Annex 6 Mandatory Conditions 1. No supply of alcohol may be made at a time when there is no designated premises supervisor in respect of this licence. 2. No supply of alcohol many be made at a time when the designated premises supervisor does not hold a personal licence or the personal licence is suspended. 3. © Robert J S Briggs 2018 – http://surreymedieval.wordpress.com – email [email protected] KINGSTON UPON THAMES REVISITED: FURTHER THOUGHTS ON ITS ORIGINS AND EARLY MEDIEVAL DEVELOPMENT Rob Briggs The June 2017 Medieval Studies Forum visit to Kingston upon Thames allowed those present to focus on one of the most important places in medieval Surrey. If anything, its importance was greater in the period before the Norman Conquest than after, given its sta- tus as the coronation site for at least two tenth-century kings and the named promulgation place of half a dozen known charters. The visit was also timely as 2017 saw the publica- tion of perhaps the most in-depth examination of the origin of the place-name, and by ex- tension of the early medieval settlement that first bore it. Jill Bourne’s book, The Place- name Kingston and Royal Power in Middle Anglo-Saxon England, brings to a conclusion a lengthy period of research that has previously generated a journal article (Bourne 1987-88) and a book chapter (Bourne 2012), in addition to the 2011 Nottingham PhD the- sis of which the new monograph is an updated version. In between these publications, other name-studies scholars proffered useful new contributions to the debate (Hough 1997; Probert 2008). That Bourne has been able to develop a thesis subsection into a whole book chapter dedi- cated to contemplating why Kingston upon Thames is such an anomaly among English place-names of the “Kingston”-type says something about the volume and complexity of the available evidence. Nevertheless, there are aspects of her argument that do not con- vince, and the purpose of this essay is to evaluate these and, by adding some new per- spectives into the debate, advance a new reading of the knotty body of evidence for Anglo- Saxon Kingston. -

2. The Situation in Kingston-upon-Thames (Financial) 2.1 Income Deprivation Domains (D1, D2, D3) This domain (D1) measures the proportion of people in an area who are living on low income. A combined count of income deprived individuals per LSOA is calculated by summing the following indicators: Adults and children in Income Support families Adults and children in Income-Based Jobseeker’s Allowance families Adults and children in Pension Credit (Guarantee) families Adults and children in Child Tax Credit families (who are not in receipt of Income Support, Income-Based Jobseeker’s Allowance or Pension Credit) whose equivalised income (excluding housing benefit) is below 60% of the median before housing costs Asylum seekers in England in receipt of subsistence support, accommodation support, or both. Four LSOAs fall in the most income deprived category within Kingston; two of these are in Norbiton, the others are in Coombe Hill and Berrylands wards. Other income deprived areas include LSOAs in Grove, Canbury, Beverley, Coombe Vale, Tolworth & Hook Rise, Surbiton Hill, Chessington North & Hook and Chessington South. In addition to the income domain index two supplementary indices concerning income deprivation are shown below, an Income Deprivation Affecting Children Index (D2) and an Income Deprivation Affecting Older People Index (D3). These two indices represent the proportion of children aged 0-15 and the proportion of older people aged 60 and over (60>) living in income deprived households. The figures show again that LSOAs in Norbiton, Alpha Road Estates, Kingsnympton Estates in Coombe Hill, New Malden, Tolworth and Grove are in the most deprived category in Kingston with regard to the proportion of children who are living in income deprived households. -
