    Zambia Page 1 of 16 Zambia Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 Zambia is a republic governed by a president and a unicameral national assembly. Since 1991 generally free and fair multiparty elections have resulted in the victory of the Movement for Multi -Party Democracy (MMD). In December 2001, Levy Mwanawasa of the MMD was elected president, and his party won 69 out of 150 elected seats in the National Assembly. The MMD's use of government resources during the campaign raised questions over the fairness of the elections. Although noting general transparency during the voting, domestic and international observer groups cited irregularities in the registration process and problems in the tabulation of the election results. Opposition parties challenged the election result in court, and court proceedings remained ongoing at year's end. The Constitution mandates an independent judiciary, and the Government generally respected this provision; however, the judicial system was hampered by lack of resources, inefficiency, and reports of possible corruption. The police, divided into regular and paramilitary units operated under the Ministry of Home Affairs, had primary responsibility for maintaining law and order. The Zambia Security and Intelligence Service (ZSIS), under the Office of the President, was responsible for intelligence and internal security. Members of the security forces committed numerous, and at times serious, human rights abuses. Approximately 60 percent of the labor force worked in agriculture, although agriculture contributed only 22 percent to the gross domestic product. Economic growth slowed to 3 percent for the year, partly as a result of drought in some agricultural areas.

I conducted audits on the institutions to examine whether the funds appropriated by Parliament or raised by Government and disbursed had been accounted for. The audit was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs) which are the standards relevant for the audit of Public Sector entities.

This plan, which was first drafted in 1994 and of which a revised third edition was published in July 1996, covered the main aspects of the implementation of reforms conceived over the previous years, as the MMD came to power. The Foreword to the plan, presented in Box I.1 was written by a remarkable character who figures prominently in this dissertation, Dr. Katele Kalumba, the deputy minister and later Minister of Health, who was credited as being one of the theoretical and political architects of the reforms. He began the Foreword by looking back at the history of Zambia’s health sector in colonial times.1 Kalumba reflected on the tur- bulence that ambitious reform plans face and the imperfect nature of government action anywhere. As we will see later, with this presentation, Kalumba not only looked back at the past of his colonial ‘predecessor’, but also to the future of his own reforms failing to bypass the ‘pitfalls of the past’ that he was determined to avoid. From here, Kalumba proceeded to describe what is required for this process of im- plementing and fostering a shared vision for reform.

Briefly describe any significant highlights/accomplishments that took place during this reporting period. Please limit your comments to a maximum of 4 to 6 sentences. • Following the gaps that were identified during the routine TA visits to the districts in the first and second quarters, MCSP engaged the districts in the supported provinces in revising their 2018 annual workplans and budgets based on the data (scorecards) and service quality assessment (SQA) findings. Using these tools, MCSP influenced the inclusion of appropriate high-impact interventions (HIIs) to respond to identified gaps in the revised workplans and recommended the allocation of resources in an equitable manner. Consequently, Districts revised the 2018 CoC plans to incorporate these recommendations and identified interventions that would be included in the 2019 plans in all provinces. Additional details are provided in the provincial report annexes. • MCSP provided technical assistance (TA) during the provincial integrated management meeting (PIM) across all of the four target provinces. These meetings provided an opportunity for MCSP to identify areas requiring TA in a context-specific and responsive manner to the needs of each district. MCSP contributed to discussions in those meetings by making on-the-spot recommendations for improving specific indicators. For example, using a very brief role play, MCSP graphically showed districts a simple way of estimating the number of new FP acceptors.
