healthcare Facility evacuations Federal Medical Station supporting shelter operations Public Health Service teams supporting shelter operations 4 Disaster Medical Assistance Teams supporting healthcare facility evacuations and ED augmentation USAR staging in Tallahassee, Perry and Georgia will deploy to South Florida for response Coordinating with FHCA Liaison in assisting several nursing homes with evacuations. Continuing with patient movement 61 medical personnel are currently relocating to FIU Preordered pharmaceuticals for shelters Assisting with evacuations Securing transport of medical personnel assets Securing additional volunteers for special needs shelters Finalizing post-impact assessment plans Prepare for post impact needs Developing sheltering plan for State ESF8 staff and families Coordinated with ESF 12 & 16 for fuel to assist in ambulance missions for evacuations 94 Special Needs Shelters are open sheltering for 11,021 special needs clients, 4,490 caregivers, and 1,177 other family members. ESF 10 Environment Is working with FlaWARN to support Cocoa Beach Water Utilities to maintain water pressure which is currently affecting 40% of the area population. Mobilized 12 Hazardous Assessment and Response Teams (HART) to assess sites and respond to releases and other storm impacts. o DEP HART Teams are staging with the assistance of EPA and USCG to assess hazardous waste facilities. DEP has expanded order for power plants to cover the entire state to assist any facility recovering from the storm DEP has published a new order to waive certain rules for fuel facilities impacted by the storm. DEP is standing up Beach Response Teams and participating with assistance of USACE in efforts to expedite recovery of Florida beaches. Fielding county generator needs Assessing Pump Inventories Checking on the impact of dune fortification for Flagler, St. Johns, and Volusia county coastline; Washington Oaks Garden State Park Working with US ACE, FEMA, USCG and various state agencies on a Debris Removal Work Group. DEP is working with FWC, EPA, and USCG to mitigate pollutants from submerged vessels. Ongoing Missions: o #212- FDEP request for USACE to oversee Flagler county coastal fortification o #285- FlaWARN Generator Mobilized for Staging and Deployment o #483, 486 - ESF10 tasked FDEP to build berms in St. Johns & Volusia counties . ESF10 has identified Anderson Columbia as the contractor for this mission o #609 – ESF10 tasked FDEP to fortify A1A in Flagler County o #1265-Deployment of SERT FlaWARN Generator Resources o #1746- Coastal Beaches Planning Resource Team with the US ACE o #2257-Alachua County generator request for lift station o #2402- Indian River Company Requests Beach Assessments 5 o #2461-Monroe County pipe fittings o #2466- Recon requests for Hazardous Material facilities o #2520-Turtle nest marking request o #2645- 12K of Diesel fuel requested to pump Chemours Mine ESF 13 Military Support Florida National Guard (FLNG) currently has 7,520 Florida National Guard Soldiers and Airmen on duty and 1,545 National Guard from other states (through EMAC) At the SEOC FLNG personnel are staffing ESF 13, the Logistics Desk, ESF 5 (Planning), and ESF 5 (RECON), meteorology, and Air Operations Branch. ESF13 and the Logistics Missions to staff the SLRC and county liaisons (SERT LNO) are activated.
